The global temperature increase is accompanied by changes in atmospheric circulation and intensification of the hydrologic cycle, causing changes in local precipitation characteristics. The expected characteristics and impacts of precipitation change is different for different parts of the US. Therefore, an indispensable tool in local climate impact assessment is downscaling, which translates large-scale climate model projections to higher resolutions that can be fed into impact models on the local scale. This study conducts statistical downscaling at twelve weather stations along the eastern coast of the US for the historical and future climate scenarios from an ensemble of 18 Global Climate Models (GCMs). Two downscaling methods, quantile-mapping and Rglimclim, are tested using cross-validation during the historical period. A GCM-weighting method, Reliability-Ensemble-Averaging [Filippo Giorgi and Mearns, 2002] is tested on its ability to reduce GCM-related uncertainty in downscaling results. Precipitation characteristic changes are examined on mean, frequency, persistence, extreme statistics, and Intensity-Duration-Frequency curves.

Changes in climate will cause myriad disruptions to far-ranging aspects of human activity, from agriculture to coastal development. Preparing for these changes will require specific climate and weather information that cannot be provided by the existing global models. Statistical downscaling methods can help to fill the gap between what is needed and what global models can provide. The statistical downscaling tools, developed here and applied in both tropical and midlatitude zones illustrate the diversity of potential local impacts spread around the globe. Given the need for localized climate data across a wide range of regions and impact areas, there is a need for downscaling methods and software tools that can be easily adapted to fit specific use cases. The second chapter of this dissertation documents the software package developed here, providing a number of statistical downscaling methods, along with tools for selecting input variables and assessing the skill of the downscaled projections. Application of these methods results in downscaled projections for the Midwest United States and West Africa regions in the subsequent chapters. These two regions pose significantly different challenges for downscaling - one in the mid-latitude, with strong synoptic controls, while the other is tropical, in a monsoonal environment. As a result, different sets of input variables and methods are needed to capture the dynamics present in each case. These chapters detail the differences in downscaling model development that are used to produce projections that realistically describe the distribution of events in each location. By applying these statistical downscaling models, we project changes in the two regions for future period based on several climate scenarios, to describe a range of possible climate outcomes. In the Midwest, we find a considerable rise in the frequency of extreme heat events, and a rise in the frequency and severity of drought conditions, with the most extreme changes occurring in the southern portions of the region. In West Africa, there is a decrease in average precipitation in the Sahel region, with the wet season shifting later in the year. These changes have significant implications for adaptation planning in both regions, as current practices of agriculture and development will struggle to meet the challenges of a changing climate.
