Book excerpt: Created in 1982 through the Small Business Innovation Development Act, the Small Business Innovation Research (SBIR) program remains the nation's single largest innovation program for small business. The SBIR program offers competitive awards to support the development and commercialization of innovative technologies by small private-sector businesses. At the same time, the program provides government agencies with technical and scientific solutions that address their different missions. SBIR at the Department of Defense considers ways that the Department of Defense SBIR program could work better in addressing the congressional objectives for the SBIR program to stimulate technological innovation, use small businesses to meet federal research and development (R & D) needs, foster and encourage the participation of socially and economically disadvantaged small businesses, and increase the private sector commercialization of innovations derived from federal R&D. An earlier report, An Assessment of the Small Business Innovation Research Program at the Department of Defense, studied how the SBIR program has stimulated technological innovation and used small businesses to meet federal research and development needs. This report builds on the previous one, with a revised survey of SBIR companies. SBIR at the Department of Defense revisits some case studies from the 2009 study and develops new ones, and interviews agency managers and other stakeholders to provide a second snapshot of the program's progress toward achieving its legislative goals.

The advent of the Government Performance and Results Act (GPRA) places the responsibility for gathering this information upon each Federal activity subject to its provisions. The Army SBIR program must now find a way to qualify its performance and determine what results are derived from a program that expends in excess of $100,000,000 annually on research. This thesis analyses Army Small Business Innovation Research (SBIR) commercialization rates against a National Science Foundation study of DoD Fast Track and DoD Control Group awards. It provides an objective measure of program results that program officials can use to submit their annual GPRA performance reports. The thesis studied 37 SBIR phase II firms and established a performance baseline. The thesis concludes that Army SBIR awards are outperforming DoD Fast Track and DoD Control Groups in the critical area of average commercial sales per award. It recommends a reduced focus on outside investment and a survey strategy that uses small sample sizes to qualify program performance. It concludes with a proposed survey instrument that Army SBIR managers can use to capture future program outcomes.

Although these companies are small in size, they are characterized by the wide scope of their vision, capabilities, dedication, and talents that make outstanding achievements possible. Many of the contractors would have been unable to fund their research and development without benefit of the SBIR Program.

Book excerpt: In 1982, Congress enacted and the President signed the 'Small Business Innovation Development Act of 1982' (Public Law 97-219), which created the Small Business Innovation Research (SBIR) Program to give small, high- technology firms a greater share of the federally-funded research and development contract awards. Under the SBIR Program, each federal agency with an extramural budget for research or research and development in excess of $100 million per fiscal year must establish an SBIR Program. The program is funded by setting aside 1.25 percent of the participating agency's extramural R and R and D contracting dollars. The agencies participating in the Department of Defense SBIR Program are the Army, Navy, Air Force, Defense Advanced Research Projects Agency (DARPA), Defense Nuclear Agency (DNA), and Strategic Defense Initiative Organization (SDIO). The objectives of the DoD SBIR Program include stimulating technological innovation in the private sector, strengthening the role of the small business in meeting DoD research and development needs, encouraging participation by minority and disadvantage persons in technological innovation, and increasing the commercial application of DoD-supported research or research and development. The SBIR Program consists of three distinct phases. Under Phase I, DoD components make awards to small business, typically of up to one man-year of effort over a period of six months, subject to negotiation. Phase I is to determine, insofar as possible, the scientific or technical merit and feasibility of ideas or concepts submitted in response to SBIR topics.

The project was designed to answer questions of program operation and effectiveness, including the quality of the research projects being conducted under the SBIR program, the commercialization of the research, and the program's contribution to accomplishing agency missions. This report summarizes the presentations at a symposium exploring the effectiveness of Phase III of the SBIR program (the commercialization phase), during which innovations funded by Phase II awards move from the laboratory into the marketplace. No SBIR funds support Phase III; instead, to commercialize their products, small businesses are expected to garner additional funds from private investors, the capital markets, or from the agency that made the initial award.
