Book excerpt: China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

Book excerpt: The contributions contained herein address the role of the Chinese military in shaping its country's security environment. Of course, the PLA itself is shaped and molded by both domestic and foreign influences. In the first decade of the 21st century, the PLA is not a central actor in China's foreign policy the way it was just a few decades ago. Nevertheless, the significance of the PLA must be understood. The military remains a player that seeks to play a role and influence China's policy towards such countries and regions as the United States, Japan, the Koreas, Southeast Asia, South Asia, and of course, Taiwan. It is important not to overlook that, in times of crisis or conflict, the role and influence of the PLA rise significantly.

Book excerpt: Through extensive primary source analysis and independent analysis, this report seeks to answer a number of important questions regarding the state of China’s armed forces. The authors found that the PLA is keenly aware of its many weaknesses and is vigorously striving to correct them. Although it is only natural to focus on the PLA’s growing capabilities, understanding the PLA’s weaknesses—and its self-assessments—is no less important.

Available in PDF, EPUB and Kindle. Book excerpt: What changes in China's modern military policy reveal about military organizations and strategySince the 1949 Communist Revolution, China has devised nine different military strategies, which the People's Liberation Army (PLA) calls "strategic guidelines." What accounts for these numerous changes? Active Defense offers the first systematic look at China's military strategy from the mid-twentieth century to today. Exploring the range and intensity of threats that China has faced, M. Taylor Fravel illuminates the nation's past and present military goals and how China sought to achieve them, and offers a rich set of cases for deepening the study of change in military organizations.Drawing from diverse Chinese-language sources, including memoirs of leading generals, military histories, and document collections that have become available only in the last two decades, Fravel shows why transformations in military strategy were pursued at certain times and not others. He focuses on the military strategies adopted in 1956, 1980, and 1993-when the PLA was attempting to wage war in a new kind of way-to show that China has pursued major change in its strategic guidelines when there has been a significant shift in the conduct of warfare in the international system and when China's Communist Party has been united.Delving into the security threats China has faced over the last seven decades, Active Defense offers a detailed investigation into how and why states alter their defense policies.

Available in PDF, EPUB and Kindle. Book excerpt: This report examines many of the weaknesses in China's People's Liberation Army (PLA) human capital and organization realms, its combat capabilities across various domains, and China's defense research and industrial complex. Furthermore, the report analyzes how these weaknesses affect the PLA's performance of missions tasked by Beijing. China's military isn't ready to win wars despite spending heavily to modernize. The People's Liberation Army suffers from 'potentially serious weaknesses' that could limit its ability to conduct the operations required to fight and win future conflicts. "Although the PLA's capabilities have increased dramatically, its remaining weaknesses increase the risk of failure to successfully perform the missions the Chinese Communist Party leaders may task it to perform," the report says. It cited Taiwan contingencies, maritime claim missions, protecting sea lines of communications and some non-war military operations. The report looks at two critical shortcomings: institutional and combat capabilities. On institutional issues, the PLA faces shortcomings regarding outdated command structures, quality of personnel, professionalism and corruption. Combat weaknesses include logistical, insufficient strategic airlift capabilities, limited numbers of special-mission aircraft, and deficiencies in fleet air defense and anti-submarine warfare.

Book excerpt: Since April 1840, China saw herself fight one of the most gruesome wars ever in her history. The British had decided to expand further eastwards. And this time they had fixed their attention on China. But the Chinese too, a class of exceptional warriors, had decided not to give in without a fight to the very finish. And that is what makes this war an all-time classic. Not only did the author, Lieutenant John Ouchterlony, FGS of the Madras Army account for every formation and every foray by both armies during this war, he also captured the images of this historical event through some beautiful illustration, fifty-three of which have been recounted in this book. Surely, a pleasant read and a sight for the eyes.First published in 1844.

China faces a complicated security environment with a wide range of internal and external threats. Rapidly expanding international interests are creating demands for the People's Liberation Army (PLA) to conduct new missions ranging from protecting Chinese shipping from Somali pirates to evacuating citizens from Libya. The most recent Chinese defense white paper states that the armed forces must "make serious preparations to cope with the most complex and difficult scenarios . . . so as to ensure proper responses . . . at any time and under any circumstances." Based on a conference co-sponsored by Taiwan's Council of Advanced Policy Studies, RAND, Carnegie Endowment for International Peace, and National Defense University, The People's Liberation Army and Contingency Planning in China brings together leading experts from the United States and Taiwan to examine how the PLA prepares for a range of domestic, border, and maritime...

Book excerpt: Making full use of significant new sources in Chinese-language materials, U.S. Naval Academy professor Maochun Yu provides Western readers with the first detailed account of military and intelligence operations conducted inside China by foreign powers between 1937 and 1945. He also addresses the profound impact of these operations upon China's nationalism, wartime politics, and overall military campaigns. Arguing that operations by the USSR, the United States, Britain, and France, in particular, challenged the authority and legitimacy of the Chinese nationalist government, he illustrates how the failure of the Nationalist Government under Chiang Kai-shek to control these operations contributed to its demise following World War II. This provocative work unveils like never before the extraordinary intrigue, command and operational manipulations, international espionage, and politics surrounding military and intelligence operations in wartime China among the allies. It covers such topics as foreign military aid programs to China; the Chinese secret police's massive joint intelligence organization with the U.S. Navy; special intelligence initiatives conducted by the British, Free French, and Americans; secret British and American dealings with the Chinese Communists; America's first covert overseas military operation (the Flying Tigers); and Soviet and American military personnel in the China theater. The author points to the remarkable political and military ramifications that these operations had in China, including the inadvertent creation of conditions that allowed the rise of Communist China. With its implications on the world scene today, such an important new perspective of China during its war against Japan will appeal to a general audience as well as to students of World War II and specialists in the military and intelligence communities.
