Book excerpt: Technological revolutions have increased the world’s wealth unevenly and in ways that have accelerated climate change. This report argues that achieving The Paris Agreement’s objectives would require a massive transfer of existing and commercially proven low-carbon technologies (LCT) from high-income to developing countries where the bulk of future emissions is expected to occur. This mass deployment is not only a necessity but also an opportunity: Policies to deploy LCT can help countries achieve economic and other development objectives, like improving human health, in addition to reducing greenhouse gases (GHGs). Additionally, LCT deployment offers an opportunity for countries with sufficient capabilities to benefit from participation in global value chains and produce and export LCTs. Finally, the report calls for a greater international involvement in supporting the poorest countries, which have the least access to LCT and finance and the most underdeveloped physical, technological, and institutional capabilities that are essential to benefit from technology.

Available in PDF, EPUB and Kindle. Book excerpt: Technology and globalization are threatening manufacturing’s traditional ability to deliver both productivity and jobs at a large scale for unskilled workers. Concerns about widening inequality within and across countries are raising questions about whether interventions are needed and how effective they could be. Trouble in the Making? The Future of Manufacturing-Led Development addresses three questions: - How has the global manufacturing landscape changed and why does this matter for development opportunities? - How are emerging trends in technology and globalization likely to shape the feasibility and desirability of manufacturing-led development in the future? - If low wages are going to be less important in defining competitiveness, how can less industrialized countries make the most of new opportunities that shifting technologies and globalization patterns may bring? The book examines the impacts of new technologies (i.e., the Internet of Things, 3-D printing, and advanced robotics), rising international competition, and increased servicification on manufacturing productivity and employment. The aim is to inform policy choices for countries currently producing and for those seeking to enter new manufacturing markets. Increased polarization is a risk, but the book analyzes ways to go beyond focusing on potential disruptions to position workers, firms, and locations for new opportunities. www.worldbank.org/futureofmanufacturing

Available in PDF, EPUB and Kindle. Book excerpt: A third of a century ago, E. F. Schumacher rang out a timely warning against the idolatry of giantism with his book Small Is Beautiful. Schumacher, a highly respected economist and adviser to third-world governments, broke ranks with the accepted wisdom of his peers to warn of impending calamity if rampant consumerism, technological dynamism, and economic expansionism were not checked by human and environmental considerations. Joseph Pearce revisits Schumacher’s arguments and examines the multifarious ways in which Schumacher’s ideas themselves still matter. Faced though we are with fearful new technological possibilities and the continued centralization of power in large governmental and economic structures, there is still the possibility of pursuing a saner and more sustainable vision for humanity. Bigger is not always best, Pearce reminds us, and small is still beautiful. Humanity was lurching blindly in the wrong direction, argued Schumacher. Its obsessive pursuit of wealth would not, as so many believed, ultimately lead to utopia but more probably to catastrophe. Schumacher's greatest achievement was the fusion of ancient wisdom and modern economics in a language that encapsulated contemporary doubts and fears about the industrialized world. The wisdom of the ages, the perennial truths that have guided humanity throughout its history, serves as a constant reminder to each new generation of the limits to human ambition. But if this wisdom is a warning, it is also a battle cry. Schumacher saw that we needed to relearn the beauty of smallness, of human-scale technology and environments.

Whereas the concept of the 'digital divide' tends to focus on technological and quantitative indicators, this work stresses the crucial role played by the political regime type, the pursued development model and the specific configuration of actors and decision-making dynamics. Two starkly contrasting Third World countries, state-socialist Cuba and the Latin America's ""show-case democracy"" Costa Rica, were chosen for two in-depth empirical country s.

Available in PDF, EPUB and Kindle. Book excerpt: This title was first published in 2003. How was public policy and economic development in Nigeria affected under the period of military control between 1966 and 1999? What is the nature and scale of change that Nigeria will have to undergo in order to achieve its current development goals? Initially providing a history of Nigeria along with a framework for understanding the nature, scope and magnitude of the military and public management problems within the country, this timely and rewarding book addresses both of these questions. It analyzes the institutions that make and implement public policy in the Nigerian political arena, and examines the route that Nigeria could take in order to enhance its public management capacities. Although the specific focus is on Nigeria, the mode of analysis used is transferable to a wide variety of developing nations. The book will foster an understanding among scholars, development planners, military officers and policy makers of the tasks and challenges facing Nigeria and many sub-Saharan African nations in the twenty-first century.

Book excerpt: Do we control technology or does technology control us? Explosive progress in the twentieth century has led to the disquieting perception that technology is not the servant of humanity - but its master. Controlling Technology brings together readings that focus on the conflicting views concerning the nature of modern technology as it relates to the quality of everyday life and to the larger problems of human survival on this planet. The thesis that technology has indeed become autonomous and independent of human ideals is contrasted with the position that, by its very nature, technology can exist only under human control. Like the first edition, this revised edition contains classic essays that are fundamental to the study of technology. To these have been added recent scholarly treatments that analyze the classic tradition, as well as updated popular essays. A whole new section of case studies delves into the topics of computers, information, and virtual reality. Also included are essays on technology and the recreation of nature, which debate the pros and cons of environmental restoration. This excellent collection of essays will be of great value as a reader for undergraduate courses in science and technology studies, technology and human values, and the social dimensions of technology.
