Book excerpt: The idea for this book emerged from a conversation between Vivian Forbes and Charles Eaton following two seminars held in the Department of Geography at the University of Western Australia given by Trevor So?eld and Christopher Grif?n more than ?ve years ago. One seminar involved papers from Charles Eaton and Christopher Grif?n on the recent Speight coup in Fiji; the other, given by Trevor So?eld, was on the Solomon Islands. The seminars were attended by, among others, Dennis Rumley, who on getting involved in the conversation, suggested the idea of a book and then followed through on its scope, structure, planning, and possible contributors. Looking back now, we owe a special debt of gratitude to Charles Eaton both for his enthusiasm and his ideas then, and for his continued support throughout the whole project. Since that time ?ve years ago, many people have boarded and have left the Arc. Indeed, the very project itself exhibited a degree of instability. At times, it even looked as though it might not stay a?oat. Thankfully, several early boarders remained ?rmly anchored. Other authors were co-opted later, some at relatively short notice, one or two of them under mild duress. We extend our heartfelt thanks to all of these contributors for remaining patient, enthusiastic, and keeping faith with the project. Naturally, a project like this, dealing with such a large and dynamic region, will always be out-of-date.

These organizations, including Boko Haram, al Qaeda, and other terror groups, have metastasized and present a serious threat to regional stability. Now these VEOs are transitioning. Under sustained pressure from French and regional security forces, and reeling from the loss of senior leaders, many of these groups feel backed into a corner. Despite setbacks, these groups continue to plague the region. To enhance policymakers’ understanding of these threats and how to respond to them, CSIS experts from the Africa Program and Transnational Threats Project conducted field-based and scholarly research examining the broad range of factors at play in the region. This research provides little ground for optimism. Chronic underdevelopment, political alienation, failed governance and corruption, organized crime, and spillover from Libya help foster and sustain violent extremists throughout the Sahel.

Book excerpt: Why are the Melanesian states of Fiji, Papua New Guinea, Solomon Islands and Vanuatu experiencing considerable civil unrest and, in this respect, why are they so different from the other small island states of the Pacific region? It is argued that while, like the other Pacific island countries, they have had poor economic growth and high birth rates, they do not have easy emigration to high-income countries. Therefore, they have large pools of under-employed people. Other distinguishing characteristics are their richness in natural resources and weak central governments relative to local-level power structures. The civil unrest derives from competition for the natural resources in an environment of weak states and hence poorly defined and enforced property rights, and moreover, the large pool of under-employed provides ample scope for the creation of grievances to back up the claim for the resources. One message for donor nations is that the provision of compensation to settle the grievances will likely only generate further grievances and not resolve the basic problem.
