Army Logistics is an element of the sustainment warfighting function, which provides the operational commander freedom of action, extended operational reach, and operational endurance. Water support operations include water treatment, storage and distribution. Water treatment is a field service function, while water storage and distribution are supply functions. In the U.S. Marine Corps, water support operations are a general engineering function, as well as a component of tactical-level logistics. Logistics is a warfighting function in the Marine Corps. Water support operations are critical to the U.S. Army and U.S. Marine Corps; they directly impact the depth and duration of military operations. ATP 4-44/MCRP 3-17.7Q will combine, restructure, and update information previously published in three field manuals: FM 10-52, Water Supply in Theaters of Operations, dated 11 July 1990. FM 10-52-1, Water Supply Point Equipment and Operations, dated 18 June 1991. FM 10-115, Quartermaster Water Units, dated 15 February 1989. ATP 4-44/MCRP 3-17.7Q contains numerous revisions. The title has been changed to Water Support Operations to correctly incorporate terminology from FM 4-40, Quartermaster Operations and JP 4-03, Joint Bulk Petroleum and Water Doctrine. This publication incorporates current terminology from the Army's operational concept described in ADRP 3-0, Unified Land Operations. Additional current terminology is also included from FM 4-40, Quartermaster Operations, Technical Bulletin Medical 577, Sanitary Control And Surveillance of Field Water Supplies, JP 4-03, Joint Bulk Petroleum and Water Doctrine, STANAG 2136, Requirements for Water Potability during Field Operations and in Emergency Situations, and STANAG 2885, Emergency Supply of Water in Operations. Information that has been revised from previous publications includes force structure changes, new equipment fielding, and improved planning techniques. Information that has been added to this publication includes strategic partners, web-based planning tools, environmental stewardship, and location of joint welldigging capabilities. ATP 4-44/MCRP 3-17.7Q contains five chapters: Chapter 1 provides an overview of water support operations, to include water treatment, storage, distribution, and issue. In addition, this chapter will familiarize the reader with water organizations and staffs in the United States Army and United States Marine Corps. Chapter 2 discusses planning for water support operations. Water consumption requirements, water reconnaissance, and deployment preparation are explained in detail. Water planning tools are provided up front to assist staff members and water support personnel in planning operations. Environmental and health considerations are also discussed. Chapter 3 provides considerations for developing a water site to improve efficiency. This chapter will also include techniques for improving a water source to meet raw water requirements. Chapter 4 discusses water treatment operations, to include water quality, water treatment process, operator level planning, equipment, reports, and safety. In addition, this chapter will discuss extreme weather and environmental considerations. Chapter 5 discusses water storage, distribution, and issue operations. The TM provides relevant information on the bulk fuels quality management process that begins with manufacture of the fuels to its point of sale or issue to the supported units. This TM was written for commanders, staffs and Soldiers responsible for petroleum quality surveillance laboratories. It is oriented toward tactical field operations and deals with management and technical personnel responsibilities by providing relevant information to the petroleum supply support chain of command and to petroleum laboratory specialists. TM 4-43.31 adds information about the petroleum laboratory's organizational relationships from a command and a technical viewpoint. TM 4-43.31 contains descriptions of strategic organizations that enable and support petroleum supply operations. The TM also provides roles and responsibilities for Army personnel associated with petroleum supply support and quality surveillance. TM 4-43.31 contains six chapters: -Chapter 1 Provides an overview of the petroleum supply system and where petroleum laboratories fit into the petroleum supply system. It describes the organizational command channel and technical channel that petroleum laboratories interface with on a daily basis. -Chapter 2 describes the quality assurance and quality surveillance process from the manufacturer to the government taking ownership of petroleum products until the product is issued to the supported unit. Chapter 2 also provides information on types of tests performed in petroleum laboratories along with common fuel contaminants. -Chapter 3 describes day-to-day procedures for petroleum laboratory operations. This chapter provides general information for the contents of laboratory standing operating procedures, customer assistance, safety, supply, storage, and laboratory maintenance. -Chapter 4 describes deployment and redeployment considerations. This chapter provides high level information on the petroleum supply chain planning process. Chapter 4 describes operational level information for establishing a petroleum laboratory site in its designated area. It also provides troop leading considerations as they relate to the petroleum laboratory. -Chapter 5 provides information about various petroleum products. The purpose of this chapter is to present a broad overview of packaged and bulk petroleum products used by the Army, but not necessarily tested by petroleum laboratories. -Chapter 6 provides a brief introduction to chemistry as it relates to petroleum. The purpose of this chapter is to provide a broad overview of chemistry. ATP 4-92 is a revision of Field