As it continues to play a critical part in determining Indonesia's future, the military itself is undergoing profound change. The authors of this book examine the role of the military in politics and society since the fall of President Suharto in 1998. They present several strategic scenarios for Indonesia, which have important implications for U.S.-Indonesian relations, and propose goals for Indonesian military reform and elements of a U.S. engagement policy.

Book excerpt: One of the unique features of the Indonesian military (referred to as Angkatan Bersenjata Republik Indonesia or ABRI in the past and Tentara Nasional Indonesia or TNI at present) is its massive involvement in commercial activities. Even though the military's business activities flourished under the presidency of Suharto, its origins can be traced to the pre-Suharto era. The ostensible reasons for the quantum expansion of the military's business activities were the need to cater for the welfare of the soldiers and to augment the operational budget of the armed forces that were believed to be inadequately provided for in the annual defence budget.

Book Synopsis The Politics of Military Reform in Post-Suharto Indonesia by : Marcus Mietzner
Download or read book The Politics of Military Reform in Post-Suharto Indonesia written by Marcus Mietzner and published by . This book was released on 2006 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study discusses the process of military reform in Indonesia after the fall of Suharto?s New Order regime in 1998. The extent of Indonesia?s progress in this area has been the subject of heated debate, both in Indonesia and in Western capitals. Human rights organizations and critical academics, on the one hand, have argued that the reforms implemented so far have been largely superficial, and that Indonesia?s armed forces remain a highly problematic institution. Foreign proponents of military assistance to Indonesia, on the other hand, have asserted that the military has undergone radical change, as evidenced by its complete extraction from political institutions. This study evaluates the state of military reform eight years after the end of authoritarian rule, pointing to both significant achievements and serious shortcomings. Although the armed forces in the new democratic polity no longer function as the backbone of a powerful centralist regime and have lost many of their previous privileges, the military has been able to protect its core institutional interests by successfully fending off demands to reform the territorial command structure. As the military?s primary source of political influence and off-budget revenue, the persistence of the territorial system has ensured that the Indonesian armed forces have not been fully subordinated to democratic civilian control. This ambiguous transition outcome so far poses difficult challenges to domestic and foreign policymakers, who have to find ways of effectively engaging with the military to drive the reform process forward. This is the twenty-third publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

Book Synopsis Authoritarian Modernization in Indonesia's Early Independence Period by : Farabi Fakih
Download or read book Authoritarian Modernization in Indonesia's Early Independence Period written by Farabi Fakih and published by Verhandelingen Van Het Koninkl. This book was released on 2020 with total page 295 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 'Authoritarian Modernization in Indonesia?s Early Independence Period', Farabi Fakih offers a historical analysis of the foundational years leading to Indonesia?s New Order state (1966-1998) during the early independence period. The study looks into the structural and ideological state formation during the so-called Liberal Democracy (1950-1957) and Sukarno?s Guided Democracy (1957-1965). In particular, it analyses how the international technical aid network and the dominant managerialist ideology of the period legitimized a new managerial elite. The book discusses the development of managerial education in the civil and military sectors in Indonesia. The study gives a strongly backed argument that Sukarno?s constitutional reform during the Guided Democracy period inadvertently provided a strong managerial blueprint for the New Order developmentalist state.
