La prospérité du siècle souffre-t-elle d'un fort ralentissement dans "le malaise pré-révolutionnaire" ? L'observation des faits dans leur diversité régionale, paraît ne plus pouvoir privilégier la notion d'intercycle de contraction. L'activité agricole a été améliorée avec les progrès des cultures nouvelles et spécialisées, avec une productivité du travail supérieure dans les grandes exploitations, même si la productivité des sols paraît inchangée. L'élargissement des marchés donne toute sa vigueur à l'expansion des façades maritimes mais n'ignore pas les arrière-pays, grâce à l'amélioration de la circulation des produits et de l'argent. Dans un cadre traditionnel majoritaire et sous un capitalisme commercial dominateur se dégagent le dynamisme de la production drapière et l'apparition de nouveaux textiles répondant aux changements du goût. Le Pouvoir semble mettre en danger cette prospérité par sa politique de guerre exigeant des prélèvements croissants de la richesse nationale mais la guerre nourrit aussi l'économie, ouvrant de nouvelles routes commerciales, stimulant des activités industrielles. Capables de promouvoir un mercantilisme rénové, de Trudaine à Calonne, de grands commis préparent des réformes appelées à un succès ultérieur.