Manual 4-92, Contracting Support Brigade, last published in 2010. Operational contract support (OCS) is the process of planning for and obtaining supplies, services, and construction from commercial sources in support of combatant commander directed operations. While varying in scope and scale, OCS, and its subset of expeditionary contacting capability, is a critical force multiplier in unified land operations, especially long-term stability operations. With a smaller Army, less robust active component sustainment capability, and greater emphasis on Phase 0 operations, the critical importance of operational contract support and its associated expeditionary contracting structure may increase as a necessary force augmentation capability in future operations. Accordingly, the Army continues to enhance its capability to plan and provide OCS for deployed Army and joint forces. This contracting-focused ATP is one of numerous initiatives to inform the operating force on the importance of OCS planning and integration, again with focus on the Army's expeditionary contracting force structure, in all phases of operations. ATP 4-92-along with the publications referenced throughout this manual-is intended to provide commanders and their staffs with the doctrinal and policy tools necessary to properly leverage the full spectrum of Army OCS capabilities in all phases of the operation. The publication also serves as a guide for worldwide deployment and employment of expeditionary Army contracting organizational capabilities. ATP 4-92 clarifies existing doctrine, which was focused on the CSB. Updates include mission command philosophy, the revised contracting support organizational structure, other contracting or operational contract support organizations, as well as expanded discussions of financial management (FM) in support of contracting actions. Updates also include expanded discussion on Army expeditionary contracting support to joint operations. The AFSB is assigned to the US Army Materiel Command's (USAMC) Army Sustainment Command (ASC). AFSBs leverage USAMC national-level provider capabilities and assist in the coordination of acquisition logistics and technology (ALT) support (less medical) to the operational Army. Each AFSB can request assistance and/or support from USAMC and the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA[ALT]) to meet specific mission requirements. When deployed in support of contingency operations, and when directed by their higher echelon, the AFSB will normally be placed under the operational control (OPCON) of the supported theater Army. This OPCON authority is normally delegated to the theater sustainment command (TSC) or expeditionary sustainment command (ESC) as appropriate.The AFSB combines various USAMC assets into a single brigade level unit that plans for and synchronizes USAMC national-level provider support to US Army forces. The AFSB also participates in the coordination and support of ALT related actions, less medical ALT support and theater support contracting, in the operational area. With all this in mind, leaders must ensure that personnel utilize adequate safety precautions and personal protective equipment in every operation-our Soldiers are our greatest asset. ATP 4-33 has numerous changes from the previous ATP 4-33. The most significant changes are an enhanced discussion on two-level maintenance, updates on other maintenance formations, and an enhanced discussion of Global Combat Support System-Army (GCSS-Army).

Recovery personnel, as identified in this publication, include every person that plays a role in recovery operations or battle damage assessment and repair. This includes professional recovery personnel, such as maintenance control officers, warrant technicians and maintenance teams. All personnel involved in recovery operations/ battle damage assessment and repair need to understand the environment in which they operate. This manual provides information on recovery support to unit operations also including the Joint environment. It is imperative for all personnel engaged in recovery operations/ battle damage assessment and repair support operations to have an understanding of the various staff organizations that have a role in recovery planning and support. It will be necessary for a recovery support activity to contact the higher, lower, or adjacent headquarters (both sustainment and operational) to coordinate support, report status, request technical assistance, or request additional resources. This manual will present the roles and mission of the various recovery organizations so that proper coordination can be conducted. The guidelines in this publication should be followed as closely as possible within the constraints and restrictions of the tactical situation. ATP 4-31, Recovery and Battle Damage Assessment and Repair (BDAR), is the revision of FM 4-30.31, Recovery and Battle Damage Assessment and Repair. ATP 4-31 provides an overview of the battlefield recovery, and battle damage assessment and repair for the fundamental purpose of returning combat assets to the battlefield as soon as possible. It also explains the difference between recovery operations with its different types and methods and the battle assessment and repairs. This publication also reviews the rigging procedures and the utilization of the mechanical advantage to accomplish the mission. Overviews the recovery methods, techniques and the safety precautions associated with each recovery operation. Major changes from FM 4-30.31 include an improved hand and arm signals for day and night recovery operations

Aircraft recovery is time sensitive to the tactical situation. Aircraft recovery and maintenance evacuations are closely related, however, maintenance evacuation is the physical act of moving an aircraft from one maintenance location to another.
