Book excerpt: Excerpt from Twenty-First Annual Report of the Inspectors of State Prisons of the State of New York: Transmitted to the Legislature January 21, 1869 The Inspectors of State Prisons, in accordance with the requirements of law, have the honor to submit the follow ing report of the important trust committed to their charge, for the fiscal year ending September 30, 1868. Penal discipline has very justly come to occupy a high place in the science of civil government; crime keeps very nearly even pace with population, and justice follows close upon the perpetration of crime. As New York embraces one-tenth of the population of the United States, so, investigation shows that one-tenth of all the incarcerated criminals in the Union are found within the barred walls of New York prisons. Our noble State has ever given the utmost attention and care to its penal institutions and of the three general systems of prison management, the separate, the Irish, or inter mediate and the congregate system, it established the latter, which is known the world over as the Auburn system, and which is the basis of what is now generally conceded to be the most perfect system of prison manage ment known and practiced, namely, the Irish Convict Farm, or intermediate system.
