Unconventional warfare is defined as a system of conflict the strategy of which is to secure control of the state by first gaining control of its civilian population. The study is a follow-up to a pioneer attempt in the use of social science techniques, which treated the situation in South Vietnam. To determine how useful the procedures developed there would be when applied to a different situation, a brief investigation was conducted from June to August 1963 of unconventional warfare in Venezuela using the same procedural apparatus as in the Vietnam work. The results indicate that the system works well and that it works with speed, a systematic picture of the social structure of the modern nation of Venezuela having been produced in the remarkably short time of 3 months, using only the open literature. The report of findings follows the plan used for the Vietnam study. Four sections sketch the dynamics of the economic, political, military, and attitude-forming aspects of Venezuelan society; each section is followed by a discussion of the roles and groups most important to the aspect. Finally, a projection of what is likely to happen in the country in relation to unconventional war up to the end of 1966 is presented. Many of the tactics, techniques, and procedures used by the modern day warriors often derive from lessons learned in early US military confrontations, such as the Nez Perce, and are applicable to today's Global War on Terrorism and counterinsurgency operations in Iraq and Afghanistan. The US Cavalry's clash with the Nez Perce provides an excellent case study. Their battles forced the Nez Perce Indians and their horses to flee on a perilous journey that sent them 1,600-miles throughout the vast Northwest of the United States. The Nez Perce skillfully eluded the US Cavalry through means of deception, flexibility, and guerilla tactics. Additionally, the Nez Perce possessed superior mobility, enjoyed an adaptive logistics system, and demonstrated battle proven leadership. Conversely, the US Army during this time was a relatively small force, significantly drawn down since the US Civil War. Among this Army were many inexperienced soldiers who lacked proper training, and older officers who, at times, struggled with the physical demands associated with pursuing and fighting against the unorthodox Nez Perce warriors. These soldiers often misunderstood their enemy's culture, their will, and lacked sound procedures for man hunting.

The main question that the study seeks to address is what are the implications of the growing role of Special Forces in modern warfare? The study also seeks to ascertain why exactly this growth is occurring and whether or not this will have a bearing on the future of not only the manner in which the US conducts conflict but also global conflict as a whole. In order to address these issues the study will look at conventional and unconventional warfare and forces: the roles and missions of Special Forces and the composition of US Special Forces: the role of US Special Forces in modern warfare prior to the September 11, 2001 terrorist attacks: and the role of the US Special Forces in the 2001 invasion of Afghanistan. An analysis of conventional and unconventional warfare as concepts, as well as the forces that constitute conventional and unconventional forces was first done in order to provide some perspective into what these concepts and forces are and more specifically, what differentiates them. Specific reference was made here to the United States' approach to warfare from the days of the American Revolution up to and including the end of the Cold War. Emphasis is placed on the growing role of US Special Forces throughout the study and this is achieved through the use of four major case studies, namely the 1991 Gulf War: Somalia (1992-1993): the Balkans (1995-2001): and the 2001 Special Forces war in Afghanistan. The case studies that dealt with the 1991 Gulf War, Somalia and the Balkans elucidated the growing role of both unconventional warfare and specifically US Special Forces and Special Mission Units since the end of the Cold War. The case study of the 2001 invasion of Afghanistan provided the culmination of the shift from conventional to unconventional warfare and the execution of the campaign as a Special Forces war. The study demonstrates that since the end of the Cold War in the 1990's, unconventional warfare has increasingly become more ubiquitous and can be said to be replacing, or at least equalling in stature, conventional warfare. This has the possibility of dramatically affecting how warfare is executed both currently and more importantly, in the future. The study went on to show that unconventional warfare is not akin to conventional warfare, especially with regard to the forces needed to respond to such conflicts and that Special Forces are the forces most applicable and most effective in dealing with unconventional warfare. The study confirms that Special Forces are the solution to the growing prominence of unconventional warfare and that countries, and specifically the United States can more effectively counter the threat of unconventional warfare and unconventional forces by shifting Special Forces from a supporting component to conventional forces to a supported component. This would require a massive shift in alignment both for the United States as well as other major states' militaries but as the study has shown, this is pertinent given that unconventional warfare and forces will most likely remain the primary threat that states and militaries will now face.

Book excerpt: The U.S. Special Operations Command (USSOCOM) was concerned that decision aids, especially computer-driven models, used to support resource allocation did not adequately represent the contributions of special operations forces (SOF). On the basis of a survey of existing models, RAND concluded that the SOF contribution is not adequately represented. Moreover, many important SOF tasks cannot be captured by models because they are either dominated by uncertainty or are poorly understood. In addition, the doctrinal missions for SOF are just broad areas of employment that do not offer a useful framework for analyzing special operations. These missions should, instead, be analyzed using a hierarchy of objectives descending from national goals to operational tasks and their associated employment concepts. This framework should be applied in four contexts: national-level tasking, large-force operations, guerrilla warfare, and other use, capturing the collateral employment of SOF. Each context differs with respect to typical objectives, command and control arrangements, and characteristic missions. For example, a national-level tasking is set by the national command authority, is controlled at a very high level, and often involves counterterrorism, although SOF might perform any other mission in this context. The study concludes with broad recommendations for a cautious approach to modeling and a briefly stated rationale for maintaining an elite SOF that generates little sustained combat power. This rationale includes leverage, unique capabilities, audacity, flexibility, low visibility, and guerrilla warfare, in which SOF excel.
