It implements DOD Directive 1145.2 governing personnel enlisting in the military and the processing of Selective Service registrants.This regulation applies to the active Army, the Army National Guard/Army National Guard of the United States, the U.S. Army Reserve, the Navy, the Air Force, the Marine Corps, and the Coast Guard, unless otherwise stated. This regulation applies to all personnel who operate unit mail rooms at company and battalion levels. During mobilization, procedures in this publication can be modified to support policy changes as necessary.The proponent of this regulation is the Deputy Chief of Staff, G–1. The proponent has the authority to approve exceptions or waivers to this regulation that are consistent with controlling law and regulations. The proponent may delegate this approval authority, in writing, to a division chief with the proponent agency or its direct reporting unit or field operating agency, in the grade of colonel or the civilian equivalent. Activities may request a waiver to this regulation by providing justification that includes a full analysis of the expected benefits and must include formal review by the activity's senior legal officer. All waiver requests will be endorsed by the commander or senior leader of the requesting activity and for- warded through their higher headquarters to the policy proponent. Refer to AR 25–30 for specific guidance.This regulation contains management control provisions according to AR 11–2 and contains a checklist for conducting management control reviews (see appendix F).

Advances in Geographic Information System (GIS) technology, digitization, online data availability, historic legacy datasets, remote sensors and the ability to collect data on animal movements via satellite and GPS have given rise to large, highly complex datasets. These datasets could be utilized for making critical management decisions, but are often “messy” and difficult to interpret. Basic artificial intelligence algorithms (i.e., machine learning) are powerful tools that are shaping the world and must be taken advantage of in the life sciences. In ecology, machine learning algorithms are critical to helping resource managers synthesize information to better understand complex ecological systems. Machine Learning has a wide variety of powerful applications, with three general uses that are of particular interest to ecologists: (1) data exploration to gain system knowledge and generate new hypotheses, (2) predicting ecological patterns in space and time, and (3) pattern recognition for ecological sampling. Machine learning can be used to make predictive assessments even when relationships between variables are poorly understood. When traditional techniques fail to capture the relationship between variables, effective use of machine learning can unearth and capture previously unattainable insights into an ecosystem's complexity. Currently, many ecologists do not utilize machine learning as a part of the scientific process. This volume highlights how machine learning techniques can complement the traditional methodologies currently applied in this field.

The 30-day advanced publication requirement has been waived because the revision implements previously published law, DoD directives and instructions, and Army directives that need to be consolidated and communicated to the field as soon as possible. This regulation applies to the Regular Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve, unless otherwise stated. It also applies to all assigned, attached, or operationally controlled U.S. Army Corrections Command personnel, and all Army Corrections System prisoners incarcerated in Army Corrections System facilities. Chapters 6 and 7 and appendix E apply to members of the Army National Guard of the United States when on active duty Title 10 orders, for 30 days or more. In all other cases, members of the Army National Guard are governed by regulations issued by the Chief, National Guard Bureau consistent with Chief, National Guard Bureau's authorities under 32 USC 110, 10 USC 10503, and DoDD 5105.77. It also applies where stated to Department of the Army Civilians. Portions of this regulation that prescribe specific conduct are punitive, and violations of these provisions may subject offenders to nonjudicial or judicial action under the Uniform Code of Military Justice. The equal opportunity terms found in the glossary are applicable only to uniformed personnel. AR 690-600 and AR 690-12 contains similar terms that are applicable to Department of the Army Civilians.

It closes with strength-based paradigms aimed to dismantle oppressive structures, support the post-traumatic growth of Black men and boys, and enhance the systems and practitioners that serve them.
