But in The Killing Consensus, Graham Denyer Willis shows how in S‹o Paulo, Brazil, killing and the arbitration of ÒnormalÓ killing in the name of social order are actually conducted by two groupsÑthe police and organized crimeÑboth operating according to parallel logics of murder. Based on three years of ethnographic fieldwork, Willis's book traces how homicide detectives categorize two types of killing: the first resulting from ÒresistanceÓ to police arrest (which is often broadly defined) and the second at the hands of a crime "family' known as the Primeiro Comando da Capital (PCC). Death at the hands of police happens regularly, while the PCCÕs centralized control and strict moral code among criminals has also routinized killing, ironically making the city feel safer for most residents. In a fractured urban security environment, where killing mirrors patterns of inequitable urbanization and historical exclusion along class, gender, and racial lines, Denyer Willis's research finds that the cityÕs cyclical periods of peace and violence can best be understood through an unspoken but mutually observed consensus on the right to kill. This consensus hinges on common notions and street-level practices of who can die, where, how, and by whom, revealing an empirically distinct configuration of authority that Denyer Willis calls sovereignty by consensus.

People take part in society through markets, services, and spaces. 5. Social and economic transformations affect the attitudes and perceptions of people. As people act on the basis of how they feel, it is important to pay attention to their attitudes and perceptions. 6. Exclusion is not immutable. Abundant evidence demonstrates that social inclusion can be planned and achieved. 7. Moving ahead will require a broader and deeper knowledge of exclusion and its impacts as well as taking concerted action.

It draws on nationally representative data to compare trends in countries' poverty rates and other social indicators with those for indigenous sub-populations and provides comparable data for a wide range of countries all over the world. It estimates global poverty numbers and analyzes other important development indicators, such as schooling, health, and social protection. Provocatively, the results show a marked difference in results across regions, with rapid poverty reduction among indigenous (and non-indigenous) populations in Asia contrasting with relative stagnation - and in some cases falling back - in Latin America and Africa. Two main factors motivate the book. First, there is a growing concern among poverty analysts worldwide that countries with significant vulnerable populations - such as indigenous peoples - may not meet the Millennium Development Goals, and thus there exists a consequent need for better data tracking conditions among these groups. Second, there is a growing call by indigenous organizations, including the United Nations Permanent Forum on Indigenous Peoples, for solid, disaggregated data analyzing the size and causes of the "development gap."

Book excerpt: This semiannual report — a product of the Office of the Chief Economist for Latin America and the Caribbean Region of the World Bank — examines the short and medium-term challenges for Latin America and the Caribbean (LAC) as the external factors that were instrumental in the region’s recent performance recede. Chapter 1 gives an overview of the global economy and its implications for the short- and medium-term prospects of the LAC region. Chapter 2 provides a detailed analysis of the general patterns of domestic demand and supply observed in LAC over the last decade. In particular we document the steady increase in LAC’s domestic demand, especially its investment component, as a share of GDP over the 2000s. Moreover, we show that the rise of domestic demand has occurred in tandem with an expansion of the services sector. We assess what are the pitfalls and challenges for LAC’s growth pattern in a less benign global environment.
