This book was released on 2009 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report is the Committee's annual review of how the FCO is managing its resources, examining the departmental annual report for 2007-08 (Cm. 7398, ISBN 9780101739825). Chapters cover: new strategic framework; performance measurement; global network; essential services; FCO Services; personnel issues; transparency and openness; financial management; public diplomacy and communication; the British Council; the BBC World Service. The Committee is concerned that the FCO is facing serious financial pressures in this financial year due to the Treasury's withdrawal of its support for the Overseas Pricing Mechanism (OPM) which used to protect departments from the weakening of sterling. There is a risk that the FCO may not be able to meet higher international subscriptions over the next two financial years, causing its performance against Public Service Agreement targets to suffer. The likely increase in the UN Regular Budget and other international subscriptions will push this figure even higher. The FCO should have to shoulder the financial burden from within its already tight budget to pay for subscriptions which also benefit other Government departments. The Committee recommends that additional nondiscretionary costs should properly be met by the Treasury.

This book was released on 2008-01-28 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report analyses the Annual Report and Accounts 2006-07 of the Ministry of Defence (MoD) (published as HC 697, session 2006-07, ISBN 9780102946369). The MoD's assessment of its expected achievements against its six Public Service Agreement (PSA) targets, which run until the end of March 2008, has deteriorated since the previous year's Annual Report and Accounts. At the end of 2007, the MoD did not expect to meet the target relating to generating forces and expects "only partly" to meet targets relating to recruitment and retention, and defence equipment procurement. The failure to meet the target for generating forces is a consequence of the continuing high levels of deployment of the Armed Forces. The Committee is concerned that the Armed Forces have been operating at or above the level of concurrent operations they are resourced and structured to deliver for seven of the last eight years, and for every year since 2002. Achieving manning balance in all three Service continues to be a challenge. Shortages remain within many specialist trades in all three Armed Services, but especially in the Army Medical Service. The report notes the failure to meet harmony guidelines in the Army and the Royal Air Force - another indicator of the pressure on the Armed Forces from the continuing high level of operations - and another target missed by all three services is for ethnic minority recruitment. The MoD continues to experience substantial forecast cost increases on equipment programmes, and the report notes delays in delivering equipment programmes to the planned in-service dates. The MoD faces difficult choices in the face of expected cuts in the defence programme and the management of a streamlining exercise to reduce civilian posts in the headquarters.

Treasury Committee and published by The Stationery Office. This book was released on 2009 with total page 174 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Treasury Sub-Committee calls for much greater transparency from the Treasury in accounting for the liabilities taken on by the nationalisation and part-nationalisation of financial institutions. The report recommends that these disclosures appear in the annual Treasury resource accounts. Furthermore they should be at least as comprehensive as those made by major corporations and go further than meeting the minimum acceptable accounting standards. In particular, the Report notes that the Treasury's 2007-08 Annual Report and Accounts cover the Government's financial relationship with Northern Rock but do not comment on its performance under temporary public ownership. Given the level of interest in the fully nationalised institutions of Northern Rock and Bradford & Bingley, and the Treasury's role in their governance, the report recommends that key performance information for these institutions be published in the resource accounts as well. The wholesale nationalisation of Northern Rock, and Bradford & Bingley has created governance responsibilities for the Treasury while these entities remain under public ownership. The Government's announcements of October 2008 created further responsibilities regarding the oversight of part-nationalised banks, and created a new body, UK Financial Investments (UKFI). The report calls for UKFI to report annually to Parliament and to be accountable to the Treasury Committee. The Committee wants the Government to identify and publish performance indicators for UKFI, and to report against these measures on a six-monthly basis. All these developments are additional challenges for the Treasury and require it to act in areas its current staff base may not be fully equipped for or familiar with. The Government must ensure the Treasury is sufficiently resourced to manage the extended responsibilities arising from the economic downturn, especially those regarding financial stability.

Download or read book Companies House written by Great Britain. Parliament. House of Commons. Business and Enterprise Committee and published by The Stationery Office. This book was released on 2008 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Companies House has two main functions: the incorporation, dissolution and restoration of limited companies; and the maintenance of a register of company details, annual reports and accounts which it makes available for public inspection. It funds its work by charging fees and pays a small dividend to the Treasury each year. Companies House handles a vast amount of data. It is now doing much more of this electronically. This move has not been entirely smooth. In the Committee's view, the greatest difficulties facing Companies House, and those who use its services, arise from matters which are not directly controlled by Companies House itself - namely the way in which the internet has enabled faster and easier access to information. The Committee makes a number of recommendations about assessing particular risks and trying to reduce them. An underlying theme of this report is the need for Companies House to do more to explain the limitation of the information it holds. It is felt that much more could and should be done to make clear that the role of Companies House is to receive and publish data and that its power to verify information is extremely limited

