With the rapidly and significantly increased demand for chronic care at mid-twentieth century, solutions deemed satisfactory in the past were entirely inadequate. Thus, community leaders and politicians began promoting several approaches to long-term care services in the two decades between 1945 and 1965, but without an adequate source of financing to establish an effective system. In contrast to acute care services and despite the need, chronic care remained unavailable and of poor quality. This study consists of six chapters: an introduction and conclusion, along with four case studies that examine in detail the development of a long-term care system in Philadelphia between 1945 and 1965.

Why did a sensitive and intelligent man from a liberal family become a fascist? How did a Blackshirt go green? The son of an eminent academic, from his childhood onwards Jenks instead longed to farm. Lacking the means to do so, he worked as a farm bailiff and then, in New Zealand, as a government agricultural instructor. Finally, a legacy permitted him to come home and become a tenant farmer. Struggling to survive in the economic depression of the 1930s, he became an author and activist for rural reconstruction. Then, having lost faith in the established parties, he joined the British Union of Fascists. Becoming one of the Blackshirts’ leading figures, he was imprisoned without trial during the war. On his release, Jenks returned to the struggle, this time in the cause of ecology, becoming a pioneer of today’s organic movement and a founder of the Soil Association. This book draws on an extensive range of sources, a large proportion of which were previously unseen by historians. For the first time, it portrays the private and public life of this unusual man, revealing many hitherto un-glimpsed facets of Jenks’ life.

'Enough to Keep Them Alive' explores the history of the development and administration of social assistance policies on Indian reserves in Canada from confederation to the modern period, demonstrating a continuity of policy with roots in the pre-confederation practices of fur trading companies. Extensive archival evidence from the Indian Affairs record group at the National Archives of Canada is supplemented for the post-World War Two era by interviews with some of the key federal players. More than just an historical narrative, the book presents a critical analysis with a clear theoretical focus drawing on colonial and post-colonial theory, social theory, and critiques of liberalism and liberal democracy.
