Book excerpt: RESUMEN Uno de los actuales retos sociales, no sólo de Colombia, si no de la comunidad mundial, es el bienestar y mejora de la condiciones de vida de todos los habitantes del planeta. Aunque suene ambicioso, esta tesis quiere contribuir a la mejora de las condiciones de vida de aquellas comunidades que se encuentran en el abandono y la pobreza absoluta. Colombia, país suramericano con una población de 42 millones de habitantes aproximadamente, presenta un alto déficit de vivienda económica en la mayor parte de su territorio. La construcción de casas de autoconstrucción e informales degrada aún más el problema social de la vivienda y no aporta soluciones apropiadas que dignifiquen la vida del ser humano. En la mayoría de las ocasiones, la vivienda informal de bajo costo carece de condiciones de calidad; ésta se suele construir en zonas marginales, sin acceso adecuado a los servicios básicos de agua y energía. Además, y no en pocos casos, su construcción se hace en zonas donde las amenazas naturales son considerables, en particular las que proceden de fenómenos sísmicos y geológicos. Este tipo de viviendas, también, en algunos casos se construyen sin considerar normativas sismo resistentes y sin especificaciones técnicas adecuadas, lo que las hace inseguras y de escasa confiabilidad. Todo ello repercute en un incremento del riesgo sísmico debido a la vulnerabilidad de estas precarias construcciones. No abundan estudios ni se realizan investigaciones que busquen soluciones idóneas, con materiales autóctonos de bajo costo, con tecnologías sostenibles, que doten a estos habitáculos de un buen desempeño estructural. En consecuencia, la creciente demanda de vivienda de bajo costo y la escasez de oferta en esta franja del mercado de la construcción promueven el crecimiento de ciudades con barrios de tugurios. Colombia es uno de los países de Hispanoamérica donde la pobreza, la densidad de población, la cercanía de entornos edificados a sistemas de fallas activas, las precar.

Book excerpt: RESUMEN El presente trabajo se dedica al estudio de la vulnerabilidad y riesgo sísmico de las edificaciones esenciales. Se destaca la relevante función que desempeñan en la atención y gestión de la emergencia debido a sismos y la necesidad de crear un cuerpo de prescripciones específicas que permita adecuar las edificaciones existentes y construir las nuevas con requisitos compatibles a su nivel de importancia. Una revisión de los antecedentes y del estado del arte revela un balance negativo en el comportamiento sísmico de las edificaciones esenciales, inclusive ante la acción de sismos moderados, destacándose: (i) la insuficiencia de las metodologías adoptadas en los códigos sísmicos vigentes para proteger este tipo de edificaciones, (ii) la necesidad de abordar su evaluación desde un punto de vista global que considere la vulnerabilidad física (estructural y no estructural) y la vulnerabilidad funcional y (iii) la importancia de considerar la interacción entre los diferentes elementos que conforman un sistema esencial, con otros sistemas y líneas vitales. Esta interacción constituye el fundamento del llamado enfoque sistémico. Se propone una estrategia general de evaluación de la vulnerabilidad sísmica de los sistemas esenciales basado en el enfoque sistémico. Esta estrategia persigue racionalizar la toma de decisiones por vía de aproximaciones sucesivas, jerarquizando las necesidades de realizar estudios más refinados que justifiquen las medidas de intervención. En este sentido, para calificar la capacidad de respuesta de estas edificaciones es conveniente utilizar los conceptos del diseño basado en el desempeño sísmico. Sobre esta base se desarrolla un modelo simplificado para la evaluación de la respuesta sísmica del sistema sanitario regional como paradigma de edificios y sistemas esenciales en caso de desastre. El modelo permite la calificación del desempeño global del sistema sanitario y de cada uno de los hospitales que le integran en base a factores de res.