This book was released on 2010-03-15 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: Channel 4 is a unique broadcaster in the UK. Publicly owned, it is a statutory corporation, without shareholders, established and regulated under successive Broadcasting and Communication Acts. It generates all of its revenues in the commercial marketplace but is not-for-profit, its principal focus being the fulfilment of its statutory public service broadcasting (PSB) remit. Channel 4 is required to lay before Parliament an Annual Report of its financial accounts and performance. However, concerns have been expressed that the channel lacks accountability and external scrutiny. This report covers the Committee's session in response to these concerns. The issues put forward included: the extent to which the channel is facing a crisis; preferences regarding possible partnerships; effects of market conditions; profitability of non-core, non -PSB channels; investment in the now abandoned Project Kangaroo; headcount, redundancies and remuneration; children's and educational programming; investment in the nations and regions; and succession of the Chairman and Chief Executive. The Committee plans to hold these sessions examining the Channels Annual reports annually.
Book Synopsis The regeneration of east Manchester by : Georgina Blakeley
Download or read book The regeneration of east Manchester written by Georgina Blakeley and published by Manchester University Press. This book was released on 2015-11-01 with total page 344 pages. Available in PDF, EPUB and Kindle. Book excerpt: East Manchester has been the site of one of the most substantial regeneration projects internationally. The initiative in east Manchester confirmed the tag that the city is the ‘regeneration capital’ of the United Kingdom. While the book focuses on a single project, it has wider relevance to national and international regeneration initiatives. The book assesses the outcomes of the regeneration, although it demonstrates the difficulties in producing a definitive evaluation. It has a political focus and illuminates and challenges many assumptions underpinning three major current academic debates: governance, participatory democracy and ideology. The book is relevant to students of politics, geography, sociology, public administration and recent history but will also interest practitioners, academics and general readers interested in urban regeneration. Mancunians will also be fascinated by the rapidly changing face and character of their city as will those with an interest in Manchester’s football, the Commonwealth Games and Sportcity.

Book Synopsis Cricket and Globalization by : Stephen Wagg
Download or read book Cricket and Globalization written by Stephen Wagg and published by Cambridge Scholars Publishing. This book was released on 2010-08-11 with total page 295 pages. Available in PDF, EPUB and Kindle. Book excerpt: Cricket has changed dramatically in recent years and now can claim to be a truly global game, thanks in large part to new media technologies which bring a global audience for World Cups and other major competitions. However, the globalization of cricket has not followed a pattern familiar in other sports: concentrations of wealth, media, and marketing leading to the domination of Western countries over the rest, and this fact alone makes it interesting for scholars of the globalization of sport. Cricket has followed a very different global path; the non-Western countries (former British colonies) have begun to dominate and have taken control of the economics and politics of the game. In short, cricket has been “Indianized”. The globalization of cricket has received a massive boost from the popularity of the newest form of the game (Twenty20) which is helping promote cricket as a mass TV sport. The rise of Twenty20, particularly the Indian Premier League (IPL), is transforming the way cricket is organized, played, and watched all over the world. This development both reinforces the globalization of cricket and also underlines that the “movers and shakers” within cricket are no longer the traditional elites in metropolitan centres but the businessmen of India and the media entrepreneurs world-wide who seek to shape new audiences for the game and create new marketing opportunities on a global scale.
Book Synopsis Intelligence and Security Committee Annual Report 2007-2008 by : Great Britain: Intelligence and Security Committee
Download or read book Intelligence and Security Committee Annual Report 2007-2008 written by Great Britain: Intelligence and Security Committee and published by The Stationery Office. This book was released on 2009 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: The focus of this Report is the administration, policy and finance of the three Agencies - the Security Service, the Secret Intelligence Service (SIS) and the Government Communications Headquarters (GCHQ) - and issues concerning the wider intelligence community. The Agencies' resources have increased, and will continue to increase over the next three years, but they still have to make difficult decisions about priorities, often on a daily basis. The stark reality is that they cannot cover all the threats to the level desired. This report examines all the challenges the Agencies face in allocating their resources, how they use those resources, and how to ensure they are providing value for money (particularly in the current economic climate). It also examines common areas of concern such as resilience. The Report also examines the work of the wider intelligence community: it is clear that the Agencies can not work in isolation, and therefore in overseeing them the Committee must also examine the work of others. The Report therefore also comments on the Government's counter-terrorism strategy (CONTEST) and the work of the Office for Security and Counter-Terrorism in the Home Office; the intelligence structure in the Cabinet Office (including the Joint Intelligence Committee and the Assessments Staff); other Agencies within the community, such as the Defence Intelligence Staff, the Joint Terrorism Analysis Centre and the Centre for the Protection of National Infrastructure; and issues which affect the community as a whole such as the use of intercept material as evidence in court, and the SCOPE IT system.

