Les discussions sur la capacité de l'économie à s'adapter au changement souffrent d'un manque de données sur l'ampleur des changements survenus dans le passé. L'étude présentée ici tente de combler cette lacune en permettant l'examen de trois ensembles distinct de mesures du changement et des liens existant entre eux. Le premier ensemble de mesures vise à déterminer l'ampleur des mutations de l'emploi d'une branche d'activité à l'autre. Le deuxième ensemble comprend des mesures de l'évolution de l'emploi permettant d'évaluer la croissance ou la diminution de l'emploi attribuable à des variations des niveaux de l'emploi chez les producteurs. Le troisième ensemble de mesures porte sur le nombre de départs de travailleurs. L'ampleur du changement survenue dépend du niveau auquel il est mesuré et de la période utilisée pour le faire. La variation est plus importante à court terme parce qu'elle comprend une composante transitoire qui se renverse à long terme. Quoi qu'il en soit, la variation à long terme demeure relativement importante. Lorsque le changement est évalué en fonction des emplois perdue dans les branches de la fabrication dont la situation s'est détériorée de 1970 à 1979, le degré de réaffectation s'avère relativement faible : perte de moins de 1 point chaque année pour une période de dix ans. En revanche, la croissance et la baisse de l'emploi au niveau des producteurs se rélèvant élevées, même à long terme. Au cours de la période allant de 1970-1971 à 1980-1981, environ 3.6% des emplois dans le secteur de la fabrication ont été perdus chaque année en raison du fléchissement affliché par les producteurs, ce qui représente un total cumulatif de près de 31% en rega rd des nivea relatives aux départs de travailleurs qui font ressortirs les plus fortes variations. De 1978 à 1986, chaque année, le nombre de départs définitifs correspondait à plus de 20% du nombre de personnes occupant un emploi dans le secteur de la fabrication.

Historically, most liberal democracies have developed on the basis of national cultures – either a single one, or a dominant one, or a federation of several ones. However, political and economic developments have upset traditional patterns and have blurred established boundaries. Ongoing immigration from diverse origins has inserted new ethnic minorities into formerly homogenous populations. Democratic liberties and rights provided opportunities for old and new marginalized minorities to resist assimilation and to assert identities. The resulting pattern of multiculturalism is different from earlier ones. Often cultural boundaries are neither clearly defined nor do they simply dissolve by assimilation into a dominant group – they have become fuzzy and a constant source of real or imagined hostility and anxiety. A proliferation of mixed identities goes together with stronger claims for cultural rights and escalating hostilities between ethnic minorities and national majorities. In many countries multiculturalism is today perceived as a challenge rather than as an enrichment. The book focuses on the question how institution and policies of liberal democracies can cope with these trends. The book addresses two tasks: 1) To compare different national contexts and types of ethnic groups (immigrant and indigenous, linguistic and religious minorities) and to discuss how policies of multicultural integration have to be adapted in order to cope with such differences. 2) To evaluate the impact of common rends of globalization which link societies and encourage convergence between national models of multicultural integration.
