Available in PDF, EPUB and Kindle. Book excerpt: In January, 1983, MATHTECH began an analysis of Navy Industrial Fund (NIF) Operating Support Costs for Naval Shipyards. Early in our discussions with Navy personnel, we learned that the shipyards were losing money. This study focuses on the concern regarding excessive cost growth, particularly overhead costs. For each of the eight shipyards, we analyzed the relationships and trends of direct and indirect costs and labor hours between FY79 and FY82. The Shipyard Financial and Operating (F & O) statements provide extensive data on overhead costs and were our primary data source. We began our analysis by examining shipyard cost composition and growth and found that most of the cost increases were attributable to labor increases. Then we discuss labor hour findings and review some workload indicators. The behavior of shipyard costs follows, and observations and conclusions are presented. More detailed explanations of labor hour and cost growth are addressed.

The analysis was limited to privately owned shipyards in the United States and other selected countries and was only concerned with that portion of the work carried out in the shipyard (i.e., it did not consider Government-furnished equipment). The report identifies three ways in which the procurement cost of US naval ships could be reduced. First, research indicated that between 1951 and 1965 the US Navy could have aggregated its ship purchasing so as to realize fully those cost reductions typically associated with volume procurement. Second, the US naval shipbuilding industry could have exhibited more efficiency than it did given US factor costs. Third, the US Navy could purchase ships from selected foreign shipbuilders at reduced cost. (Author).

Book excerpt: This volume is the proceedings of the Symposium entitled, "Work, Organizations and Technological Change" which was held in Garmisch-Partenkirchen, West Germany, 14-19 June 1981. The meeting was sponsored by the Special Panel on Systems Sciences of the NATO Scientific Affairs Division. In proposing this meeting the Symposium Directors built upon several preceding NATO conferences in the general area of personnel systems, manpower modelling, and organization. The most recent NATO Conference, entitled "Manpower Planning and Organization Design," was held in Stresa, Italy in 1977. That meeting was organized to foster research on the interrelationships between programmatic approaches to personnel planning within organizations and behavioral science approachs to organization design. From that context of corporate planning the total internal organizational perspective was the MACRO view, and the selection, assignment, care and feeding of the people was the MICRO view. Conceptually, this meant that an integrated approach was needed if all the dimensions of such problems within private and public organizations were to corne out correctly.
