The book comprises eight sections, each dealing with one aspect of management: management's role and priorities; the establishment of goals and strategies; economic and social evaluation of projects; promotion and innovation; development of small-scale enterprises; financial management; organization and staff development; and government and development bank relations. Each section opens with an introduction by the editors, highlighting the relation of the various issues confronting management and the role of management in dealing with them. Most of these essays were originally prepared for a two-week seminar sponsored by EDI in February 1979.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a comprehensive overview and insight of virtually all multilateral institutions involved in lending for international socio-economic development. The analysis covers twenty-five MDBs globally by classifying them in three groups based on geographical lending outreach. Unlike similar books and articles, which treat MDBs as banks, this book offers a novel perspective by addressing the specifics of multilateral lending institutions, revealing multiple aspects of their operations, going beyond the “bank” concept towards “knowledge bank,” “change agent,” and even “benchmark setter.” The book reflects on the key role of most MDBs in inspiring and advancing sustainable economic development through transfer of knowledge and funding towards addressing multiple global challenges for the benefit of practitioners, consultants, government officials, borrowers, and researchers interested in MDBs.

Available in PDF, EPUB and Kindle. Book excerpt: Upton examines the U.S. policy process toward the five multilateral development banks-the World Bank Group, the Inter-American Development Bank, the Asian Development Bank, the African Development Bank, and the European Bank for Reconstruction and Development-as a case study in how the United States manages its participation in multilateral institutions. The management of the U.S. role in these institutions is significant primarily because these institutions play an increasingly important role in the U.S. relationship with the developing world and because, for the most part, they are mature institutions being called upon to adapt their roles and operating styles to new financial and political realities. After examining the evolving role of the MDBs from the U.S. perspective, Upon describes the U.S. policy process toward the banks and assesses its strengths and weaknesses. She then sets out recommendations for improving the process and looks at the broader, more general lessons for U.S. policy formulation on multilateral institutions. An important assessment for scholars, researchers, and policy makers involved with international relations and economic policy.

Book excerpt: The book offers important guidelines in analyzing the technical, economic, financial, administrative and organizational, environmental, commercial, and institutional aspects of development projects. It also suggests a format for organizing these aspects into one comprehensive design as it emphasizes the need for analyzing investments in their entirety as opposed to analyzing them in separate segments. Managers and technicians from national and local governments, business corporations, parastatals or public enterprises, non-governmental organizations, development and commercial banks, and national and international aid funding institutions who are directly or indirectly involved in planning and implementing development activities will find this book useful. Teachers and students in project management, finance, banking, economic analysis, and development management will also find valuable learning gains from the book. The concepts and procedure in designing and analyzing development projects are illustrated using hypothetical case studies. The discussions and illustrations will serve as important guidelines in the implementation of development projects.

Available in PDF, EPUB and Kindle. Book excerpt: For a long time the topic of national development banks was limited to a debate between admirers and detractors of these institutions, often inserted into a more general debate of state versus markets. Since the 2007/8 North Atlantic financial crisis however, interest and support for these institutions has broadly increased in both developing and developed countries. Key issues such as understanding how development banks work, what their main aims are, and what their links with the private financial and corporate sector are have come to the forefront, and there is an increased interest in what instruments, incentives, and governance work better in general and in particular contexts. The Future of National Development Banks provides an in-depth study of several key examples of these institutions based in Brazil, Chile, China, Colombia, Germany, Mexico, and Peru. It explores horizontal issues such as their role in innovation and structural change, sustainable infrastructure financing, financial inclusion, and regulatory rules. It provides both research and policy-oriented perspectives on how these banks can make a significant contribution to a countries' development, and analyses their roles within broader economic policy, their governance, and the main instruments they use to perform their function. The Future of National Development Banks has important policy implications for countries that have these institutions and can improve them, and countries that do not have them yet and can learn from best practice.

Available in PDF, EPUB and Kindle. Book excerpt: Industrial policy has long been regarded as a strategy to encourage sector-, industry-, or economy-wide development by the state. It has been central to competitiveness, catching up, and structural change in both advanced and developing countries. It has also been one of the most contested perspectives, reflecting ideologically inflected debates and shifts in prevailing ideas. There has lately been a renewed interest in industrial policy in academic circles and international policy dialogues, prompted by the weak outcomes of policies pursued by many developing countries under the direction of the Washington Consensus (and its descendants), the slow economic recovery of many advanced economies after the 2008 global financial crisis, and mounting anxieties about the national consequences of globalization. The Oxford Handbook of Industrial Policy presents a comprehensive review of and a novel approach to the conceptual and theoretical foundations of industrial policy. The Handbook also presents analytical perspectives on how industrial policy connects to broader issues of development strategy, macro-economic policies, infrastructure development, human capital, and political economy. By combining historical and theoretical perspectives, and integrating conceptual issues with empirical evidence drawn from advanced, emerging, and developing countries, The Handbook offers valuable lessons and policy insights to policymakers, practitioners and researchers on developing productive transformation, technological capabilities, and international competitiveness. It addresses pressing issues including climate change, the gendered dimensions of industrial policy, global governance, and technical change. Written by leading international thinkers on the subject, the volume pulls together different perspectives and schools of thought from neo-classical to structuralist development economists to discuss and highlight the adaptation of industrial policy in an ever-changing socio-economic and political landscape.

Book excerpt: Global governance now provides people with recourse for harm through International Grievance Mechanisms, such as the Independent Accountability Mechanisms of the Multilateral Development Banks. Yet little is known about how such mechanisms work. This Element examines how IGMs provide recourse for infringements of three procedural environmental rights: access to information, access to participation, and access to justice in environmental matters, as well as environmental protections drawn from the United Nations Guiding Principles and the World Bank's protection standards. A content analysis of 394 original IAM claims details how people invoke these rights. The sections then unpack how the IAMs provide community engagement through 'problem solving', and 'compliance investigations' that identify whether the harm resulted from the MDBs. Using a database of all known submissions to the IAMs (1,052 claims from 1994 to mid-2019), this Element demonstrate how the IAMs enable people to air their grievances, without necessarily solving their problems.
