The derivation reported is done using perturbation theory and extends up to 4th order. Such beams, known as electron vortex beams, are theoretically able to transfer their orbital angular momenta to matter, causing the matter to rotate. Nanoparticles in an aqueous solution were observed with an electron vortex beam to detect the transfer of orbital angular momentum in a low-friction environment. Observing the transfer of orbital angular momentum to particles in solution is difficult due to the necessity of imaging the particles through a liquid and the random movement of particles in the solution. Thus, orbital angular momentum transfer to matter could not conclusively be observed in this environment. Initial data, observations, and a discussion of ways to eliminate particle movement, increase image quality, and reduce uncertainty of particle movement while observing orbital angular momentum transfer are discussed. Research was conducted in the Material Science Institute at the University of Oregon under the advisement of B. McMorran.

Indeed it is now pos sible to produce any charge state of any ion right up through 92 fully-stripped uranium (U +). Equally dramatic progress has been achieved in the energy range of the available ions. As an example, fully-stripped neon ions have been produced in useable quantities with kinetic energies ranging from a few ev to more than 20 Gev. Interest in the atomic physics of multicharged ions has grown apace. In the fusion program, the spectra of these ions is an im portant diagnostic tool. Moreover the presence of mu1ticharged ions presents a serious energy loss mechanism in fusion devices. This fact has motivated a program to study the collision mech anisms involved. In another area, mu1ticharged ions are present in the solar corona and the interstellar medium and knowledge of their collision properties and spectra is essential to understand ing the astrophysics. Other possible applications are to x-ray lasers and heavy ion inertial fusion. On a more fundamental level, new possibilities for testing quantum electrodynamics with mu1ti charged ions have emerged.

The "Centre National de la Recher che Scientifique" (France) gave also partial support to the French participants and the National Science Foundation (U. S . A. ) to the American participants. Over the last few years, substantial progress has been made in the experimental study of photon- or electron interactions with atoms. The accumulation of new results showed clearly it was necessary to introduce electron correlations in the theoretical models in order to explain the existence and the probability of a large number of processes, in particular multiple processes. Thus large progress has also been made in the theore tical description of the excitation of the electronic systems and their interactions. During this year of freedom from teaching and other duties he had the opportunity of conferring with physicists in many different countries on the recent developments in radiation theory. The comments seemed to be almost unanimous that a book on quantum electrodynamics at the present time would be of inestimable value to physicists in many parts of the world.