Book Synopsis BBC Commercial Operations by : Great Britain: Parliament: House of Commons: Culture, Media and Sport Committee
Download or read book BBC Commercial Operations written by Great Britain: Parliament: House of Commons: Culture, Media and Sport Committee and published by The Stationery Office. This book was released on 2009 with total page 260 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report investigates: the governance of the BBC's commercial arm, BBC Worldwide; the activities of BBC Worldwide, including programme sales, production, magazines and websites; BBC Worldwide's acquisition of Lonely Planet; and the possible partnership between BBC Worldwide and Channel 4. There are major benefits from the BBC undertaking commercial activities: the profits generated by the exploitation of the BBC's intellectual property can be reinvested in the BBC's public services, to the benefit of licence fee payers. But the manner in which some of the BBC's commercial revenue is generated, and the governance arrangements within which the BBC Worldwide operates, causes increasing concern. Worldwide has proved successful in recent years in exploiting new commercial opportunities, made possible by a loosening of the rules that govern the limits to its operations. However, there a balance to be drawn between Worldwide generating a return for the BBC, and limiting Worldwide's operations in order to ensure it upholds the BBC's reputation and does not damage its commercial competitors. Worldwide's minority stakes in overseas production companies, its controversial acquisition of Lonely Planet, and its growing portfolio of magazines, suggest that the balance has been tipped too far in favour of Worldwide's unrestricted expansion, jeopardising the reputation of the BBC and having an adverse impact on its commercial competitors. It is in the interests of the UK's creative economy as a whole that BBC Worldwide's activities are reined back. The BBC Trust should reinstate the rule that all BBC commercial activity must have a clear link with core BBC programming.

Download or read book HC 728-I - Project Verde: Volume I written by Great Britain. Parliament. House of Commons. Treasury Committee and published by The Stationery Office. This book was released on 2014 with total page 130 pages. Available in PDF, EPUB and Kindle. Book excerpt: One of the most significant consequences of Co-op Bank's near-collapse, from a public policy perspective, was the collapse of Lloyds Banking Group's planned divestment under Project Verde. Co-op Bank's withdrawal forced Lloyds to resort to its fallback option of an Initial Public Offering. The result is a new bank, TSB, which, not having an existing banking presence of its own, consists solely of the business divested by Lloyds. Accordingly, it has a personal current account market share not of 7 per cent, but of 4.2 per cent. There is a risk that a bank of this size might struggle to grow significantly and to act as a true challenger in the market. Had Co-op Bank's resulting capital shortfall been uncovered earlier, it is likely that the bank would not have progressed so far with Verde. As it was, the rapid and late emergence of the capital problem led to Co-op's withdrawal from the Verde process at a relatively late stage. The Committee recommends that the FRC investigation and the independent inquiry into the events at Co-op Bank consider the role of KPMG and the FSA in relation to the late emergence of loan impairment and IT losses. On the basis of these findings, the independent inquiry into the events at Co-op Bank should also form a view on whether Co-op's Verde bid could or should have been halted sooner. While it may not have been fully transparent from the start that Co-op Bank's bid was doomed to failure, it was beset by problems from an early stage. But it was not these problems that killed the deal-it was the capital shortfall that emerged only late in the day. It is important, from every angle to determine why the capital shortfall was not uncovered earlier.
Book Synopsis Heads or Tails by : Evgueni Ivantsov
Download or read book Heads or Tails written by Evgueni Ivantsov and published by Routledge. This book was released on 2016-04-22 with total page 467 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the wake of the global financial crisis, Heads or Tails answers the question: what changes should financial institutions undergo to ensure reliable protection against extreme risks? Recent massive failures among large and respected financial institutions, clearly demonstrate that contemporary risk management and regulation fail to provide adequate responses to the challenges set by extreme risks. Dr Evgueni Ivantsov combines analysis of the nature of extreme risk (so-called tail risk), risk management practices and practical solutions to build a robust, enterprise-wide, extreme risk management framework which includes three lines of defence, ranging from strategic to tactical, designed to help address the tail risk during different stages of its development. The author also discusses: ¢ Why modern ’sophisticated’ risk management frameworks, strong capitalisation and liquidity do not prevent banks from failure in the face of systemic crisis; ¢ What it means to build an effective defence against systemic and catastrophic losses; ¢ What risk architecture should look like to ensure that extreme risk events are identified early and efficiently mitigated; ¢ How modern management practices, regulation and risk and business culture need to change to guarantee sustainability. While the context of Dr Ivantsov’s writing is financial services, the book contains an important message for specialists from any industries exposed to the extreme risks (oil/gas, energy, mining, chemical productions, transportation, etc.). Until the shortcomings of current risk management and regulation are resolved, financial services and other at risk industries will repeat the painful mistakes of the past, over and over again.
