This interpretation returns French gold policy to centre stage in understanding the origins of the Depression, its rapid spread, its severity and its duration. The Gold Standard Illusion exploits new archival resources to test how well this gold standard interpretation of the Great Depression is sustained by historical records in France, the country most often criticized for hoarding gold and failure to play by the rules of the gold standard game. The study follows four lines of inquiry, providing a history of French gold policy in its national and international contexts from 1914 to 1939, an analysis of the evolution of the Bank of France during this period and the degree to which gold standard belief retarded the adoption of modern central banking practice, a re-examination of interwar central bank cooperation in the period and its role in the breakdown of the gold standard, and a study of how gold standard rhetoric fostered misperceptions of financial and monetary problems. The French case was exceptional, marked by absolute and tenacious faith in the gold standard, by the import and accumulation of a vast hoard of gold desperately needed as reserves to prevent monetary contraction abroad, and by adamant claims for the need to return to gold after most countries had left the gold standard, which had become, in the words of John Maynard Keynes, 'a curse laid upon the economic life of the world'. The Gold Standard Illusion explains French gold standard belief and policy, the impact of French policy at home and abroad, and reassesses the gold standard interpretation of the Great Depression in the light of French experience.

While the core of central banking is the issuance of money of the highest possible quality, central banks have also varied considerably in terms of what form of money they issued (deposits or banknotes), what asset mix they held (precious metals, financial claims to the government, loans to private debtors), who owned them (the public, or private shareholders), and who benefitted from their power to provide emergency loans. Central Banking Before 1800: A Rehabilitation reviews 25 central banks that operated before 1800 to provide new insights into the financial system in early modern times. Central Banking Before 1800 rehabilitates pre-1800 central banking, including the role of numerous other institutions, on the European continent. It argues that issuing central bank money is a natural monopoly, and therefore central banks were always based on public charters regulating them and giving them a unique role in a sovereign territorial entity. Many early central banks were not only based on a public charter but were also publicly owned and managed, and had well defined policy objectives. Central Banking Before 1800 reviews these objectives and the financial operations to show that many of today's controversies around central banking date back to the period 1400-1800.

The titles, places and dates of previous Colloquia are noted on page ii, with brief particulars of the ensuing publications. From the beginning, the emphasis has been on money and finance in a European setting, and the most recent Colloquium, held in Wiesbaden for the three days beginning on September 29, 1977, followed this well-established pattern. The subject, "New Approaches in Monetary Policy", was divided into four aspects, each discussed in separate commissions, as described in the General Report (since the languages used by SUERF are English and French, it appears in the original French on page 327, and in an English translation, on page 355. Three other chapters and the Preface are in French. ) The separate commissions, each with its own chairman and rapporteur, were addressed by the authors of the specially written papers, all experts, active in their fields, and they also led the discussions. M. Raymond Bertrand, the President ofSUERF, was Chairman for the Colloquium as a whole, which was in plenary session for the opening and closing meetings. The Rapporteur General was Professor Paul Coulbois, whose report is mentioned above. Attendance at the Colloquium has risen over the years, and so has the number of papers presented.
