Book excerpt: On 28 July 2008, the ASEAN Studies Centre and the Regional Economic Studies Programme, both of the Institute of Southeast Asian Studies, and the Konrad Adenauer Stiftung organized a roundtable on The ASEAN Economic Community Blueprint. The brainstorming session gathered Southeast Asian experts from the region to discuss the AEC Blueprint, which ASEANs leaders had adopted at their summit meeting in November 2007, and the prospects of any obstacles to its implementation by the target year, 2015. The roundtable started with a progress report on the AEC Blueprint given by S. Pushpanathan, Principal Director of Economic Integration and Finance, ASEAN Secretariat, Jakarta. Thereafter, the sessions examined the various aspects of the Blueprint tackling the non-tariff barriers, designing a comprehensive ASEAN Investment Agreement, a regional framework for competition policy, the role of infrastructure development in economic integration, the importance of international production networks in economic integration, etc.

Available in PDF, EPUB and Kindle. Book excerpt: Since the passage of the ASEAN Charter in 2008, ASEAN has transformed itself from a loose economic cooperation, into a formal intergovernmental organization designed to create an “ASEAN Community” forged together in three pillar communities – the ASEAN Political-Security Community, ASEAN Economic Community, and tASEAN Socio-Cultural Community. Forty years of pre-Charter ASEAN practices, coupled with over ten years of post-Charter ASEAN practices thus far, has witnessed the conclusion of hundreds of legally binding regional treaties and similarly binding international instruments in all areas of economic, political-security, and socio-cultural concerns for Southeast Asia to achieve ASEAN’s rule of law-based development objective. Pre-Charter and post-Charter ASEAN Law is variably implemented under a hybrid governance system that depends heavily on ASEAN Member State national implementation alongside ASEAN’s evolving regional institutions. The result is not a model of deep integration as in the case of the European Union, but a particular paradigm of horizontal embeddedness of ASEAN Law – in all its norms and operational practices – contingent on the capacities and compliance of national government bureaucracies in Southeast Asia. This edited collection is a concise authoritative volume covering the practical, doctrinal, legal, and policy aspects of the new regime of ASEAN Law and its consequences for realizing rule of law-based development in Southeast Asia’s emerging single market and production base. Drawing together contributions from a range of key thinkers in the field, the editors present the legal and policy-making issues implicated in the practical implementation of Southeast Asia’s single market and its regime for the free movement of goods, services, foreign investment, and cross-border labor. The book also examines the nature of regional law-making under ASEAN before and after the commencement of regional integration in 2015, the nature of ASEAN’s economic regulators, as well as the evolving structure for enforcement and harmonization of “ASEAN Law” through the array of Southeast Asian national courts, arbitral tribunals, and incipient mechanisms for inter-State, intra-regional, and individual-State conflict management and dispute resolution. This book is highly relevant to students, scholars, and policy-makers with an interest in ASEAN Law and regional policy, and to Southeast Asian studies in general.

Book excerpt: The SME Policy Index is a benchmarking tool for emerging economies to monitor and evaluate progress in policies that support small and medium-sized enterprises. The ASEAN SME Policy Index 2018 is a joint effort between the Economic Research Institute for ASEAN and East-Asia (ERIA), the Organisation for Economic Co-operation and Development (OECD) and the ASEAN Coordinating Committee on Micro, Small and Medium Enterprises (ACCMSME). The report is the outcome of work conducted by the ten ASEAN Member States (Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam). Divided into eight policy dimensions, it builds on the previous edition of the ASEAN SME Policy Index 2014. The current edition presents an updated methodology which makes this document a powerful tool to assess the strengths and weaknesses that exist in policy design, implementation, and monitoring and evaluation for SMEs, and allows for a benchmarking of the level to which the ASEAN Strategic Action Plan for SME Development (SAP SMED) 2016-2025 has been implemented. Its objective is to enhance the capacity of policy makers to identify policy areas for future reform, as well as implement reforms in accordance with international good practices. The report provides a regional perspective on recent developments in SME-related policies in Southeast Asia as well as in individual ASEAN Member States. Based on this analysis the report provides a menu of concrete policy options for the region and for the individual countries.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyses marginalisation and human rights in Southeast Asia and offers diverse approaches in understanding the nuances of marginalisation and human rights in the region. Throughout the region, a whole range of similarities and differences can be observed relating to the Southeast Asian experience of human rights violation, with each country maintaining particular aspects reflecting the variability of the use and abuse of political power. This book explores the distinct links between marginalisation and human rights for groups exposed to discrimination. It focuses on ethnic minorities, children, indigenous peoples, migrant workers, refugees, academics, and people with disabilities. This book highlights the disparities in attainment and opportunity of marginalised and minority groups in Southeast Asia to their rights. It examines how marginalisation is experienced, with case studies ranging from a regional approach to country context. Paying attention to how broader socio-economic and political structures affect different people’s access to, or denial of, their fundamental human rights and freedoms, the book argues that tackling human rights abuses remains a major hurdle for the countries in Southeast Asia. Providing a broader conceptual framework on marginalisation and human rights in Southeast Asia and a new assessment of these issues, this book will be of interest to readers in the fields of Asian Law, Human Rights in Asia, and Southeast Asian Studies, in particular Southeast Asian Politics.

