The study reveals that despite community organization and pro-participation rhetoric in official discourse, most slum-dwellers are excluded from decision- making. Book excerpt: In the mid-1990s, the state government of Maharashtra introduced an innovative strategy of slum redevelopment in its capital city, Mumbai (Bombay). Based on demolishing existing slums and rebuilding on the same sites at a higher density, it is very distinct from the two prevalent conventional strategies with respect to slums in developing countries - slum clearance and slum upgrading. So why did the slum redevelopment strategy originate in Mumbai, and how did it do so? What were the key issues in the implementation of such a project? This critical volume responds to these questions by closely examining one particular redevelopment project over a period of twelve years: the Markandeya Cooperative Housing Society (MCHS). It analyzes the problems faced and the solutions innovated; identifies non-traditional issues often overlooked in housing improvement strategies; reveals the complexities involved in housing production for low-income groups; and combines in-depth empirical research with historical, institutional, spatial and financial perspectives to improve our understanding of complex urban development processes.

Book excerpt: This edited volume is an introduction to diverse methods and applications in operations research focused on local populations and community-based organizations that have the potential to improve the lives of individuals and communities in tangible ways. The book's themes include: space, place and community; disadvantaged, underrepresented or underserved populations; international and transnational applications; multimethod, cross-disciplinary and comparative approaches and appropriate technology; and analytics. The book is comprised of eleven original submissions, a re-print of a 2007 article by Johnson and Smilowitz that introduces CBOR, and an introductory chapter that provides policy motivation, antecedents to CBOR in OR/MS, a theory of CBOR and a comprehensive review of the chapters. It is hoped that this book will provide a resource to academics and practitioners who seek to develop methods and applications that bridge the divide between traditional OR/MS rooted in mathematical models and newer streams in 'soft OR' that emphasize problem structuring methods, critical approaches to OR/MS and community engagement and capacity-building.

Book excerpt: The UN currently estimates that there are about 837 million urban slum dwellers worldwide, and this figure is likely to rise to 1.5 billion by 2020 if current trends are not reversed. This book offers five geographically and institutionally diverse case studies from Latin America, where some of the longest-running and most successful programmes in this field have been conducted. These programmes, involving a wide variety of funding arrangements and agencies, demonstrate the positive impact that community participation and people-oriented service solutions can have on slum upgrading efforts in low income urban areas.

Available in PDF, EPUB and Kindle. Book excerpt: Urban slum dwellers—especially in emerging-economy countries—are often poor, live in squalor, and suffer unnecessarily from disease, disability, premature death, and reduced life expectancy. Yet living in a city can and should be healthy. Slum Health exposes how and why slums can be unhealthy; reveals that not all slums are equal in terms of the hazards and health issues faced by residents; and suggests how slum dwellers, scientists, and social movements can come together to make slum life safer, more just, and healthier. Editors Jason Corburn and Lee Riley argue that valuing both new biologic and “street” science—professional and lay knowledge—is crucial for improving the well-being of the millions of urban poor living in slums.

Available in PDF, EPUB and Kindle. Book excerpt: The Challenge of Slums presents the first global assessment of slums, emphasizing their problems and prospects. Using a newly formulated operational definition of slums, it presents estimates of the number of urban slum dwellers and examines the factors at all level, from local to global, that underlie the formation of slums as well as their social, spatial and economic characteristics and dynamics. It goes on to evaluate the principal policy responses to the slum challenge of the last few decades. From this assessment, the immensity of the challenges that slums pose is clear. Almost 1 billion people live in slums, the majority in the developing world where over 40 per cent of the urban population are slum dwellers. The number is growing and will continue to increase unless there is serious and concerted action by municipal authorities, governments, civil society and the international community. This report points the way forward and identifies the most promising approaches to achieving the United Nations Millennium Declaration targets for improving the lives of slum dwellers by scaling up participatory slum upgrading and poverty reduction programmes. The Global Report on Human Settlements is the most authoritative and up-to-date assessment of conditions and trends in the world's cities. Written in clear language and supported by informative graphics, case studies and extensive statistical data, it will be an essential tool and reference for researchers, academics, planners, public authorities and civil society organizations around the world.

The privatization of former social state housing through recent public-private partnerships is becoming increasingly prevalent in Third World as well as in Western countries. In most Third World countries, this shift has had profound effects upon the patterns of access of shelter. Drawing on studies of South Asian and other Third World contexts, as well as original in-depth empirical research from Amritsar, a city in North-West India, this book offers an analysis of the withdrawal of state housing provision. It develops and applies a unique model based on social status to analyze the new routes of access to housing and land by the urban poor. Its conclusions argue that these new privatization policies largely rely upon already existing informal and self-help settlements which continue to attract the poor and to be the largest housing providers in many cities, thus providing a ready-made safety net for such policies. The inter-linkages between the private state and the public market make up a highly diversified and complex picture of shelter arrangements being accessed by the poor which is reflected in the social differentiation and increasingly stratified housing market. The book argues that these partnership policies therefore have long-term implications upon social patterns of inclusion and exclusion which must be addressed.
