Book excerpt: Ce travail s'inscrit dans le cadre du Projet ACCEPT portant sur l'évaluation des services d'information électroniques mené à la Haute école de gestion de Genève entre 2009 et 2011. Le travail est mandaté par la Direction de l'information scientifique de l'Université de Genève. Son objectif principal est de concevoir un outil permettant d'évaluer l'utilité des bases de données documentaires numériques. Il s'agit ensuite de tester l'outil élaboré sur plusieurs bases de données commerciales (payantes) et en Open Access afin de pouvoir éprouver son bon fonctionnement et de procéder à une analyse comparative entre sources d'information payantes et en Open Access. Le but est d'essayer de comparer les écarts de qualité entre ces deux types de sources d'information. Cette méthodologie peut permettre d'évaluer s'il vaut la peine d'inclure des ressources particulières en Open Access aux collections électroniques " classiques " des bibliothèques de l'Université de Genève. L'outil en question était tout d'abord imaginé sous la forme d'une grille d'indicateurs. Cette série d'indicateurs, ou critères, devait permettre d'évaluer systématiquement une base de données du point de vue des professionnels de l'information, par exemple au moyen d'un système de notation. Une fois cet outil élaboré, il devait servir à évaluer une dizaines de bases de données afin de tester sa validité. Cependant, la collecte d'information effectuée durant ce travail a démontré que l'évaluation de l'utilité d'un système est à effectuer par les usagers, et non par les administrateurs du système ou professionnels de l'information. La forme de l'outil a donc dû être repensée. Il en est résulté la création d'un questionnaire d'évaluation à faire remplir par les utilisateurs des ressources électroniques, dans ce cas présent des usagers internes à l'Université de Genève. Rather than tax their richer subjects directly, French kings preferred to sell them privileged public offices, which further payments allowed them to sell or bequeath at will. By the eighteenthcentury there were 70,000 venal offices, comprising the entire judiciary, most of the legal profession, officers in the army, and a wide range of other professions - from financiers handling the king's revenues down to auctioneers and even wigmakers.
