The objective of this study is to document this remarkable achievement, and more broadly to review the evidence on a range of issues related to poverty reduction among cocoa farmers in Asikumah-Odoben-Brakwa of the Central Region using the most recent household survey data available The study aims to determine the contributions of cocoa farming activities to household income and consumption; to determine their level of access to basic services ; to determine the contribution of cocoa into the general well-being of the people and to make recommendations on how the cocoa industry could be used to improve the living standard of the Ghanaian rural communities. The study would rely on some comparable selected Core Welfare Indicators Survey (CWIQ) for 1997 and 2003 pertaining to Asikumah-Odoben-Brakwa District. In conclusion, the study found out that cocoa farming coupled with government provision of other social services has contributed in reducing poverty in the Asikuma-Odoben-Brakwa District thus most cocoa farming households are above the upper poverty line. Notwithstanding that, the study strongly recommends that government and other key stakeholders look at improving the health needs, provision of decent housing scheme and monitoring the usage of cocoa weighing scales to guaranty fairness.

To make this, we have constructed a multidimensional poverty index with Multiple Component Analysis (MCA) and the fuzzy set theory. By using data from departments of Soubre and Gueyo from the survey on cocoa production systems and livelihoods of populations in areas of cocoa production, conducted by National School of Statistics and Applied Economics (NSSAE) of Abidjan, we evaluated to 43.25% the level of deprivation of the households in these cocoa farmer two cities. We also found that the main dimensions of displacement, ownership of durable goods, education, agricultural equipment, access to finance and training are the key drivers of poverty in households of cocoa farmers of Soubre and Gueyo. Similarly, associating other cultures to cocoa and the fact to own their land improve the living conditions of households cocoa farmers in these two cities.

Developments in the cocoa sector can have significant implications for poverty reduction and shared prosperity given that the sector is a source of livelihood for about one-fifth of the population, as well as an important source of export and government revenues. Cocoa pricing has always been a major focus of public policy in the country, and in 2011 the government initiated a new round of cocoa sector reforms seeking to stimulate cocoa production and to secure the livelihoods of cocoa farmers through guaranteed minimum farm-gate prices. Policymakers will certainly like to know the likely impacts of this price policy reform on household welfare and poverty. This paper uses a nonparametric approach to policy incidence analysis to estimate the first-order effects of this policy reform. To assess the pro-poorness of the reform in cocoa pricing, variations in poverty induced by the policy are compared to a benchmark case. While increasing the cocoa farm-gate price has a potential to reduce poverty among cocoa farmers, it turns out that the increase in 2015-2016 translates into a relatively small drop in overall poverty. This variation is assessed to be weakly pro-poor. It is likely that this poverty impact can be amplified by additional policy interventions designed to address the key constraints facing the rural economy such as productivity constraints stemming from factors such as lack of relevant research and development, weak extension services, poor transportation and storage infrastructure, and generally poor provision of relevant public goods. Addressing these issues require a coherent policy framework that can be effectively implemented by accountable institutions to increase the role of agriculture as an engine of inclusive growth in Cote d'Ivoire.

Book excerpt: Billions of dollars are invested in development programs, all of which have a monitoring and evaluation component and consider only the programs' intended effects while ignoring their market effects on prices. This study analyzes the market effects of the Cocoa Livelihood Program (CLP) in Ghana. To evaluate both the benefits to cocoa farmers and market outcomes of CLP on cocoa and other noncocoa markets, this study simulates a partial-equilibrium farm household model. The analysis shows that CLP participating households benefit by U.S.$154 per household, while nonparticipating households benefit (through market outcome) by only U.S.$21 per household, at the 2016 participation rate of 6 percent. The net welfare changes in staple food markets (maize, rice, cassava, and yam) attributable to CLP, is estimated at U.S.$850 per household. A rise in the CLP participation rate leads to a decline in the Ghanaian cocoa price. However, net gains from the program become negative at participation rates of more than 60 percent, as supply increases and the cocoa price falls. This result suggests that CLP participation could be expanded up to 60 percent of Ghana's cocoa producing households. However, expanding cocoa demand is equally as important as expanding production if participation rates exceed 60 percent.

Book excerpt: This study assessed the adaptive capacity of smallholder cocoa farmers to climate variability in the Adansi South District of the Ashanti Region, Ghana. The specific objectives were: (i) to assess the perception of the farmers to climate variability; (ii) to determine the perceived effects of climate variability on cocoa production in the district; and; (iii) to evaluate the adaptive capacity of the farmers to manage climate risks. The study used questionnaire surveys with 150 smallholder cocoa farmers, key informant interviews and focus group discussions in three selected communities (Afiaso, Tonkoase and Amudurase). A variety of capital assets (social, financial, human, physical and natural) were utilized to conceptualize smallholder cocoa farmers' adaptive capacity. Smallholder cocoa farmers reported changes in the onset and duration of rains, rising temperature and increasing windstorms as the key variabilities in climate in the selected communities. The farmers perceived increased incidence of drought and cocoa failure, prevalence of diseases and pest invasion and decreased farmer income as the key effects on their cocoa production. Findings also revealed that cumulatively, all the selected communities in Adansi South District had a moderate adaptive capacity (0.531). The study therefore concluded that the smallholder cocoa farmers in Adansi South District of Ghana have a moderate adaptive capacity and recommends that appropriate policies aimed at enhancing the adaptive capacity of the smallholder cocoa farmers must be formulated by policy makers so as to minimize their vulnerabilities to climate risks.
