Consequently, the actions that are required to further support research and development of language technologies also differ for each language. The required actions depend on many factors, such as the complexity of a given language and the size of its community. META-NET, a Network of Excellence funded by the European Commission, has conducted an analysis of current language resources and technologies. This analysis focused on the 23 official European languages as well as other important national and regional languages in Europe. The results of this analysis suggest that there are many significant research gaps for each language. A more detailed expert analysis and assessment of the current situation will help maximise the impact of additional research and minimize any risks. META-NET consists of 54 research centres from 33 countries that are working with stakeholders from commercial businesses, government agencies, industry, research organisations, software companies, technology providers and European universities. Together, they are creating a common technology vision while developing a strategic research agenda that shows how language technology applications can address any research gaps by 2020.

The three invited talks try to give a global overview of the issues in low-power and/or high-performance circuit design.

Since the first edition of IWANN in Granada (LNCS 540, 1991), the Artificial Neural Network (ANN) community, and the domain itself, have matured and evolved. Under the ANN banner we find a very heterogeneous scenario with a main interest and objective: to better understand nature and beings for the correct elaboration of theories, models and new algorithms. For scientists, engineers and professionals working in the area, this is a very good way to get solid and competitive applications. We are facing a real revolution with the emergence of embedded intelligence in many artificial systems (systems covering diverse fields: industry, domotics, leisure, healthcare, ... ). So we are convinced that an enormous amount of work must be, and should be, still done. Many pieces of the puzzle must be built and placed into their proper positions, offering us new and solid theories and models (necessary tools) for the application and praxis of these current paradigms. The above-mentioned concepts were the main reason for the subtitle of the IWANN 2005 edition: “Computational Intelligence and Bioinspired Systems.” The call for papers was launched several months ago, addressing the following topics: 1. Mathematical and theoretical methods in computational intelligence.

Esta emergencia de lo común en la acción reclama un trabajo de clarificación en el pensamiento. El sentido actual de lo común se distingue de los numerosos usos que se ha dado a esta noción, ya sean filosóficos, jurídicos o teológicos: bien supremo de la ciudad, universalidad de esencia, propiedad inherente a ciertas cosas, incluso alguna vez el fin perseguido por la creación divina. Pero hay otro hilo que vincula lo común, no a la esencia de los hombres o a la naturaleza de las cosas, sino a la actividad de los hombres mismos: sólo una práctica de puesta en conjunto puede decidir qué es “común”, reservar ciertas cosas al uso común, producir determinadas reglas capaces de obligar a los hombres. En este sentido, lo común reclama una nueva institución de la sociedad por ella misma: una revolución.

One of the most important changes in political communication is related to the process of disintermediation, i.e. the process by which digital technologies allow citizens to compete in the public space with those agents who, traditionally, co-opted public opinion. However, while disintermediation has undeniably generated a number of advances, having linked citizens to the public debate, the authors highlight some aspects where disintermediation is moving away from a rational and inclusive public space. They argue that these aspects, related to the immediacy, polarization and incivility of the communication, obscure the possibilities for democratization of digital political communication.
