Book excerpt: Combining a broad analysis of political culture with a particular focus on rhetoric and strategy, Jeffrey Sawyer analyzes the role of pamphlets in the political arena in seventeenth-century France. During the years 1614-1617 a series of conflicts occurred in France, resulting from the struggle for domination of Louis XIII's government. In response more than 1200 pamphlets—some printed in as many as eighteen editions—were produced and distributed. These pamphlets constituted the political press of the period, offering the only significant published source of news and commentary. Sawyer examines key aspects of the impact of pamphleteering: the composition of the targeted public and the ways in which pamphlets were designed to affect its various segments, the interaction of pamphlet printing and political action at the court and provincial levels, and the strong connection between pamphlet content and assumptions on the one hand and the evolution of the French state on the other. His analysis provides new and valuable insights into the rhetoric and practice of politics. Sawyer concludes that French political culture was shaped by the efforts of royal ministers to control political communication. The resulting distortions of public discourse facilitated a spectacular growth of royal power and monarchist ideology and influenced the subsequent history of French politics well into the Revolutionary era. Book excerpt: The reactivation of the Security Council at the beginning of the last decade has resulted, since the invasion of Kuwait by Iraq on August 2, l990, in increasing use of its powers under Chapter VII of the Charter and the adoption of measures against a number of state and non-state entities. The notion of a threat to the peace has now come to encompass violations of fundamental norms of international law such as human rights and humanitarian law, and the wide-ranging measures adopted have included such innovations as the establishment of the UN Compensation Commission or that of the two international criminal tribunals for Former Yugoslavia and Rwanda. These measures have not only infringed on the legal rights of the targeted state (sometimes with irreversible effects where they have remained in force over a long period of time) and its population, but also on those of implementing states and of private rights within these states. The current debate over the legitimacy and long-term effects of economic sanctions on states and their populations makes it imperative to re-evaluate this instrument and the broader peace maintenance function of the Security Council in the light of current community concerns. Part One of this book addresses the theoretical issues by focussing on: 1) The place of sanctions in the international legal system; 2) the limits to the powers of the Security Council and the question of accountability; and 3) an assessment of the alternatives to collective economic sanctions. Part Two looks at the relationship between sanctions and humanitarian issues, examining the relationship between: 1) Sanctions and human rights law; 2) sanctions, humanitarian issues and mandates; and 3) sanctions and humanitarian law. Part Three focuses on implementation by states of Security Council sanctions resolutions by examining: 1) Sanctions and private rights; and 2) special problems for implementing states. Part Four addresses the future in reassessing the place and ethics of sanctions in an international legal system which is giving increased importance to the individual. This work is based on papers presented at a colloquium of the Graduate Institute of International Studies in Geneva.

Rather than tax their richer subjects directly, French kings preferred to sell them privileged public offices, which further payments allowed them to sell or bequeath at will. By the eighteenthcentury there were 70,000 venal offices, comprising the entire judiciary, most of the legal profession, officers in the army, and a wide range of other professions - from financiers handling the king's revenues down to auctioneers and even wigmakers. Though now yielding diminishing returns to theking, offices were more in demand than ever for the privileges and prestige, profit and power, that they conferred; and although it was widely accepted that selling public authority was undesirable, nobody imagined that those who had invested in offices could ever be bought out. The Revolutionbrought an unexpected opportunity to do so, but the legacy of venality has marked French institutions down to our day. William Doyle, one of the foremost historians of early modern Europe, has written the first comprehensive history of the last century of venality. He traces the evolution and dissolution of a system which was fundamental to the workings of state and society in France for over threecenturies.

What precisely were those difficulties? In this book, Professor Bosher shows that the monarchy was financed by a chaotic system of private enterprise which proved increasingly unmanageable and wasteful. Hundreds of profit-seeking accountants - 'capitalists', in the language of the time - stood in the way of reform and even of clear accounting until governments of the French Revolution eventually nationalized the financial system and changed it 'from capitalism into a bureaucracy'. From his close study of the administrative changes Professor Bosher concludes that the National Assembly planned to guard the public finances by bureaucratic organization. 'With a vision of mechanical efficiency and articulation', he writes, 'systems of clock-like checks and balances such as eighteenth-century Frenchmen found everywhere, even in nature itself, the revolutionary planners hoped to prevent corruption, putting their faith in the virtues of organization to offset the vices of the individual men.'
