No other community suffered as much during the Troubles as Ardoyne. During the three-day period of 14–16 August 1969, stoked by the Battle of the Bogside in Derry, long-lived tensions in the area boiled over into riots. Streets became battlefields, houses went up in fire, and the first of many lives were lost. Ardoyne ’69: Stories of Struggle and Hope explores the stories of 14 people who share one experience in common – the violence of 14, 15 and 16 August 1969. The book highlights their memories, but also asks how they interpreted the violent events they witnessed, and what impact these events had upon their subsequent lives. How and when do insurgents govern? How does the presence of aid and social services influence how insurgents govern? The established literature in this area argues that aid exacerbates civil wars where resources are scarce as greedy rebels steal resources for themselves. This book, however, argues that under certain conditions such greed can be good. Drawing on primary research from three very different conflicts – Northern Ireland (1969–1998), southern Sudan (1983–2005) and Tajikistan (1992–1997) – and more than 10 years’ experience working in and researching humanitarian crises, this study breaks new ground through its wide-ranging comparison of conflicts. The book argues that insurgent efforts to reap rewards from aid and social services have in turn facilitated organizational changes and that these changes, while they may have had conflict-enhancing effects in the short term, have also contributed to conflict transformation over the long term. What do these contentious episodes tell us about the potential of information and communication technologies to promote positive intergroup contact in the deeply divided society? These issues are addressed in what is the first in-depth qualitative exploration of how social media were used during the union flag protests (December 2012-March 2013) and the Ardoyne parade disputes (July 2014 and 2015). The book focuses on the extent to which affective publics, mobilised and connected via expressions of solidarity on social media, appear to escalate or de-escalate sectarian tensions caused by these hybrid media events. It also explores whether citizen activity on these online platforms has the potential to contribute to peacebuilding in Northern Ireland.

Book excerpt: In the wake of the Good Friday Agreement, the redevelopment of the former Girdwood Army Barracks in North Belfast was hailed as a ‘symbol of hope’ for Northern Ireland. It was a major investment in a former conflict zone and an internationally significant peacebuilding project. Instead of adhering to the tenets of the Agreement, sectarianism dominated the regeneration agenda. Throughout the process, politicians, community groups and paramilitaries wrangled over the site’s future, and territorial contest won out over housing need. After eleven years of negotiation and £11.7 million, the EU-funded Girdwood Community Hub opened its doors to the public in 2016, but its impact has been underwhelming. The Hub’s redevelopment is a microcosm of the peace process itself, and the ways in which post-Agreement politics have failed to deliver a ‘shared future’ for the people of Northern Ireland, twenty-five years on. This ethnography provides a lively account of Girdwood’s redevelopment and a wry critique of the fractious political context around it. Through flânerie and encounter, the author brings us across peace walls, into community meetings and behind the scenes of decision-making in Northern Ireland. Girdwood’s story also sheds light on how power, politics and territory intersect in divided cities globally.

The continuity of terrorism and political violence from generation to generation demonstrates the need to go beyond a focus on groups or individuals in order to explain how terrorism ends. The concept of de-radicalisation has been critiqued for its lack of explanatory value in accounting for disengagement from terrorism or how the risk of terrorism re-emerging is reduced. However, building on the morphogenetic approach, this book distinguishes between structure/culture and agency over time in order to analyse the causal influence between the two. Two processes are analysed: disengagement framing processes explain how actors change attitudes to violence and the book identifies which factors ensure frames resonate with audiences; and social movement de-radicalisation accounts for the outcomes of disengagement in initiating structural change which transforms the landscape the next generation finds itself in. The fundamental aim of the book is to provide theoretical and conceptual insights into how terrorism can not only come to an end, but can be prevented from emerging to be a significant threat again within a society. From vaguely exotic origins on the outer edges of political science, the study of 'justice' in times of transition has emerged as a central concern of scholarship and practical policy-making. A process of institutionalisation has confirmed this importance. The ICTY, the ICTR, the ICC, hybrid tribunals in Sierra Leone and East Timor and 'local' processes such as the Iraqi Higher Tribunal (IHT) have energised international law and international criminal justice scholarship. The South African TRC was for a time lauded as the model for dealing with the past and remains one of the most researched institutions in the world. It is one of approximately two dozen such institutions established in different transitional contexts over the past twenty years to assist conflicted societies to come to terms with a violent past. At the national level, international donors contribute huge sums of money to 'Rule of Law' programmes designed to transform national justice systems. This collection seeks to offer something quite different to the mainstream of scholarship in this area, emphasising the need for bespoke solutions to different transitions rather than 'off the shelf' models. The collection is designed to offer a space for diversity, prompted by a series of perspectives "from below" of societies beset by past violent conflict which have sought to effect their transition to justice. In doing so the contributors have also sought to enrich discussion about the role of human rights in transition, the continuing usefulness of perspectives from above, and the still contested meanings of "transition".

Book excerpt: This book provides an account and analysis of policing in Northern Ireland, providing an account and analysis of the RUC (Royal Ulster Constabulary) from the start of 'the troubles' in the 1960s to the early 1990s, through the uneasy peace that followed the 1994 paramilitary ceasefires (1994-1998), and then its transformation into the Police Service of Northern Ireland following the 1999 Patten Report. A major concern is with the reform process, and the way that the RUC has faced and sought to remedy a situation where it faced a chronic legitimacy deficit. Policing Northern Ireland focuses on three key aspects of the police legitimation process: reform measures which are implemented to redress a legitimacy crisis; representational strategies which are invoked to offer positive images of policing; and public responses to these various strategies. Several key questions are asked about the ways in which the RUC has sought to improve its standing amongst nationalists: first, what strategies of reform has the RUC implemented? second, what forms of representation has the RUC employed to promote and portray itself in the positive terms that might secure public support? third, how have nationalists responded to these initiatives? The theoretical framework and analysis developed in the book also highlights general issues relating to the implications of police legitimacy and illegitimacy for social conflict and divisions, and their management and/or resolution, in relation to transitional societies in particular. In doing so it makes a powerful contribution to wider current debates about police legitimacy, police-community relations, community resistance, and conflict resolution.
