Book excerpt: Using manufacturing and services firm-level data for 30 sub-Saharan African (SSA) countries, this paper shows that taxation is not a significant driver for the location of foreign firms in SSA, while other investment climate factors, such as infrastructure, human capital, and insitutions, are. By analyzing disaggregate FDI data, the paper establishes that, while there is considerable contrast in behavior between vertical FDI (foreign firms producing for export) and horizontal FDI (foreign firms producing for local markets), taxation is not a key determinant for either type of FDI. Horizontal FDI is attracted to areas with higher trade regulations, highlighting interest in protected markets. Furthermore, horizontal FDI is affected more by financing and human capital constraints, and less by infrastructure and institutional constraints, than is vertical FDI.

This volume addresses a curiously neglected area of policy analysis--the impact of rich countries' policies on the global poor. Four-fifths of the world's people subsist on one-fifth of the world's income. One-fifth live in abject poverty, on less than one dollar a day. The main responsibility for reducing poverty reduction naturally rests with developing countries. But globalization means that rich countries must also play their part.Industrialized countries dominate global environmental management through the heavy ecological footprint of their production and consumption patterns. In the context of economic globalization and vertical specialization, increasing the quality of export products is more critical and necessary to export success and sustainable development. The product's quality is inextricably linked to its manufacture and production, which need various types of energy and raw materials. Meanwhile, the adoption of more environmentally friendly and cleaner energy sources contributes to the achievement of sustainable production. Therefore, product quality may provide a new perspective from which to investigate the systematic relationship between greener and renewable energy sources, sustainable production and environmental regulations, as well as the nature of export competitiveness. Generally, export product quality has referred to the quality of manufactured products within the product lines. Quality refers to the relative price of a country's varieties within their respective product lines. Product sophistication assesses the composition of the aggregate exports. Different varieties of same product as per quality level are being produced by several developing and emerging economies. Within any given product line, quality converges both conditionally and unconditionally to the world's benchmark; increases in institutional quality and human capital are associated with faster quality upgrading. In turn, faster growth in quality is associated with more rapid output growth.

Yet both climate and trade agendas have evolved largely independently through the years, despite their mutually supporting objectives. Since global emission goals and global trade objectives are shared policy objectives of most countries, and nearly all of the World Bank's clients, it makes sense to consider the two sets of objectives together. This book is one of the first comprehensive attempts to look at the synergies between climate change and trade objectives from economic, legal, and institutional perspectives.