Available in PDF, EPUB and Kindle. Book excerpt: Chinese President Xi Jinping announced the Belt and Road Initiative (BRI) in 2013, a development strategy involving infrastructure development and investments in countries in Europe, Asia and Africa. It has rapidly turned into action, reflected in the establishment of a series of international cooperation mechanisms, landing of cooperation projects, and harvest of some early results. The influence is huge, and controversy is not unexpected. As one of the most frequently mentioned concepts in the official media, how does the “bid to enhance regional connectivity” construct a unified large market through cultural exchange and integration in practice? What is the status quo of building an innovative pattern with capital inflows, talent pool, and technology database? Routledge Handbook of the Belt and Road is an initial review of the theory and practice of BRI, and is the first handbook of its kind. Contributors are leading subject researchers, aiming to reflect the original intentions and principles, history and current situation, basic knowledge and latest studies. A total of 117 entries related to the BRI have been included, organised into 12 clear parts covering the following key topics: • China’s reform and opening-up and formation of the BRI • Backstory, concept and framework • The five roads and six economic corridors • Foreign affairs with Chinese characteristics • International action plans relevant and similar to the BRI • Case studies of the BRI implementation and promotion Routledge Handbook of the Belt and Road is an essential guide for researchers, practitioners and observers involved in the BRI construction. Global think tanks, media practitioners and universities will also find the book a useful reference.

Available in PDF, EPUB and Kindle. Book excerpt: In 1990, the Malaysian state of Johor—along with Singapore and the Indonesian island of Batam—launched the Growth Triangle to attract foreign direct investment. For Johor, this drive was very successful, transforming its economy and driving up income levels. Today, Johor is one of Malaysia’s “developed” states, housing large clusters of electrical and electronics, food processing, and furniture producing firms. While welcome, this structural transformation has also entailed important challenges and strategic choices. After three decades, Johor’s manufacture-for-export model is under question, as it faces increasing competition and flat-lining technological capabilities. In response, the state has sought to diversify its economy through strategic investments in new, mostly service-based activities. Yet, Johor retains pockets of excellence in traditional sectors that also require support and policy attention. The state’s economic transformation has also been accompanied by far-reaching political, social, and environmental change. Not least, Johor’s growing population has generated demand for affordable housing and put pressure on public services. The strain has been exacerbated by workers from other states and overseas. These demographic factors and large-scale projects have, in turn, put stress on the environment. These economic and social changes have also had political ramifications. While Johor is a bastion of two of the country’s oldest and most established political parties, the state’s large, urban and connected electorate has made it hospitable terrain for new political organisations. Beyond electoral politics, Johor is also the home of a powerful and influential royal family, with very specific ideas about its role in the state’s political life. Building on earlier work by the ISEAS – Yusof Ishak Institute on the Singapore-Johor-Riau Islands Cross-border Region, this book focuses on this important Malaysian state, as it deals with important domestic challenges on one hand and strives to engage with international markets on the other. “I have always felt that there are many more complementarities possible between Singapore and Johor. This would be to the benefit of both economies, but the political division between the two was just too great. The two economies lived adjacent but separate lives—Singapore looking out to the world and Johor looking north—until initiatives such as the Iskandar Malaysia development corridor began to change things significantly. The concern now is that the pendulum may have swung too much the other way, driven by the huge income and price differentials as well as Singapore’s global city status. Francis and Serina’s compilation is a welcomed attempt at understanding Johor in a much more comprehensive manner; not just its changing economy but how its politics and society have been impacted by these changes – which is a more endogenized view of economic integration.” — Dr Nungsari Ahmad Radhi, former MP Balik Palau and Executive Director, Khazanah Nasional “Drawing on the expertise of internationally known specialists, this insightful collection explores the multiple ways in which Johor’s economic development has influenced the contemporary political scene, and the effects on local society and the environment. Skillfully edited and meticulously researched, Johor: Abode of Development? is not merely required reading for anyone interested in contemporary Malaysia, but will be of immense value to historians of the future.”—Barbara Watson Andaya, Professor of Asian Studies, University of Hawai’i

Book excerpt: This book provides practice-oriented insights into the agency of two previously underestimated actors in Southeast Asian regionalism: the ASEAN Secretariat and ASEAN’s dialogue partners. In doing so, it offers an inside view of the policy-making processes in the ASEAN Political-Security and the ASEAN Economic Community, analyzing the interplay and agency by both actors in agenda setting, formulation, decision making, implementation, and monitoring. Drawing on a trove of novel data, including never-before analyzed sources and numerous interviews with ASEAN insiders, the book showcases a number of concrete cases of policy making, including competition and counterterrorism policies. The chapters focusing on the ASEAN Secretariat address aspects related to institutional autonomy, capacity, and reforms within the bureaucracy. In the chapters on ASEAN‘s dialogue partners, the book provides insights into the bilateral management of institutional support programs, as well as the impacts of support on ASEAN‘s policy-making processes.
