Book excerpt: In recent years, assistance aimed at promoting democracy abroad has become a major component of U.S. foreign aid and of the U.S. government's post-Cold War policy of seeking to enlarge the international community of democratic nations. Despite its rapid growth, however, democracy assistance remains poorly understood in practice and its value is frequently questioned. This landmark study, an examination of U.S. democracy assistance efforts in Romania, is the first comprehensive analysis of the workings—and failings—of U.S. democracy assistance in one country. Based on the author's extensive field research, the study provides widely applicable answers to key questions about the value, strategies, methods, and future of such assistance.

Book excerpt: Over the past 25 years, the United States has made support for the spread of democracy to other nations an increasingly important element of its national security policy. These efforts have created a growing demand to find the most effective means to assist in building and strengthening democratic governance under varied conditions. Since 1990, the U.S. Agency for International Development (USAID) has supported democracy and governance (DG) programs in approximately 120 countries and territories, spending an estimated total of $8.47 billion (in constant 2000 U.S. dollars) between 1990 and 2005. Despite these substantial expenditures, our understanding of the actual impacts of USAID DG assistance on progress toward democracy remains limited-and is the subject of much current debate in the policy and scholarly communities. This book, by the National Research Council, provides a roadmap to enable USAID and its partners to assess what works and what does not, both retrospectively and in the future through improved monitoring and evaluation methods and rebuilding USAID's internal capacity to build, absorb, and act on improved knowledge.

Book excerpt: This book addresses important and under-researched issues such as, the role of young people in democratization processes, the role of new democracies in sharing their transition experience, and the effectiveness of aid. A major theme of the book is democracy assistance efforts by the NGOs from Central and Eastern Europe to support young people in Eastern Europe, the Western Balkans, and Central Asia. It examines this theme in a comparative perspective and with a deeper analysis of reasons and ways to support young people, the need to support them and the effectiveness of these efforts. Bringing together a wide range of material on democracy assistance of Central and Eastern European countries that includes surveying the providers and beneficiaries of aid and looking for better methods of impact evaluation, the book advances a framework for assessing democracy assistance efforts. It concludes with implications of the impact of democracy assistance on young people and democracy diffusion from Central and Eastern European democracies to other countries. This text will be of key interest to scholars and students of democracy, democratization, Central and Eastern Europe, Post-Soviet studies, and European and Comparative Politics, as well as for practitioners (donors, NGOs) who want to know what works best, and why and when in aid provision.

Book excerpt: The sub-theme of democracy building comprises support to UNDP ELECT; funding for the Free and Fair Elections Foundation of Afghanistan (FEFA) to undertake electoral monitoring and observation activities; financial assistance to the Afghan Women's Network (AWN) to encourage women's participation in elections and to support women legislators elected to the new parliament; and core funding for the Af. [...] Agencies such as the FEFA, the Afghan Civil Society Forum (ACSF), the AIHRC, the Civil Society and Human Rights Network (CSHRN), Integrity Watch Afghanistan (IWA) and the AWN are some of the main recipients of this type of donor funding and technical support. [...] Factors weakening the impact of democracy aid A number of factors weakening the impact of democracy assistance have already been discussed above: the lack of a coordinated vision for democratic development, missed opportunities early on in the intervention, the coinciding of democracy assistance with international military action and the lack of clarity over definitions of democracy. [...] This is all-pervasive and has specific effects on democracy assistance: from the prevention of freedom of speech due to fear of violent repercussions, to the unequal playing field created by key players carrying arms; from the rejection of the word 'democracy' due to its dangerous associations with the West, to a narrative of insecurity preventing women's participation in the public sphere. [...] In an interview for this study, reflecting the views of a number of respondents, Dr Abdullah Abdullah - the main opposition candidate for the presidential race in 2009 - described a lack of political will at the top as the key obstacle to democratic development: 'The main obstacle is that there is no commitment [to democracy] from the leadership, from those calling the shots.

