Available in PDF, EPUB and Kindle. Book excerpt: Arizona is home to some of the region's most stunning national parks and monuments and has had a long tradition of strong federal agencies—along with effective local governments—developing and managing parklands. Before World War II, protecting sites from development seemed counterproductive to a state government dominated by extractive industries. By the late 1950s this state that prided itself on being a tourist destination found its lack of state parks to be an embarrassment. Gateways to the Southwest is a history of the creation of state parks in Arizona, examining the ways in which different types of parks were created in the face of changing social values. Jay Price tells how Arizona's parks emerged from the recreation and tourism boom of the 1950s and 1960s, were shaped by the environmental movement of the 1970s and 1980s, and have been affected by the financial challenges that arose in the 1990s. He also explains how changing political realities led to different methods of creating parks like Catalina, Homol'ovi Ruins, and Kartchner Caverns. In addition, places that did not become state parks have as much to tell us as those that did. By the time the need for state parks was recognized in Arizona, most choice sites had already been developed, and Price reveals how acquiring land often proved difficult and expensive. State parks were of necessity developed in cooperation with the federal government, other state agencies, community leaders, and private organizations. As a result, parks born from land exchanges, partnerships, conservation easements, and other cooperative ventures are more complicated entities than the "state park" designation might suggest. Price's study shows that the key issue for parks has not been who owns a place but who manages it, and today Arizona's state parks are a network of lake-based recreation, historic sites, and environmental education areas reflecting issues just as complex as those of the region's better-known national parks. Gateways to the Southwest is a case study of resource stewardship in the Intermountain West that offers new insights into environmental history as it illustrates the challenges and opportunities facing public lands all over America.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1986. Based on the theme that defense procurement serves as an instrument of alliance and domestic politics, this book provides the first comprehensive analysis of post-war West German approaches to and experience with procurement strategies. Dr. Cowen explores how successive German governments have used military procurement to facilitate the rehabilitation of the new West German state and later to consolidate the German position within the alliance. The author shows that by the mid-1970s the Federal Republic had succeeded in its procurement policy, acting as a serious partner for defense projects in Europe and building a flourishing defense industry. The book's final chapters describe the structural tensions between competing procurement objectives that have recently emerged. The FRG must decide whether to continue to maintain a whole range of defense industrial capacities or to specialize nationally and purchase other necessary commodities in the United States. According to the author, national specialization is not seriously considered by the German government. Such a step, the author suggests, would diminish Germany's role in the alliance and jeopardize one of its foremost foreign policy goals: equality with Great Britain and France

Available in PDF, EPUB and Kindle. Book excerpt: Mississippi State University was founded in 1878 and opened its doors in 1880 as a land-grant school de-signed for teaching agriculture and mechanical arts. Building upon the work of John K. Bettersworth, Michael B. Ballard traces the evolution of this institution. From the beginning, first president Stephen D. Lee wanted to expand the university\'s vi-sion beyond agriculture and engineering. While admit-ting that these should be the focal points, the school gra-dually introduced studies in the humanities. The university evolved around the expectation of being the \People\'s Col-lege, \ drawing students from rural areas and poor back-grounds and giving them a chance to succeed in higher education. There remains a broad cross-section in the student body from many backgrounds, including a substantial number of African American and international students. This kind of mix, which extends to the faculty, has strengthened the research capabilities of the university and broadened the academic landscape in ways Lee never dreamed. The author covers many other facets of MSU, such as how it has been affected by national events through the years, including the Great Depression, World Wars I and II, and the civil rights movement of the 1960s. Michael B. Ballard is the university archivist and coordinator of the Congressional and Political Research Center at Mississippi State University. He is the author of numerous books on the Civil War, including Pemberton: The General Who Lost Vicksburg and Civil War Mississippi: A Guide, both from University Press of Mississippi
