Book excerpt: The Baltic States are in the process of reorganization, moving from a centrally planned economy towards market liberalization. The closure of Unit 1 of the Ignalina Nuclear Power Plant in 2004 and the scheduled shutdown of Unit 2 in 2009 in accordance with the EU accession agreement raise crucial supply security questions not only for Lithuania but for the region as a whole. This study provided the opportunity to analyze the economic competitiveness and energy security aspects of a wide range of energy supply options including the construction of a new nuclear power plant.--Publisher's description.

Available in PDF, EPUB and Kindle. Book excerpt: Baltic Energy Technology Scenarios 2018 (BENTE) is a scenario-based energy system analysis that explores the changes in the Baltic countries’ energy systems. What are the drivers and their impacts in the following decades? What would be required for the Baltic countries to meet their climate and energy targets in 2030, and what development would lead the Baltics towards a 2°C pathway? The report finds that the Baltic countries’ proposed renewable energy (RE) targets can be achieved using domestic resources. More renewable energy (electricity, heat and fuels) lets energy demanding sectors reduce GHG emissions and increase the RE share. However, the Baltic countries still do not reach their Effort Sharing Sector’s 2030 targets in the 4°C Scenario (4DS). Without policies to stimulate local renewable energy generation, the Baltics are likely to become large net importers of electricity.

Available in PDF, EPUB and Kindle. Book excerpt: The product of more than twenty years of research, first-person observations, discussions, and policy analyses, Nation-Building in the Baltic States: Transforming Governance, Social Welfare, and Security in Northern Europe explores the characteristics of the Baltic states as positioned in the northeast corridor in terms of military strife and polity development such as democratization. It details governments' efforts to abet transparency and trust by way of developing new public and private institutions for advancements like innovation and private wealth creation. The book examines the effects of various factors of economic and social adjustments in Estonia, Latvia, and Lithuania. The authors explore the opportunities and problems that have shaped the region’s progress in the process of rebuilding democratic institutions and nation states after regaining their independence. They then describe the region’s progress in laying the critical internal foundation necessary for maintaining their political independence. The book also reviews the progress made in strengthening what the authors believe are key social functions of government in what the EU describes as its social market system: the provision of social welfare services that meets the needs of all. The book concludes with a realistic picture of future hurdles for this region, looking at lingering challenges and regional instabilities, policy mistakes not to be made again, and recommendations for national planning and resource management. Going beyond a massive, single explanation of recent Baltic developments, the book provides a broad picture of development of social and political trends and insights with separate evaluations of issues in the process of national transformation. It provides a foundation examining the forces that will shape the future of the Baltic states.

Available in PDF, EPUB and Kindle. Book excerpt: This book demonstrates that the much-needed global shift in energy production and use must happen at a territorial level in order to be truly successful and sustainable. This book enables regional implementation efforts by connecting broad EU environmental policies with plans for action at the territorial level, analysing efficient resource allocation and cost effectiveness to achieve national objectives. Each EU Member State is considered in depth, in order to identify the opportunities and challenges of this regional approach. The regional dimension of the authors’ analysis refers to the territorial level NUTS 1 (Nomenclature of Territorial Units for Statistics) that, starting from the administrative borders of the EU countries, divides the territory into 97 regions on the basis of major socio-economic characteristics. Because the model of the EU "green economy" is characterized typically by top-down interventions that focus exclusively on the resource productivity and investment business, its practical implementation can be de-railed. This book provides the pivotal missing piece- the detailed territorial comparative analysis necessary to obtain an optimal energy mix of renewable energy sources (RES), energy conservation and energy efficiency characteristics of each specific local context.

Available in PDF, EPUB and Kindle. Book excerpt: Over the last decade, many IEA member countries have opened their energy markets to competition, with governments progressively withdrawing from direct management of the gas sector and focusing on establishing objectives and competition frameworks. With the continued growth of gas demand and the decline of domestic reserves, most IEA countries will need to import more gas, mainly for power generation, which will require access to gas reserves at competitive conditions, as well as timely investment in new infrastructure to ensure a reliable gas supply. This publication, part of a series on energy market reforms, examines recent developments in security of gas supply and reliability in all IEA regions, in the light of these new demand and supply trends. It includes a CD-ROM containing the views of the main stakeholders (governments, regulators, industry, customers and other organisations) involved.

Available in PDF, EPUB and Kindle. Book excerpt: World energy demand is surging. Oil, coal and natural gas still meet most global energy needs, creating serious implications for the environment. One result is that CO 2 emissions, the principal cause of global warming, are rising. This study underlines the close link between efforts to ensure energy security and those to mitigate climate change. Decisions on one side affect the other. The book presents a framework to assess interactions between energy security and climate change policies, combining qualitative and quantitative analyses. The quantitative analysis is based on the development of energy security indicators, tracking the evolution of policy concerns linked to energy resource concentration. The indicators are applied to a reference scenario and CO 2 policy cases for five case-study countries: The Czech Republic, France, Italy, the Netherlands, and the United Kingdom.. -->

This book was released on 2016 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Assessing nuclear energy transition scenarios requires appropriate modelling tools. The IAEA tool Model for Energy Supply System Alternatives and their General Environmental Impacts (MESSAGE) is described in this publication. The tool simulates the development of a complete energy system and provides a convenient platform for modelling and analysing nuclear energy systems (NES), as it can efficiently model nuclear technologies with their specific features. Among other things, the tool can help produce a description of an entire NES with time dependent parameters for long-term planning; confirm the feasibility of a NES through correlation and consistency of all NES components, taking into account all constraints and boundary conditions imposed on the system; balance fissile material in a close fuel cycle and determine fuel cycle requirements. In addition, it assists the user in the choice of alternatives by comparison of different options relating to fuel requirements and volume and toxicity of waste. The publication provides a detailed guidance on how to build mathematical models representing complex nuclear energy systems within the framework of the MESSAGE tool.
