Book excerpt: Adopted in 2007, the UN Declaration on the Rights of Indigenous Peoples establishes self-determination--including free, prior, and informed consent--as a foundational right and principle. Self-determination, both individual and collective, is among the most important and pressing issues for Indigenous women worldwide. Yet Indigenous women's interests have been overlooked in the formulation of Indigenous self-government, and existing studies of Indigenous self-government largely ignore issues of gender. As such, the current literature on Indigenous governance conceals patriarchal structures and power that create barriers for women to resources and participation in Indigenous societies. Drawing on Indigenous and feminist political and legal theory--as well as extensive participant interviews in Canada, Greenland, and Scandinavia-- this book argues that the current rights discourse and focus on Indigenous-state relations is too limited in scope to convey the full meaning of "self-determination" for Indigenous peoples. The book conceptualizes self-determination as a foundational value informed by the norm of integrity and suggests that Indigenous self-determination cannot be achieved without restructuring all relations of domination nor can it be secured in the absence of gender justice. As a foundational value, self-determination seeks to restructure all relations of domination, not only hegemonic relations with the state. Importantly, it challenges the opposition between "self-determination" and "gender" created and maintained by international law, Indigenous political discourse, and Indigenous institutions. Restructuring relations of domination further entails examining the gender regimes present in existing Indigenous self-government institutions, interrogating the relationship between Indigenous self-determination and gender violence, and considering future visions of Indigenous self-determination, such as rematriation of Indigenous governance and an independent statehood.

War, from the Western perspective, is not a solitary endeavor. Partnerships of all types serve as a foundation for the projection of power and the employment of force. Waging War argues that these institutions of interstate violence—not just the technology, capability, and level of professionalism and training of armed forces—serve as ready mechanisms to employ force. However, these institutions are not always well designed, and do not always augment fighting effectiveness as they could. They sometimes serve as drags on state capacity. At the same time, the net benefit of having this web of partnerships, agreements, and alliances is remarkable. It makes rapid response to crisis possible, and facilitates countering threats wherever they emerge. This book lays out which institutional arrangements lubricate states' abilities to advance their agendas and prevail in wartime, and which components of institutional arrangements undermine effectiveness and cohesion, and increase costs to states. Book excerpt: According to conventional international relations theory, states or groups make war and, in doing so, kill and injure people that other states are charged with protecting. While it sees the perpetrators of violence as rational actors, it views those who are either protected or killed by this violence as mere bodies: ahistorical humans who breathe, suffer and die but have no particular political agency. In its rationalist variants, IR theory only sees bodies as inert objects. Constructivist theory argues that subjects are formed through social relations, but leaves the bodies of subjects outside of politics, as "brute facts." According to Wilcox, such limited thinking about bodies and violence is not just wrong, but also limits the capacity of IR to theorize the meaning of political violence. By contrast to rationalist and constructivist theory, feminist theory sees subjectivity and the body as inextricably linked. This book argues that IR needs to rethink its approach to bodies as having particular political meaning in their own right. For example, bodies both direct violent acts (violence in drone warfare, for example) and are constituted by practices that manage violence (for example, scrutiny of persons as bodies through biometric technologies and body scanners). The book also argues that violence is more than a strategic action of rational actors (as in rationalist theories) or a destructive violation of community laws and norms (as in liberal and constructivist theories). Because IR theorizes bodies as outside of politics, it cannot see how violence can be understood as a creative force for shaping the limits of how we understand ourselves as political subjects, as well as forming the boundaries of our political communities. By engaging with feminist theories of embodiment and violence, Bodies of Violence provides a more nuanced treatment of the nexus of bodies, subjects and violence than currently exists in the field of international relations.
