Drawing on ethnographic fieldwork in the port city of Yokohama, the book focuses on the “water trade” in the Koganecho neighbourhood where exploitative and stigmatised labour took place, involving sexual services performed by migrant women. In recent years the city has sought to rebrand Koganecho, evicting transnational migrant sex workers who had been integral to postindustrial development and erasing their past presence. The author explores Yokohama’s memoryscapes in the aftermath of displacement through embodied knowledge, engaging her senses and ethics as a colonizer-researcher as she navigates the elusive past through traces that remain in the present. She examines the city’s built environment, official historical narratives, films, and photographic works. With few brothels and workers remaining, Yoshimizu fills the gap with her own interactions, encounters, and imaginings. Yoshimizu also writes through the imagery of water in ways that are informed by the local usage and imaginations—the ocean, flowing rivers, swamps, humidity, alcohol, the fluidity of relationships, and transient lives. The water also offers a way to sense the “ghost”, or the displaced lives and the effects of displacement, that, like humid air, stick to those who occupy or inhabit the site of displacement today. This interdisciplinary work makes a valuable contribution to sensory studies, memory studies, migration studies, and Asian studies.

In contrast, this book focuses on small- to medium-size post-industrial cities in the US, Canada, and Europe that are trying to redress the effects of deindustrialization and economic decline through cultural economic regeneration. It examines how culture-infused economic opportunities are being incorporated into planning in distinct ways, largely under the radar, in many working class communities and considers to what extent places rooted in an industrial past are able to envisage a different economic future for themselves. It questions whether these visions replicate strategies employed in larger cities or put forth plans that better suit the unique histories and challenges of places that remain outside the global limelight. Exploring the intersection between a cultural and sustainable economy raises issues that are central to how urban regeneration is approached and neighborhood needs and assets are understood. Case studies in this book examine spaces and planning processes that hold the possibility of addressing inequality by forging new economic and social relationships and by embarking on more inclusive and collaborative experiments in culture-based economic development. These examples often focus on building upon the assets of existing residents and broadly define creativity and talent. They also acknowledge both the economic and non-monetary value of cultural practices. This book maintains a critical edge, incorporating left critiques of mainstream creative economy theories and practices into empirical case studies that depart from standard cultural economy discourse. Underlying its spectacle and incongruities is a city that might be described as ill at ease with its own past. The bitter rifts of Japanese colonization persist, as does the troubled aftermath of the Korean War and its divisions; the economic “Miracle on the Han” that followed is crosscut by memories of the violent dictatorship that drove it. In Seoul, author Ross King interrogates this contested history and its physical remnants, tacking between the city’s historiography and architecture, with attention to monuments, streets, and other urban spaces. The book’s structuring device is the dichotomy of erasure and memory as necessary preconditions for reinvention. King traces this phenomenon from the old dynasties to the Japanese regime and wartime destruction; he then follows the equally destructive reinvention of Korea under dictatorship to the brilliant city of the present with its extraordinary explosion of creativity and ideas—the post-1991 Hallyu, the Korean Wave. The final chapter returns to questions of forgetting and memory, but now as “conditions of possibility” for what would seem to underlie the present trajectory of this extraordinary city and culture. Seoul can be read, King suggests, in the context of the hybrid ideas that have characterized Korean cultural history. It may be their present eruption that accounts for the city of contradictions that confronts the contemporary observer and that most extraordinary of Korean phenomena: the rise of an alternative, virtual world, eclipsing both city and nation. Has the very idea of Korea been reinvented even as the weakly defined nation-state slips away?
