L’analyse approfondie des progrès réalisés dans l'objectif de développement durable 2, cible 2.1 (éliminer la faim et garantir l’accès de tous à la nourriture) et cible 2.2 (éliminer toutes les formes de malnutrition), ainsi que l’état des carences en micronutriments, est complétée par une révision des politiques de transformation rurale visant à faire face aux problèmes d’insécurité alimentaire et de nutrition. Les estimations mises à jour indiquent que la situation de la sécurité alimentaire dans la région continue de se dégrader depuis 2011-2013. Au Proche-Orient et en Afrique du Nord, 11% de la population de la région, soit 50,2 millions d’individus, est sous-alimentée. Les conclusions du rapport ont montré que l’impossibilité de réduire la faim dans la région est étroitement liée à la multiplication des conflits et de la violence dans plusieurs zones de la région, comme le soulignait également l’édition de l’année dernière. Alors que la prévalence de la sous-alimentation est passée de 23% à 26% dans les pays en conflit depuis 2011-2013, elle est restée stable à environ 5% dans les pays non en conflit. Le rapport de cette année explore davantage la relation entre insécurité alimentaire, croissance économique et transformation rurale. Il dévoile que la croissance économique dans la région du Proche-Orient et de l’Afrique du Nord (NENA) a été lente par rapport à d’autres régions et suggère que la transformation rurale peut améliorer les taux de croissance et créer des emplois décents en renforçant les liens entre zones rurales et urbaines, en améliorant la productivité agricole et en développant l’économie rurale non agricole.

Book excerpt: The 2010 State of the Forest report (SOF) benefited from financial support from the European Union, the United States, Germany, France and UNESCO. It represents the collaborative effort of over 100 individuals from a diversity of institutions and the forestry administrations of the Central African countries. The SOF process began with the selection and definition of indicators relevant to monitoring the state of forests in Central Africa. The indicators are structured around three thematic areas: (i) forest cover; (ii) management of production forests; and (iii) conservation and biodiversity. They are presented in a hierarchical structure at the regional, national and management unit (i.e. logging concessions and protected areas) levels. The indicators were vetted by a representative panel of stakeholders of forest management in Central Africa. The indicators are used to guide an annual data collection process carried out between April and August by national groups of four to ten individuals working within the forestry administrations. The data reported on in the 2010 SOF were primarily collected in 2009 and 2010. Results were validated in national workshops attended by government officials as well as representatives of environmental NGOs, the private sector and development projects. The data provided an important basis for the authors of the 11 chapters of the 2010 SOF, which were under the coordination of a scientific committee of international renown. A final workshop was held 29-30 March, 2011 in Douala to review a draft report. Following amendments based on comments from a wide audience of experts the final layout was completed.

Book excerpt: This year’s report presents evidence that Arab States face significant challenges in achieving Sustainable Development Goal 2 targets related to hunger, food security, and nutrition, as undernourishment, moderate or severe food insecurity, and malnourishment are increasing. Child wasting and overweight are higher, and adult obesity is double the global average. LDCs and conflict-affected countries suffer from even more severe hunger and malnutrition, including child stunting, wasting, and women’s anaemia. The report also provides the first assessment of the cost and affordability of a healthy diet since the outbreak of the COVID-19 pandemic, which shows a growing trend in the price of nutritious diets in recent years and that more than half the Arab population cannot afford a healthy diet. The Ukraine crisis, which has triggered food shortages and increased food price inflation, further adds to the burden on the region. This year, the report focuses on how trade can enable regional food security and nutrition. Arab countries rely significantly on imports for the essential food items necessary for diverse and healthy diets that they cannot locally produce in sufficient quantities due to limited natural resource endowments. It discusses the role of trade and trade facilitation as essential enablers of all four dimensions of food security and nutrition. It also underlines how tariffs and non-tariff measures influence the economic access to food in the area. On the other hand, countries that depend on trade may become more exposed to outside shocks, as the pandemic and the Ukraine crisis have highlighted. The report assesses Arab countries’ vulnerabilities, such as import dependency and lack of supplier diversification. To reduce the exposure to such external shocks, international trade must be carefully managed, sources of imports should be diversified, and international trade relations must be expanded to include new partners and markets. The report concludes with further policy recommendations that aim for the better integration of trade into food security and nutrition policies in the region.

L’intensification des principaux facteurs à l’oeuvre derrière les tendances récentes en matière d’insécurité alimentaire et de malnutrition (conflits, extrêmes climatiques et chocs économiques), associée au coût élevé des aliments nutritifs et aux inégalités croissantes, va continuer à mettre la sécurité alimentaire et la nutrition à rude épreuve. Cet état de fait durera aussi longtemps que les systèmes agroalimentaires n’auront pas été transformés, qu’ils ne seront pas devenus plus résilients et qu’ils ne fourniront pas des aliments nutritifs à moindre coût et une alimentation saine abordable, et ce de façon durable et inclusive.
