The primary target audience for this field manual includes: Headquarters Department of the Army, Army commands, theater armies, direct reporting units, and supported units at all levels.The Army Field Support Brigade (AFSB) is a small, mission focused, highly modular organization built around a tailored modified table of organization and equipment (MTOE) and an augmentation table of distribution and allowances (TDA) structure. The AFSB is assigned to the US Army Materiel Command's (USAMC) Army Sustainment Command (ASC). AFSBs leverage USAMC national-level provider capabilities and assist in the coordination of acquisition logistics and technology (ALT) support (less medical) to the operational Army. Each AFSB can request assistance and/or support from USAMC and the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA[ALT]) to meet specific mission requirements. When deployed in support of contingency operations, and when directed by their higher echelon, the AFSB will normally be placed under the operational control (OPCON) of the supported theater Army. This OPCON authority is normally delegated to the theater sustainment command (TSC) or expeditionary sustainment command (ESC) as appropriate.The AFSB combines various USAMC assets into a single brigade level unit that plans for and synchronizes USAMC national-level provider support to US Army forces. The AFSB also participates in the coordination and support of ALT related actions, less medical ALT support and theater support contracting, in the operational area. The ATP chapters are structured in line with the BSB's functions as opposed to its task organization. The updates to ATP 4-90 expands on the employment of a brigade support battalion. It provides detailed information on command and control including the operations process, sustainment support concept development, BSB in brigade support area operations, echeloning of BSB support capability in the BCT area of operation (AO), discussion on the two levels of maintenance, and other topics. Organization graphics are updated with organizational changes. This publication modifies the definitions of area support and echelon support. ATP 4-90 contains eight chapters and three appendices: an appendix on the BSB's mission essential task list with key collective tasks, security force assistance brigade (SFAB) appendix, and an appendix containing sustainment planning factors. ATP 4-90 chapters are: Chapter 1 includes the characteristics, core competencies, capabilities, functions, organization, and operations of the BSB to BCT and multifunctional support brigade. Chapter 2 describes how the BSB commander and staff execute mission command by applying command and control. It describes how the command post is organized with functional and integrating cells. It describes the responsibilities of the commander and staff conducting the operations process and considerations for staff roles in the cells of the command post. Chapter 3 provides an overview of the BSB's support operations section. The chapter also includes information on creating and using a sustainment concept of support, staff running estimates, logistics synchronization matrix, sustainment overlay, and other key logistics planning tools. It also describes materiel management and its functions. Chapter 4 provides an overview of support areas at different levels and describes the fundamentals, operations, and considerations at the BCT level for the establishment, operation, protection, and displacement of the brigade support area. Chapter 5 provides an overview of how the BSB arrays forces and echelons sustainment across the battlefield to the brigade through the use of field, combat, and company trains. The chapter also discusses the use of a forward logistics element and echelon above brigade sustainment units that support the BCT. There has been much advancement in strategic and operational logistics processes and procedures in response to Army transformation and recent conflicts. ATP 4-42.2 contains new operational methods resulting from lessons learned and contains processes that did not exist previously. The Army's approach to logistics has changed significantly since FM 10-15 was published in 1990. The Army is in the process of replacing SARSS with a web-based enterprise resource planning system called Global Combat Support System - Army thereby making nearly all of the FM 10-15 information obsolete. FM 10-15 provided information for supply officers and leaders in petroleum, water, technical supply as well as supply support activities. Each of these functions is being addressed in separate Army techniques publications making it no longer necessary to address in ATP 4-42.2, Supply Support Activity Operations. FM 10-15 had two sections: Part 1: Supply Officers and Leaders. This section contains information for supply operations officers, supply platoon leaders, petroleum platoon leaders and technical supply officers. With few exceptions, the information presented is operator level procedures rather than management level business practices. Part 2: Supply Operations. This section contains in-depth information on filling out manual forms and data entry screens for Direct Support Unit Standard Supply System and Standard Army Retail Supply System -Interim. ATP 4-42.2 focuses on what Soldiers do rather than on the flow of digital information within the logistics automation systems. ATP 4-42.2 also focuses on aviation specific and multi-class supply support activity operations rather than specific commodity supply points. This ATP does not address management or handling of class III (bulk) or class V. Significant topics of this ATP are as follows: Chapter 1 explores the broad supply mission, supply and storage, support requirements, organizational relationships and roles/responsibilities. Chapter 2 explains the principles of establishing a supply point. Chapter 3 provides information on sustainment operations in a deployed environment. Chapter 4 offers insights for redeploying the supply support activity.
