Book excerpt: For a long time now it has been common understanding that Africa played only a marginal role in the First World War. Its reduced theatre of operations appeared irrelevant to the strategic balance of the major powers. This volume is a contribution to the growing body of historical literature that explores the global and social history of the First World War. It questions the supposedly marginal role of Africa during the Great War with a special focus on Northeast Africa. In fact, between 1911 and 1924 a series of influential political and social upheavals took place in the vast expanse between Tripoli and Addis Ababa. The First World War was to profoundly change the local balance of power. This volume consists of fifteen chapters divided into three sections. The essays examine the social, political and operational course of the war and assess its consequences in a region straddling Africa and the Middle East. The relationship between local events and global processes is explored, together with the regional protagonists and their agency. Contrary to the myth still prevailing, the First World War did have both immediate and long-term effects on the region. This book highlights some of the significant aspects associated with it.

Through a system of accords with these newly independent African nations, based upon ties naturally formed over the colonial years, France has succeeded for three decades in preserving its position in African affairs. The course of Franco-African relations in the near future, though, is less than certain. In this book, Ambassador Francis Terry McNamara outlines France's acquisition and administration of its Black African empire and traces the former colonies' paths to independence. Drawing upon that background, the ambassador examines the structure of post-independence Franco-African relations and recent strains on those relations, especially African economic crises and the French tendency to focus on Europe. Because of those strains, he suggests, France alone may be unable to support its former dependencies much longer. He believes that long-term solutions to African problems will have to involve international organizations like the World Bank and International Monetary Fund as well as other nations such as the United States and France's European partners. -- From Foreword.

Book excerpt: According to current understanding, Malthus was hostile to an excess of population because it caused social sufferings, while Marx was favourable to demographic growth in so far as a large proletariat was a factor aggravating the contradictions of capitalism. This is unfortunately an oversimplification. Both raised the same crucial question: when considered as an economic variable, how does population fit into the analysis of economic growth? Even though they started from the same analytical standpoint, Marx established a very different diagnosis from that of Malthus and built a social doctrine no less divergent. The book also discusses the theoretical and doctrinal contribution of the liberal economists, writing at the onset of the industrial revolution in France (1840-1870), and those of their contemporary, Pierre-Joseph Proudhon, who shared with Marx the denunciation of the capitalist system. By paying careful attention to the social, economic, and political context, this book goes beyond the shortcomings of the classification between pro- and anti-populationism. It sheds new light over nineteenth century controversies over population in France, a case study for Europe.

Based on anthropological fieldwork carried out in a group of neighbourhoods in the periphery of Niamey, the study highlights the political dimensions of public service provision in a local arena where international development interventions and national plans meet local realities and where a wide range of actors and institutions, discourses, meanings, and practices are mobilized in the offering of and the regulation of access to public services. It focuses on the political, economic, and socio-cultural aspects of public service provision, too often hidden behind contemporary buzzwords of development such as community participation and decentralization that dominate global debates about education and healthcare in developing countries. The study brings forth the strategies of urban residents in dealing with daily challenges in the consolidation of service provision and in education and health-seeking trajectories. It shows that access to a satisfactory treatment of illness or a successful school career is premised on the ability to navigate on the medical and education markets, which are made up of a plurality of providers and of official and unofficial costs and transactions. Further, these public services engage different actors such as community committees, traditional chiefs, local associations, the municipality and elected municipal councillors, emergent leaders, NGOs, and international development aid. The study demonstrates that despite the uncertainty of state support in health and education provision and a widespread dissatisfaction with these public services, the image of the state as service provider is reproduced on a day by day basis through local efforts at securing public services.
