Book excerpt: Effects of underwater noise on marine mammals during the piling of foundations for offshore wind farms (platforms and wind turbines) are currently estimated on the basis of exceeding threshold values for the exposure of the animals to underwater noise. This is done through the Ecology and Cumulation Framework (KEC).This study, commissioned by the Wozep program of Rijkswaterstaat, provides more insight into the response of harbour porpoises to pile-driving noise and into the relationship between pile-driving noise and the behavioural response. Based on the data from acoustic monitoring during the construction of the Borssele wind farms in 2019 and 2020 and during the construction of the Gemini wind farms in 2015, it was investigated which acoustic metric (weighted or not weighted for the various species-specific frequency-dependent hearing sensitivity) best explains behavioural changes in the harbour porpoise. Statistical analysis of the detection of porpoise echolocation sounds (porpoise positive minutes measured by CPOD equipment) as a function of the distance from the pile, shows that porpoises are detected less often during pile driving at distances of at least 7 km near Borssele, where the pile-driving noise had to remain within a noise limit, and up to at least 15 km at Gemini, where no noise limit was yet applicable. These distances are considerably smaller than calculated (50% probabilityof disturbance at a distance of approximately 30 km) based on the current KEC methodology.The analysis of the detection of harbour porpoise echolocation sounds as a functionof unweighted and weighted single strike sound exposure level of the piling hits (SELSS) shows various threshold values above which harbour porpoises are detected less often. Due to the applied mitigation measures and masking by ambient noise, it was not possible to determine the SELSS values at Borssele over the same frequency bandwidth as at Gemini. Therefore, the dose-effect relationships are not comparable. The logical assumption that a measure weighted for the hearing sensitivity of animals gives a better prediction for the behavioural response than an unweighted measure is not immediately confirmed by the analysis of the measurement data from the Borssele and Gemini projects.The study also shows that there are problems with the practical implementation of frequency-weighted SELSS, due to the uncertainty in both modelling and measurement of the high-frequency components of pile-driving noise, where ambient noise masks high-frequency pile-driving noise.The measurements at Borssele, where pile-driving noise has been mitigated and where busy shipping results in a high level of background noise, show that it is not always clear whether pile-driving noise is the main source of disturbance.The analysis of the detection of harbor porpoise echolocation sounds as a function ofthe unweighted and weighted sound level (SPL) of the underwater sound at Borssele and Gemini shows a clear shows a clear decrease in detections with increasing SPL values. That suggests that SPL may be a more complete measure for predicting behavioral response than SELSS. However, predicting the total SPL as a result ofall sources requires more information and models than are available, which means that this measure is not yet directly applicable for effect studies.

However, there is uncertainty over the impacts on porpoises when in different habitats or when exposed to different construction methods. Construction of the Beatrice Offshore Wind Farm (BOWL) site in the North East of Scotland began on 2nd April 2017. From April to December 2017 344 piles were driven into the seabed as foundations for 84 turbine jackets and two Offshore Tranformer Modules. This study aims to assess the responses of harbour porpoises to pile driving in the Moray Firth for the first phase of construction (April to May 2017). A Before-After Control-Impact (BACI) monitoring programme was designed using deployments of passive acoustic monitoring (C-PODs) in two 25km x 25km blocks, one impact and one control block. Changes in harbour porpoise occurrence (Detection Positive Hours, DPH) were investigated during this phase. Results showed that porpoise detections were reduced by 66.7% in the impact block and 25.7% in the control block between the 'before' and 'during' periods. There was a significant difference between the impact and control block, with a higher overall detection of porpoises in the control block throughout the first phase of construction. Baseline data from previous years show that seasonal trends also dominated porpoise occurrence, even during pile driving. At a finer temporal scale, on the first day of piling the occurrence of harbour porpoises increased as distance from the piling source increased. This suggests that harbour porpoises may have displayed a short-term displacement response close to the construction site. Further studies suggest that harbour porpoise did respond to vessels in the construction site. Thus, results highlight the importance of monitoring harbour porpoises during the increasing number of offshore developments in British Waters.

High intensity sound can cause injury or behavioral changes in marine mammals and may also affect fish and invertebrates. These noise effects are, however, highly dependent on the individual marine animals; the intensity, frequency, and duration of the sound; and context in which the sound is received. In other words, production of sound is a necessary, but not sufficient, condition for an environmental impact. At a workshop on the environmental effects of tidal energy development, experts identified sound produced by turbines as an area of potentially significant impact, but also high uncertainty. The overall objectives of this project are to improve our understanding of the potential acoustic effects of tidal turbines by: (1) Characterizing sources of existing underwater noise; (2) Assessing the effectiveness of monitoring technologies to characterize underwater noise and marine mammal responsiveness to noise; (3) Evaluating the sound profile of an operating tidal turbine; and (4) Studying the effect of turbine sound on surrogate species in a laboratory environment. This study focuses on a specific case study for tidal energy development in Admiralty Inlet, Puget Sound, Washington (USA), but the methodologies and results are applicable to other turbine technologies and geographic locations. The project succeeded in achieving the above objectives and, in doing so, substantially contributed to the body of knowledge around the acoustic effects of tidal energy development in several ways: (1) Through collection of data from Admiralty Inlet, established the sources of sound generated by strong currents (mobilizations of sediment and gravel) and determined that low-frequency sound recorded during periods of strong currents is non-propagating pseudo-sound. This helped to advance the debate within the marine and hydrokinetics acoustic community as to whether strong currents produce propagating sound. (2) Analyzed data collected from a tidal turbine operating at the European Marine Energy Center to develop a profile of turbine sound and developed a framework to evaluate the acoustic effects of deploying similar devices in other locations. This framework has been applied to Public Utility District No. 1 of Snohomish Country's demonstration project in Admiralty Inlet to inform postinstallation acoustic and marine mammal monitoring plans. (3) Demonstrated passive acoustic techniques to characterize the ambient noise environment at tidal energy sites (fixed, long-term observations recommended) and characterize the sound from anthropogenic sources (drifting, short-term observations recommended). (4) Demonstrated the utility and limitations of instrumentation, including bottom mounted instrumentation packages, infrared cameras, and vessel monitoring systems. In doing so, also demonstrated how this type of comprehensive information is needed to interpret observations from each instrument (e.g., hydrophone data can be combined with vessel tracking data to evaluate the contribution of vessel sound to ambient noise). (5) Conducted a study that suggests harbor porpoise in Admiralty Inlet may be habituated to high levels of ambient noise due to omnipresent vessel traffic. The inability to detect behavioral changes associated with a high intensity source of opportunity (passenger ferry) has informed the approach for post-installation marine mammal monitoring. (6) Conducted laboratory exposure experiments of juvenile Chinook salmon and showed that exposure to a worse than worst case acoustic dose of turbine sound does not result in changes to hearing thresholds or biologically significant tissue damage.
