Repeatedly occurring food shortage has also forced some households to employ resilience erosive coping mechanisms such as selling reproductive assets. Such coping strategies have an important implication on the household,Äôs capacity to cope with the future food insecurity-related shocks, with a statistically significant relationship between the nature of coping strategies utilized in response to previous food insecurity-related shocks and the household,Äôs resilience to upcoming shocks. Coordinating crises management based on humanitarian intervention with households,Äô livelihood assets protection and resilience strengthening is the major policy implication of this study.

Book excerpt: COVID-19 risks rolling back many of the efforts and global successes recorded in reducing poverty and food insecurity. We undertake a systematic review of the growing microeconomic literature on the association between COVID-19 and food (in)security in Africa, discussing its implications for food policy and research. In doing so, we highlight some of the methodological weaknesses in answering policy-relevant questions on the causal link between COVID-19 and food insecurity. We also review the various coping strategies households are using to build resilience to COVID-19 and explore the role of social protection and other tools in mitigating some of the negative effects of COVID-19. This review provides evidence that COVID-19 is associated with food insecurity both ex-ante and ex-durante. There are many attempts to suggest this relationship may be causal with some robust methods in some contexts, but data limitations prevail which constrains causal learning. We also find evidence that income losses, loss of employment, and heightened food prices may be mediating the relationship between COVID-19 and food insecurity. Going further, we additionally review the mitigating role of social protection and remittances in reducing the negative effects of COVID-19 on food insecurity. Relatedly, we also show evidence that households are using various coping strategies such as food rationing and dietary change to cushion themselves against the COVID-19 shock but most of these measures remain adversely correlated with food insecurity. We end with a discussion on some potential interesting areas where future efforts can be geared to improve learning on the relationship between COVID-19, food insecurity, and building resilience to shocks.

Book excerpt: Resilience is often associated with multivalued and multi-faceted strategies, programs, and projects. After approximately 15 years of empirical evidence in the literature, few research questions remain unexplored and unanswered, especially with the recent occurrence of a global pandemic. In this paper, we are assessing whether there are few and consistently relevant elements that determine resilience capacity as well as investigating which shocks are most dramatically reducing resilience. We also investigate which coping strategies are most frequently adopted in the presence of shocks. Our results show that diversification of income sources, education, access to land, livestock, and agricultural inputs, are the main drivers of households’ resilience capacity. Moreover, the most prevailing shocks are found to be natural, health and livelihood-related shocks. In addition to this, we show that reducing the quantity and quality of food consumed, seeking an extra job, selling assets, taking credit, relying on relatives and social networks are the most adopted coping strategies. Finally, we found that coping strategies are able to mitigate the adverse effects of shocks on resilience capacity; however, they are not sufficient to offset their long-term negative consequences. Our conclusion is that adequate investments in resilience are conditional to a) engaging with activities that are broadly consistent across countries and b) fine-tuning the interventions based on context-specificity.

Although research works on the relationship between food security and violent conflict have steadily increased, it is still an emerging research theme among economists, political scientists, and development researchers to look at livelihood responses and food security in a volatile environment, especially in the Bamenda municipality of the Northwest Region of Cameroon which has been experiencing an ongoing arm conflict since 2017. The programme, which became operational in October 2019, is designed to foster peace and food security at scale through a multi-year livelihood- and resilience-based approach. The FNS-REPRO component in Sudan focuses on supporting the production and value chain of gum Arabic. In Sudan, the programme is implemented in the North and East Darfur states. The purpose of the study is to collect baseline values for identified project indicators, which will be tracked over time and used to establish the impact of the project. In addition, it identifies and documents lessons learned that will facilitate the continuous realignment of the current project’s theory of change and assist in defining and designing similar future food security projects in Sudan as well as in other parts of the world with similar contexts. This baseline provides characteristics of the gum Arabic production and gum Arabic-producing households in the project area. Among others, it was estimated that 23 percent of the households in the study area were involved in gum Arabic production, of which 90 percent were male-headed households. Strategies to facilitate the participation of female-headed households in this value chain are critical. Households involved in gum Arabic production had limited access to information on gum Arabic production and prices. Furthermore, the households in the area received little to no training on aspects of gum Arabic production. This calls for an evaluation and improvement of agricultural extension services for the gum Arabic producers, which will assist in streamlining good agricultural practices among gum Arabic farmers.

The baseline study was structured around the project indicators that can be measured at household level as well as indicators that will be used to estimate household resilience capacity. Estimation of the household resilience capacity is done using the FAO RIMA-II tool. Overall, the study employed a panel design with both intervention and comparison households. The current baseline survey focused on Sool and Sanaag regions. Data was collected from a total of 1 026 households, 816 treatment households and 210 control households. The survey was conducted in two phases – in the first phase data were collected from 655 households in February 2020, while in the second phase an additional 371 households were surveyed in October 2020.

Book excerpt: This paper combines pre-pandemic face-to-face survey data with follow up phone surveys collected in April-May 2020 to quantify the overall and differential impacts of COVID-19 on household food security, labor market participation and local food prices in Nigeria. We exploit spatial variation in exposure to COVID-19 related infections and lockdown measures along with temporal differences in our outcomes of interest using a difference-in-difference approach. We find that those households exposed to higher COVID-19 cases or mobility lockdowns experience a significant increase in measures of food insecurity. Examining possible transmission channels for this effect, we find that COVID-19 significantly reduces labor market participation and increases food prices. We find that impacts differ by economic activities and households. For instance, lockdown measures increased households' experience of food insecurity by 12 percentage points and reduced the probability of participation in non-farm business activities by 13 percentage points. These lockdown measures have smaller impacts on wage-related activities and farming activities. In terms of food security, households relying on non-farm businesses, poorer households, those with school-aged children, and those living in remote and conflicted-affected zones have experienced relatively larger deteriorations in food insecurity. These findings can help inform immediate and medium-term policy responses, including social protection policies aiming at ameliorating the impacts of the pandemic, as well as guide targeting strategies of governments and international donor agencies by identifying the most impacted sub-populations.
