Book excerpt: National Human Rights Institutions (NHRIs) – human rights commissions and ombudsmen – have gained recognition as a possible missing link in the transmission and implementation of international human rights norms at the domestic level. They are also increasingly accepted as important participants in global and regional forums where international norms are produced. By collecting innovative work from experts spanning international law, political science, sociology and human rights practice, this book critically examines the significance of this relatively new class of organizations. It focuses, in particular, on the prospects of these institutions to effectuate state compliance and social change. Consideration is given to the role of NHRIs in delegitimizing – though sometimes legitimizing – governments' poor human rights records and in mobilizing – though sometimes demobilizing – civil society actors. The volume underscores the broader implications of such cross-cutting research for scholarship and practice in the fields of human rights and global affairs in general.

Available in PDF, EPUB and Kindle. Book excerpt: This book looks at agricultural systems and rural economies in Asia through the prism of alternative innovation systems, alternative public policy and institutional changes. The massive shifts within the agricultural economy in Asia, geared towards increasing production, has had a direct effect on the livelihood of a large mass of people in rural societies, causing financial and social distress. This book explores a wide range of solutions, such as the role of education, improving technical skills and human capital, along with interactive learning in R&D, harnessing ICTs and institutional innovations, to see how these problems can be alleviated. The volume looks at how these methods can help formulate alternative ways to build sustainable and inclusive agricultural societies, ensure food security, sustainable growth and agricultural productivity. This book, rich in theoretical and empirical matter, will be useful for academics and researchers interested in agricultural innovation, development studies and agricultural economics. It will also be of interest to policymakers and thinktanks working towards inclusive social development and sustainability in Asia and the Indian subcontinent.

Available in PDF, EPUB and Kindle. Book excerpt: Australia is now the only major Anglophone country that has not adopted a Bill of Rights. Since 1982 Canada, New Zealand and the UK have all adopted either constitutional or statutory bills of rights. Australia, however, continues to rely on common law, statutes dealing with specific issues such as racial and sexual discrimination, a generally tolerant society and a vibrant democracy. This book focuses on the protection of human rights in Australia and includes international perspectives for the purpose of comparison and it provides an examination of how well Australian institutions, governments, legislatures, courts and tribunals have performed in protecting human rights in the absence of a Bill of Rights.

Book excerpt: Creative Frictions explores the relationship between visionary aspects of practice and policy. Despite over 30 years of arts and cultural policy attention, there remains a widespread view among the general public and artists alike that creative production does not reflect Australia’s culturally diverse population. Australia’s increasingly complex society can no longer be confined to ‘essentialised’ or traditional definitions of ethnic communities. While this diversity and its emerging complexity can be ‘celebrated’ as a source of creativity and innovation, it can also give rise to social, political and creative challenges. A key challenge that remains for the arts sector is its ability to support the creative expression of cultural difference. One measure of inclusive creative production is to look at the participation of artists of non–English speaking backgrounds (NESBs)—a problematic term discussed in the book. There are half as many NESB artists compared to those of other professions participating in the workforce, and while under-representation is an issue for management in the arts sector, the question of representation also benefits from being understood more broadly beyond the narrow sense of multiculturalism as a tool to manage cultural difference. This book explores the crucial role of creative leaders and how they work with the ‘mainstream’ while maintaining their creative integrity and independence to generate a ‘virtuous’ circle of change. Creative Frictions argues that it is the NESB artists who lead change in the arts sector and that creative and organisational leadership working in partnership make creative use of ‘friction’ and develop the necessary ‘trust’ to generate the ‘traction’ for a supportive multicultural arts milieu.

Book excerpt: TERI Energy Data Directory Yearbook, or TEDDY, is an annual publication brought out by TERI since 1986. TEDDY is often used as a reference in other peer-reviewed books and journals for energy and environment-related data. It gives an annual overview of the developments in the energy supplying and consuming sectors as well as the environment sector. It also provides a review of the government policies that have implications for these sectors of the Indian economy. The book provides extensive data collated from the various government ministries, on the energy supply sectors including coal and lignite, oil and gas, power, and renewable energy sources and technologies; energy demand sectors, namely, agriculture, industry, transport and domestic sectors; along with information related to environment and climate change. Graphs and maps have been used extensively to explain facts, that makes the book an interesting read. Besides, detailed tables have been provided at the end of each chapter, making TEDDY a comprehensive data book. Each edition of TEDDY contains India’s commercial energy balances for the past four years that provide comprehensive information on energy flows within different sectors of the economy and how they have been changing over time. These energy balances and conversion factors are a valuable ready reckoner for anybody working on energy and related sectors. This is the 25th anniversary edition of the book and a number of refinements have been made in the content and presentation to reflect the changing needs of the readers. At the same time, care has been taken to ensure that continuity of information is preserved so that researchers can study the trends over time in the energy sector.
