The term has a variety of meanings in different sociocultural and political contexts, including “self-strength, control, self-power, self-reliance, own choice, life of dignity in accordance with one’s values, capable of fighting for one’s rights, independence, own decision making, being free, awakening, and capability” (The World Bank, 2002, p. 10). However, the World Bank report observed that most definitions focus on issues of “gaining power and control over decisions and resources that determine the quality of one’s life” (p. 10). This interpretation of empowerment provides a useful starting point for the development of the series of interconnected arguments explored here. Establishment of the basis for understanding, identifying and developing strategies through education necessary for individuals to be able to make choices that inf- ence the quality of their lives is the main aim of this book. There are a number of assumptions and boundaries that frame this analysis. First, the book focuses on “agents”; however, empowerment is often conceptualised in terms of relationships between agency and structure (e. g. , Alsop, Bertelsen, & H- land, 2006). Agency could be defined as “an actor’s or group’s ability to make purposeful choices – that is, the actor is able to envisage and purposively choose options” (p. 11).

Book excerpt: This book deals with the challenges posed by the transformation of society towards much-needed sustainability. Especially, it deals with the local features of this change, but seen in a global context. The two cases examined - the municipalities of Linköping and Åtvidaberg - are Swedish, but the problems of how to relate locally to a globalized world are common today. The cases have been deliberately chosen to expose alternative types of choices for the local communities involved. Large Linköping is, historically, a nodal city of importance in the national grid of regional centres, one that relates to the nation state and represents officialdom. Small Åtvidaberg developed in the context of its forest region setting and metallurgy, and today operates directly to wider markets, while still emphasising its very local identity. The fact that these municipalities border each other provides a similar regional context, and differences between them may then not be entirely confused by a debate on drastically different geographical settings.

Book excerpt: This is a very welcome volume, and it will reach a large audience and readership among those involved in these issues from a truly multidisciplinary perspective; in essence, a much needed book! Erik Bonsdorff, professor of marine biology at bo Akademi University, Finland This timely volume provides a thorough account of how the highly advanced industrial societies seek to govern and manage the Baltic Sea. The way they proceed, and the degree to which they succeed, provide valuable lessons for riparian states seeking to avoid tragedies of their commons. Lennart J. Lundqvist, professor of environmental policy and administration, University of Gothenburg, Sweden How is a natural common pool resource such as a sea, which is shared by several countries, best governed? The potential for international conflict is immense, as each country may have different agendas with regard to issues such as exploitation and environmental protection. This book uses a case study of the Baltic Sea Region to examine this complex problem. The sea itself has been highly vulnerable to pollution and recently the bordering nations have begun to change their mode of cooperation to tackle this issue by establishing several new forums to manage the sea. Administrative and political structures developed in the region are reviewed and shown to provide a model that could be applied to other seas and natural resource systems elsewhere in the world.

Available in PDF, EPUB and Kindle. Book excerpt: Thorvald Stoltenberg Ambassador Chairman of the Editorial Advisory Board A.5 the second volume of the this yearbook goes to press, Europe faces new and to some degree unexpected dangers of political and ideological division. It is a frightening realisation that not even ten years after the fall of the Berlin Wall, the subsequent dissolution of the Soviet Empire and the democratisation and economic transformation of most of the old Soviet-dominated Central and Eastern Europe, fissures have appeared that threaten to undo some of what has been accomplished in terms of East-West rapprochement. The immediate crisis over Kosovo may well have been resolved by the time this is being read. However, it is hard to escape a foreboding that some of the mutual ill will between Russia and the Western powers that has surfaced in the wake of that conflict may linger for years to come. It is therefore imperative that Russia and the Western powers sit down to discuss what can be done to avoid similar conflicts in the future and how to overcome mutual recriminations so that they do not harden into new political front lines between East and West in Europe. The recent developments make the promotion of integration in the NEBI area even more urgent. So far this process has been based on two equally impor tant platforms: economic integration and political integration, including mea sures to dismantle old conflict potentials.

Book excerpt: The current focus on sustainable development opens up debates surrounding our relationship with the natural world, about what constitutes social progress and about the character of development, both in the Global North and the Global South. The promotion of sustainable futures is taking on a new urgency in the context of climate change and biodiversity loss. This concise and accessible text explores how the international community is responding to the challenge of sustainable development. It also investigates the prospect for, and barriers to, the promotion of sustainable development in high-consumption societies of the industrialised world, from the USA and the EU to the economies of transition in Eastern and Southern Asia. In Sustainable Development Baker considers the global impact of China’s industrial boom as well as how Chinese investments are shaping the prospects for sustainable development on the African continent. This global coverage is balanced by investigating how local action, ranging from the transition towns movement in the UK to the Green Belt movement in Kenya, can contribute to the pursuit of sustainable development. The second edition has been extensively revised and updated and benefits from the addition of three new chapters: sustainable development in China; the governance of sustainable development; and sustainable production and consumption. Climate change and biodiversity management have also been expanded into full chapters. Providing an up-to-date and comprehensive treatment of the issues surrounding the promotion of sustainable development, this unique, internationally-focused book combines a strong conceptual analysis with wide ranging empirical focus and a wealth of case material. Including summary points and suggestions for further reading, as well as web resources and an extensive bibliography, it is ideal for students, scholars and researchers in the fields of environmental sciences, politics, geography, sociology and development studies.

Book excerpt: The development of civil society has varied greatly across the former Soviet Union. The Baltic states have achieved a high level of integration with the West and European Union membership, while some regions in Russia lag far behind. Now for the first time there is a comparative study of civil society and democratization across post-Soviet national borders. Acknowledging the enormous variation throughout the region, the book offers unique data on developments in Russia, Estonia, Latvia and Lithuania. Applying an innovative analytical framework derived from theories of democratization, civil society, social movements and transnational relations, the researchers have formulated broader comparisons and generalisations without neglecting the specific post-Soviet context. The book provides a systematic comparison across sectors as well as nations, and includes chapters on NGOs, the state and conflict, and transnationalisation. Quantitative survey data is combined with qualitative interviews and case study research to both confirm previous findings about the weakness of post-communist civil society and to qualify previous research.
