This paper provides an empirical assessment of the influence of inflation expectations' anchoring on the persistence of inflation. We construct a novel index of inflation expectations' anchoring using survey-based inflation forecasts for 45 economies starting in 1989. We then study the response of consumer prices to terms-of-trade shocks for countries with flexible exchange rates. We find that these shocks have a significant and persistent effect on consumer price inflation when expectations are poorly anchored. By contrast, inflation reacts by less and returns quickly to its pre-shock level when expectations are strongly anchored.

The safe drinking water supply rate reached 52 percent nationally. In urban areas, the rate of access to private water main connections was 35 percent although it varied significantly from town to town. During the first year of implementation of the PRSP III, significant progress was made with actions targeting good governance and capacity-building in all areas of governance.

There is stark heterogeneity in the association of resource sector and overall growth outcomes, by commodity and degree of dependence. Over the long term, inter-sectoral growth dynamics have been more muted for NREs than other developing countries, especially at lower incomes. Despite productivity convergence in mining, as expected, productivity growth in manufacturing and services was generally lower in NREs. Exceptions are few, in East Asia and the CIS area which experienced broad-based productivity growth. NRE product exports are more concentrated and relatively less complex, though we find increasingly diversified service export baskets. Technological progress and specialization in trade in services may offer diversification options for the future.

The early phase of development approach which was at macro level targeting the mass of rural poverty since the poverty incidence was high. As the incidence of poverty has reduced remarkably, the development approach has separated from the poverty alleviation programmes. Development initiatives was more to provide basic urban infrastructure and facilities, to develop human resources through skill-training and improve level of education of the rural residents. In addition, rural development provides employment opportunities through decentralization of industrial sector to rural areas and fosters entrepreneurship activities. Meanwhile, the poverty alleviation programmes are tackled at micro level, that is more towards individual or a household level. The outbreak of COVID-19 pandemic alters the approach of rural development focusing on providing facilities, services and assistance to preserve the well-being of rural community, especially the low-income group.

Book excerpt: This book provides a unique study of the role of universities, as organisation systems, in the pursuit of the Europe 2020 strategy. While Europe 2020 focuses on creating the basis for the advancement and cohesion of the EU’s member states, it also has an important role in influencing the development strategies for potential candidate states. In this regard, the book examines two new member states – Slovenia and Croatia – and two potential EU candidate states – Serbia and Kosovo – in the Western Balkans. Based on these cases, the author argues that the operationalization of the Europe 2020 strategy depends to a great extent of the role and contribution of tertiary organisations such as educational institutions, i.e. public and private universities, and therefore requires the formulation of an economic development strategy at the national level that is capable of duly allocating the available financial resources. The study suggests that the paradigm shift represented by Europe 2020 has helped to forge a new academic identity, adding to the relevance of university organisations as fundamental agents for the promotion of economic development; in addition, it shows that an intensive learning process involving major structural changes is underway in the four countries discussed, as well as many other EU member states.
