Book Synopsis Protecting the American Homeland by : Michael E. O'Hanlon
Download or read book Protecting the American Homeland written by Michael E. O'Hanlon and published by Brookings Institution Press. This book was released on 2011-12-01 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: The September 11 attacks forcefully brought home the need to better protect the U.S. homeland. But how can this be accomplished most effectively? Here, a team of Brookings scholars offers a four-tier plan to guide and bolster the efforts under way by the Bush administration and Congress. There has been some progress in making our homeland more secure. But the authors are concerned that the Bush administration may focus too narrowly on preventing attacks like those of the recent past and believe a broader and more structured approach to ensuring homeland security is needed. Given the vulnerability of our open society, the authors recommend four clear lines of direction. The first and last have received a good deal of attention from the Bush administration, though not yet enough; for the other two, a great deal remains to be done: Perimeter defense at the border to prevent entry by potential perpetrators and the weapons and hazardous materials they may use Prevention by detecting possible terrorists within the United States and securing dangerous materials they might obtain here Identification and defense of key sites within the county: population centers, critical economic assets and infrastructure, and locations of key political or symbolic importance Consequence management to give those directly involved in responding to an attack that may nevertheless occur the tools necessary to quickly identify and attack and limit its damage Included are specific recommendations on how much more to spend on homeland security, how much of the cost should be borne by the private sector, and how to structure the federal government to make the responsible agencies more efficient in addressing security concerns. Specifically, the authors believe that annual federal spending on homeland security may need to grow to about $45 billion, relative to a 2001 level of less than $20 billion and a Bush administration proposed budget for 2003 of $38 billion. They also

Book excerpt: The essays presented in this volume describe a phenomenon so widespread in human time and space that its importance is easily overlooked. City walls shaped the history of warfare; the mobilization of manpower and resources needed to build them favored some kinds of polities over others; and their massive strength, appropriately ornamented, created a visual language of authority. Chapters by historians and art historians explore how separate traditions throughout the world illustrate universal themes of defensive strategy and the symbolism of power, each time embedded in a distinctive local context.

Book Synopsis Critical Infrastructure Protection in Homeland Security by : Ted G. Lewis
Download or read book Critical Infrastructure Protection in Homeland Security written by Ted G. Lewis and published by John Wiley & Sons. This book was released on 2006-03-31 with total page 488 pages. Available in PDF, EPUB and Kindle. Book excerpt: A scientific approach to the new field of critical infrastructure protection This book offers a unique scientific approach to the new field of critical infrastructure protection: it uses network theory, optimization theory, and simulation software to analyze and understand how infrastructure sectors evolve, where they are vulnerable, and how they can best be protected. The author demonstrates that infrastructure sectors as diverse as water, power, energy, telecommunications, and the Internet have remarkably similar structures. This observation leads to a rigorous approach to vulnerability analysis in all of these sectors. The analyst can then decide the best way to allocate limited funds to minimize risk, regardless of industry sector. The key question addressed in this timely book is: What should be protected and how? The author proposes that the answer lies in allocating a nation's scarce resources to the most critical components of each infra-structure--the so-called critical nodes. Using network theory as a foundation, readers learn how to identifya small handful of critical nodes and then allocate resources to reduce or eliminate risk across the entire sector. A comprehensive set of electronic media is provided on a CD-ROM in the back of the book that supports in-class and self-tutored instruction. Students can copy these professionally produced audio-video lectures onto a PC (Microsoft Windows(r) and Apple Macintosh(r) compatible) for repeated viewing at their own pace. Another unique feature of the book is the open-source software for demonstrating concepts and streamlining the math needed for vulnerability analysis. Updates, as well as a discussion forum, are available from www.CHDS.us. This book is essential for all corporate, government agency, and military professionals tasked with assessingvulnerability and developing and implementing protection systems. In addition, the book is recommended for upper-level undergraduate and graduate students studying national security, computing, and other disciplines where infrastructure security is an issue.