The Dept. of State's Bureau of Democracy, Human Rights and Labor (DRL) and the private, nonprofit National Endowment for Democracy (NED) also fund democracy programs in many of these countries. Partly to lessen the risk of duplicative programs, State recently initiated efforts to reform and consolidate State and USAID foreign assistance processes. This report reviewed: (1) democracy assistance funding provided by USAID, DRL, and NED in FY 2008; (2) USAID, DRL, and NED efforts to coordinate their democracy assistance; and (3) USAID efforts to evaluate the impact of its democracy assistance. Available in PDF, EPUB and Kindle. Book excerpt: The International IDEA Handbook on Democracy Assessment is a robust and sensitive guide to assessing the quality of democracy and human rights in any country around the world. The Handbook introduces an easy-to-use and universal methodology for assessing the condition of democracy in any country, or its progress in democratisation, that has been developed in a three-year action programme at IDEA, the inter-governmental Institute for Democracy and Electoral Assistance in Sweden. The Handbook provides a means to measure systematically the full range of values, institutions and issues relating to modern democracy that is sensitive to the underlying principles and democracy and the differences between democracies themselves. It is therefore both universal in application and capable of responding to particular aspects of any one nation's democratic arrangements. The animating principle of the Handbook is that only citizens of a nation themselves are qualified to assess the quality of their own democratic arrangements. Thus, it provides a self-help guide, which gives academics, lawyers, political practitioners, journalists and interested citizens the tools to assess the state of their democracy, or any key aspects of their democracy. The Handbook is above all a practical working document that draws on the actual experience of assessing democracy in different countries, comparative knowledge and research, and democratic principles and practice. It gives a step-by-step guide to the purposes and methods of democracy assessment; who to involve; how to use the research tools; how to validate the findings; what standards of practice to adopt; and how to present and publicise a finished assessment. It contains extracts from completed assessments, guidance on the use of qualitative and quantitative data, examples of codes of democratic practice and international and regional standards, and a vast list of accessible data sources. The methodology was created by a team of political scientists assembled from all regions of the world by International IDEA and has been tried and tested in a variety of countries, including Bangladesh, El Salvador, Italy, Kenya, Malawi, New Zealand, Peru, South Korea and the United Kingdom. International organisations like the World Bank and UNECA are adapting it for in-country use. The four main authors and editors have been directly involved from the inception of the project - in developing and refining the methodology and participating in and advising on the nine country studies that form the essential practical core of experience on which this invaluable Handbook is based.

Book excerpt: In its Communication to the Parliament and the Council on the implementation of the European Neighbourhood Policy, published in April 2009, the Commission stated that a formal upgrading would be appropriate when the implementation of the Action Plan in force demonstrated the ambition of the partner concerned to go further notably as concerns democratic practice, respect of human rights and fundame. [...] In fact, Congress has consistently expressed support for the Jordanian regime as a key strategic ally of the US and contributed to the considerable increase in foreign assistance to Jordan over the past five years.18 The EU also stands accused of not reacting to clear instances of democratic backtracking, most notably in the areas of freedom of association and assembly and in the constraints on ci. [...] Progress highlighted in the report for 2007 included the adoption of the law on municipalities, the amendment of the press and publication law, the anti-money laundering law and the law establishing an anticorruption commission (although the report later admits the anti-corruption commission is not operational and lacks the resources to become functional). [...] While the first progress report noted that the judicial upgrading strategy was said to be on track with the capacity and efficiency of the justice administration enhanced through the training of judges, the subsequent progress report stated that 'none of the core issues hindering the independence of the judiciary - such as its total and administrative dependence on the Ministry of Justice - have b. [...] The large number of civil society organisations masks the constraints that they operate under both in terms of the specific legal framework that regulates their activities and the broader democratic deficits related to the monarchy's concentration of power, the lack of independence of the judiciary and the overly extensive and intrusive supervision they are subjected to.
