Book excerpt: The purpose of this analysis is to evaluate the potential of various energy resource and technology options in meeting national economic and social development goals for developing countries. The kinds of resource options of interest are the development of various indigenous conventional resources such as oil, oil shale, natural gas, coal, uranium, hydropower, or geothermal energy. Technology options would include, for example, advanced coal-combustion technologies, solar energy for water heating or crop drying, wind-driven irrigation pumps, and energy-efficient industrial processes. In general, there are two categories of options to be considered: those that correspond to the accelerated implementation of existing elements of the energy system (such as oil-fired electricity generation) and those that correspond to the introduction of a new technology (such as solar electricity). The various resource and technology options are analyzed with respect to a number of parameters of concern, or objective functions, or ''payoff functions.'' Among the most prominent of these are the following: total fuel demand and fuel mix; oil imports and exports; national social goals; total energy costs; balance of payments; labor and capital requirements; and environmental quality. The basic approach is described.

The resource options that are of interest are the development of indigenous resources. In general, two categories of options can be considered: those which correspond to the accelerated implementation of existing elements of the energy system and those which correspond to the introduction of a new technology, such as solar electricity. The various resource and technology options that must be analyzed with respect to a number of criteria or payoff functions are: total demand and fuel mix; reduction of oil consumption; national social goals; total energy costs; and environmental quality. First, a view is constructed of the energy implications of current national economic development plans. A consistent description of the future energy system of the country, under the assumption of current trends and policies is constructed for certain reference years in the future. The values of the payoff functions selected are then calculated for that reference case. The major resource and technology options are identified and the rates at which they can be implemented are determined. Finally, the impact on the various payoff functions of the implementation of each option is calculated. The basic element of the framework is the Reference Energy System, discussed in Secton 3. The energy policy analysis for Peru is used as a reference case. 11 references, 10 figures, 2 tables.

Agency for International Development. This program, held at Brookhaven National Laboratory (BNL) and the Institute for Energy Research, State University of New York at Stony Brook, is designed to train mid-career and senior government officials in developing countries in the techniques of energy policy analysis and planning, and covers, in addition to the material presented here, more detailed case studies in resource evaluation, pricing, conservation, financial analysis, and investment planning. Since its incep tion in 1978, some 220 individuals from 57 countries have attended the course. These notes have also been used in executive level seminars and in country training programs in the Sudan, the Dominican Republic, and the People's Republic of China. Attendance at the course is diverse, and typically includes planners, managers, engineers, and economists from energy planning agencies, ministries of finance and economic development, electric utilities, refineries and State Oil Companies, and specialized energy planning units for energy conservation and for regional cooperation. The monograph is designed not just as reading material to support lectures, but also as a general self-contained reference text for a very diverse audience: we have therefore included much introduc tory material. The presentation is focused on a discussion of the basic principles of systems analysis: and the case material has been specially designed to illustrate these principles.

Book excerpt: Over the past decade almost all developing countries have established energy planning activities in response to the grave problems that have arisen as a result of the drastic increase in energy prices, of the burden of energy related investment debt service, and of the problems of deforestation. Although the insti tutional and organizational responses are quite varied, it is largely engineers and economists who have been called upon to provide the necessary analytical capability to support policy decisions in the energy area. However, as evidenced by the recent participants in the Energy Management Training Program (EMTP), many of the analytical techniques now regarded as appropriate go beyond the usual background of those who are now assigned to such tasks. Indeed, this monograph is based on the material presented in the first ·part of the course, whose purpose is to bring the often diverse group to some common ground. Some of the material, such as Chapter 4 on the basics of energy pricing, is intended primarily for engineers. Other sections, such as Chapter 2 on energy balances, is primarily a vehicle for a discussion of the problems of units and differences in approach by different international bodies. The intent, then, is to provide in a single work a primer on a large number of different analytical tools.
