Book excerpt: This volume contains the papers, along with the discussant's remarks, presented at a symposium on "Government Inefficiency" held at Diessen am Ammersee, Germany, on 22-25 July, 1980. In addition, the editor has included an introductory essay which tries to set forth the main background ideas that shaped the spirit of the con ference. Moreover, this article intends to give an overview and a basis of information about recent developments in the "theory of publi.c sector inefficiency". The meeting was mainly sponsored by the Stiftung Volkswagenwerk and the Bayrische Landeszentrale fiir Politische Bildungsarbeit. The publication of this volume was also granted by the Stiftung Volkswagenwerk and the Gesellschaft der Freunde der Universitat Augsburg. I am most grateful to these institutions for their efforts. The organization of the conference was handled through the staff of the Lehrstuhl fiir Finanzwissenschaft at the University of Augsburg, Germany. I am indebted to Klaus Norbert Munch, Lothar Semper and specifically to Brunhilde Doll, Peter Biene and Lothar Thiirmer for their cheerful and capable assistance. My thanks are also due to Brigitte Planer for her care in typing the manuscript. Last not least I wish to thank all who have helped to form the program of the conference with their critical ideas. I feel especially indebted to Karl W. Roskamp and, above all, to Wolfgang F. Stolper for his sympathetic cooperation in editing this volume.

Book excerpt: Transparency in government operations is widely regarded as an important precondition for macroeconomic fiscal sustainability, good governance, and overall fiscal rectitude. Notably, the Interim Committee, at its April and September 1996 meetings, stressed the need for greater fiscal transparency. Prompted by these concerns, this paper represents a first attempt to address many of the aspects of transparency in government operations. It provides an overview of major issues in fiscal transparency and examines the IMF's role in promoting transparency in government operations.

Given the current challenges facing governments and their programs, the oversight provided through auditing is more critical than ever. Government auditing provides the objective analysis and information needed to make the decisions necessary to help create a better future. The professional standards presented in this 2018 revision of Government Auditing Standards (known as the Yellow Book) provide a framework for performing high-quality audit work with competence, integrity, objectivity, and independence to provide accountability and to help improve government operations and services. These standards, commonly referred to as generally accepted government auditing standards (GAGAS), provide the foundation for government auditors to lead by example in the areas of independence, transparency, accountability, and quality through the audit process. This revision contains major changes from, and supersedes, the 2011 revision.

Book excerpt: Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers' Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.

The adverse effects of micronutrient deficiencies are profound and include premature death, poor health, blindness, growth stunting, mental retardation, learning disabilities, and low work capacity. Preventing Micronutrient Deficiencies provides a conceptual framework based on past experience that will allow funders to tailor programs to existing regional/country capabilities and to incorporate within these programs the capacity to address multiple strategies (i.e., supplementation/fortification/food-based approaches/public health measures) and multiple micronutrient deficiencies. The book does not offer recommendations on how to alleviate specific micronutrient deficienciesâ€"such recommendations are already available through the publications of diverse organizations, including the U.S. Agency for International Development, the Micronutrient Initiative, World Bank, United Nations Childrens' Fund, and the World Health Organization. Instead, this volume examines key elements in the design and implementation of micronutrient interventions, including such issues as: The importance of iron, vitamin A, and iodine to health. Populations at risk for micronutrient deficiency. Options for successful interventions and their cost. The feasibility of involving societal sectors in the planning and implementation of interventions. Characteristics of successful interventions. The book also contains three in-depth background papers that address the prevention of deficiencies of iron, vitamin A, and iodine.

This startling book contains proposals for ensuring that public health service programs are efficient and effective enough to deal not only with the topics of today, but also with those of tomorrow. In addition, the authors make recommendations for core functions in public health assessment, policy development, and service assurances, and identify the level of government--federal, state, and local--at which these functions would best be handled.

Available in PDF, EPUB and Kindle. Book excerpt: The Anatomy of Thatcherism explains how, for the first time in British history, a prime minister's name has become an 'Ism'—a symbol of a profound social change. Letwin argues that Thatcherism promoted a moral agenda rather than an economic doctrine or a political theory in order to achieve a fundamental realignment in British politics. She introduces a new term—"the vigorous virtues"—to describe what Thatcherites have aimed to cultivate in Individual Britons and In the country as a whole. Her definition of Thatcherism is supported by a detailed analysis of the principal Thatcherite policies and the grounds on which they were advocated and opposed, Inside and outside the Conservative Party. Without departing from a lucid and lively style or resorting to technical jargon. Dr. Letwin explains such innovations as schools opting out, budget holding by GPs, and the creation of the first ever competitive spot market in electricity. Just how did the Thatcherite administrations shape the reform of the unions? How is the Thatcherite attitude to the family connected with Thatcherite policies on schools? Why does mon-etarism appear—wrongly—to be at the heart of Thatcherism? The Anatomy of Thatcherism is a bold and searching book about how Britain changed between 1979 and 1992. It challenges many truisms about British politics, and Is indispensable reading both for those who believe in the future relevance of Thatcherism and for those who want to demolish it. And it will be of particular interest to those con-cerned with the history of British politics, as It shows how Thatcherism both arose out of, and confronted, trends that had per-meated Conservatism for the entire twentieth century.
