Book excerpt: "A key Arctic strategy and planning challenge for the Department of Homeland Security (DHS) and the U.S. Coast Guard (USCG) is how to enhance activities to prepare for operations before a crisis comes to pass. The USCG Arctic Strategy has been instrumental in developing some momentum for USCG and DHS planning in the region, but may require updating in light of continuing transformations in the Arctic region. Another important step in planning will involve the development of a new Arctic Capabilities Analysis Report (CAR), one type of planning document within the broader DHS Joint Requirements Integration Management System process. The research described in this report focuses on articulating potential Arctic capability gaps in 2017 and the 2030s. It was designed to provide information for a forthcoming USCG Arctic CAR. As such, it includes some aspects of a capability analysis, such as the identification of necessary, high-level capabilities; articulation of links between capabilities and missions; and documentation of potential capability gaps. Although previous reports and statements have articulated Arctic needs, challenges, gaps, and vulnerabilities, this new work provides a fresh look at potential gaps using a structured, traceable approach that considers a broad spectrum of contingencies that DHS might have to respond to in the Arctic."--Publisher's description.

It also has a responsibility to prepare and protect its armed forces that could be called upon to secure its Arctic interests as the region becomes an increasingly active security environment. Russia continues to maintain and upgrade large-scale, credible Arctic military capabilities. Moreover, China's growing economic and scientific activities in the region could enable it to expand its influence and capabilities there. Beyond strategic competition and growing concerns over the possibility of a North Atlantic Treaty Organization (NATO)-Russia clash, the armed forces of the United States--particularly the U.S. Coast Guard (USCG)--continually contend with safety, law enforcement, legal, other national security, and environmental issues in the region. The National Defense Authorization Act for Fiscal Year 2021 requires a report on the Arctic capabilities of the armed forces. This report summarizes the findings of this research and is intended to, at a minimum, address the congressional request and could also contribute related, independent findings about needs and issues.

Such fears have been expressed in official documents, including defense policy documents, of the five Arctic littoral states, Canada, Denmark, Norway, Russia and the United States. Three of them, Canada, Denmark and Russia, have recently adopted foreign and defense policies that have put a special emphasis on the Arctic. They have strengthened their military presence in the Arctic or increased military capabilities for Arctic use and have presented plans for additional military strengthening. Meanwhile, Norway has moved a substantial part of its operational forces to the north of the country. Of the five littoral states, only the USA has placed less focus on Arctic security. This paper provides an overview of the military capabilities of Canada, Denmark, Norway, Russia and the USA for operations in the Arctic and the ongoing or planned improvements in those capabilities, especially in the Arctic areas beyond their national territories.

House Report 111-491 directed DOD to prepare a report on Arctic Operations and the Northwest Passage, and specified five reporting elements that should be addressed. House Report 112-78 directed GAO to review DOD's report. GAO assessed the extent to which 1) DOD's Report to Congress on Arctic Operations and the Northwest Passage (Arctic Report) addressed the specified reporting elements and 2) DOD has efforts under way to identify and prioritize the capabilities needed to meet national security objectives in the Arctic. GAO analyzed DOD's Arctic Report and related documents and interviewed DOD and U.S. Coast Guard officials. "

Book excerpt: Once ice-bound, difficult to access, and largely ignored by the rest of the world, the Arctic is now front and center in the midst of many important questions facing the world today. Our daily weather, what we eat, and coastal flooding are all interconnected with the future of the Arctic. The year 2012 was an astounding year for Arctic change. The summer sea ice volume smashed previous records, losing approximately 75 percent of its value since 1980 and half of its areal coverage. Multiple records were also broken when 97 percent of Greenland's surface experienced melt conditions in 2012, the largest melt extent in the satellite era. Receding ice caps in Arctic Canada are now exposing land surfaces that have been continuously ice covered for more than 40,000 years. What happens in the Arctic has far-reaching implications around the world. Loss of snow and ice exacerbates climate change and is the largest contributor to expected global sea level rise during the next century. Ten percent of the world's fish catches comes from Arctic and sub-Arctic waters. The U.S. Geological Survey estimated that up to 13 percent of the world's remaining oil reserves are in the Arctic. The geologic history of the Arctic may hold vital clues about massive volcanic eruptions and the consequent release of massive amount of coal fly ash that is thought to have caused mass extinctions in the distant past. How will these changes affect the rest of Earth? What research should we invest in to best understand this previously hidden land, manage impacts of change on Arctic communities, and cooperate with researchers from other nations? The Arctic in the Anthropocene reviews research questions previously identified by Arctic researchers, and then highlights the new questions that have emerged in the wake of and expectation of further rapid Arctic change, as well as new capabilities to address them. This report is meant to guide future directions in U.S. Arctic research so that research is targeted on critical scientific and societal questions and conducted as effectively as possible. The Arctic in the Anthropocene identifies both a disciplinary and a cross-cutting research strategy for the next 10 to 20 years, and evaluates infrastructure needs and collaboration opportunities. The climate, biology, and society in the Arctic are changing in rapid, complex, and interactive ways. Understanding the Arctic system has never been more critical; thus, Arctic research has never been more important. This report will be a resource for institutions, funders, policy makers, and students. Written in an engaging style, The Arctic in the Anthropocene paints a picture of one of the last unknown places on this planet, and communicates the excitement and importance of the discoveries and challenges that lie ahead.

Book excerpt: For a number of reasons, the Arctic region is seeing a significant increase in maritime activity and the potential for that increase to continue in the future. While currently, the U.S. military role in the Arctic is limited, strategic and operational level leaders within the U.S. have recognized that as Arctic activity increases, so too will the requirement for a U.S. military presence in the Arctic. The military does not have the current capabilities which will be needed to conduct sustained operations in the Arctic. Through my research, I have identified several capability gaps which would limit the military's ability to sustain operations in the Arctic. While long term solutions do exist, they would require substantial economic commitments by the U.S. Government. Considering todays financial realities, these commitments are quite unfeasible. Mitigation strategies do exist; however, through the capabilities which our international partners, interagency, and industry possess. By leveraging such capabilities, stakeholders could build the capacity through a sharing of resources and knowledge to meet the challenges that the sustainment of Arctic operations present. This paper proposes, that by institutionalizing these relationships within a Joint Interagency Task Force North concept, the U.S. would establish a standing organization focused on Arctic military issues and a means of meeting the requirements as they emerge.

Responding to Oil Spills in the U.S. Arctic Marine Environment reviews the current state of the science regarding oil spill response and environmental assessment in the Arctic region north of the Bering Strait, with emphasis on the potential impacts in U.S. waters. This report describes the unique ecosystems and environment of the Arctic and makes recommendations to provide an effective response effort in these challenging conditions. According to Responding to Oil Spills in the U.S. Arctic Marine Environment, a full range of proven oil spill response technologies is needed in order to minimize the impacts on people and sensitive ecosystems. This report identifies key oil spill research priorities, critical data and monitoring needs, mitigation strategies, and important operational and logistical issues. The Arctic acts as an integrating, regulating, and mediating component of the physical, atmospheric and cryospheric systems that govern life on Earth. Not only does the Arctic serve as regulator of many of the Earth's large-scale systems and processes, but it is also an area where choices made have substantial impact on life and choices everywhere on planet Earth. This report's recommendations will assist environmentalists, industry, state and local policymakers, and anyone interested in the future of this special region to preserve and protect it from damaging oil spills.
