À l’hiver 2014, la réutilisation était vue comme un horizon à dix ans, or le pari de la récupération est réussi depuis mai dernier. Reste toutefois à prouver que le lanceur peut être remis en vol à un coût raisonnable. Encouragés par ces évolutions technologiques et par l’apport croissant des applications aux politiques publiques, de nouveaux États ont décidé de faire du spatial un axe majeur de leur développement. D’autres, déjà engagés sur cette voie, revendiquent aujourd’hui le statut de grande puissance spatiale, comme la Chine et l’Inde. Dans ce paysage spatial en mouvement, l’Europe doit, pour conserver sa capacité de décision politique et préserver ses avantages comparatifs économiques, assumer une exigence fondamentale : le maintien d’une autonomie stratégique européenne d’accès à l’espace et de surveillance de ce dernier, mais aussi mieux promouvoir et développer les applications spatiales. 2016 constitue à cet égard une année cruciale pour l’Europe spatiale, après le choix décisif opéré en décembre 2014 en matière de lanceurs.

Au nombre des conclusions qu’ils tirent de cette audition publique, qui sont autant de recommandations pour la stratégie spatiale européenne et sa déclinaison industrielle, figurent leur soutien à la décision prise à Luxembourg, en décembre 2014, de confirmer la construction du nouveau lanceur Ariane 6 à l’horizon 2020 et la nécessité d’assurer une veille active sur les possibles ruptures technologiques, afin que l’Europe ne rate pas le tournant des lanceurs réutilisables.
