Book excerpt: This book analyses China’s multidimensional rise in the context of the international political economy, drawing on Susan Strange’s concept of "structural power." Examining the sources of Chinese power along with its geopolitical, economic, and cultural reflections, the authors consider how China’s rise is linked with the incremental process of multipolarization in world politics. Providing a systematic, analytical, and empirically rich account of China's surge in the international political economy, this study will appeal to scholars, policy-makers, and students with interests in China studies, international political economy, and international relations.

Book excerpt: This book aims to identify promising future developmental opportunities and applications for Tech Mining. Specifically, the enclosed contributions will pursue three converging themes: The increasing availability of electronic text data resources relating to Science, Technology and Innovation (ST&I). The multiple methods that are able to treat this data effectively and incorporate means to tap into human expertise and interests. Translating those analyses to provide useful intelligence on likely future developments of particular emerging S&T targets. Tech Mining can be defined as text analyses of ST&I information resources to generate Competitive Technical Intelligence (CTI). It combines bibliometrics and advanced text analytic, drawing on specialized knowledge pertaining to ST&I. Tech Mining may also be viewed as a special form of “Big Data” analytics because it searches on a target emerging technology (or key organization) of interest in global databases. One then downloads, typically, thousands of field-structured text records (usually abstracts), and analyses those for useful CTI. Forecasting Innovation Pathways (FIP) is a methodology drawing on Tech Mining plus additional steps to elicit stakeholder and expert knowledge to link recent ST&I activity to likely future development. A decade ago, we demeaned Management of Technology (MOT) as somewhat self-satisfied and ignorant. Most technology managers relied overwhelmingly on casual human judgment, largely oblivious of the potential of empirical analyses to inform R&D management and science policy. CTI, Tech Mining, and FIP are changing that. The accumulation of Tech Mining research over the past decade offers a rich resource of means to get at emerging technology developments and organizational networks to date. Efforts to bridge from those recent histories of development to project likely FIP, however, prove considerably harder. One focus of this volume is to extend the repertoire of information resources; that will enrich FIP. Featuring cases of novel approaches and applications of Tech Mining and FIP, this volume will present frontier advances in ST&I text analytics that will be of interest to students, researchers, practitioners, scholars and policy makers in the fields of R&D planning, technology management, science policy and innovation strategy.

Book excerpt: In twenty years, China's expenditures for research and development will surpass those of the United States, a trend that epitomizes nationalistic ambitions to regain intellectual prestige for a country that had once invented paper and gunpowder. Tens of billions of dollars have been poured into a new technology superstructure as China seeks to transform its economy from a crippling reliance on manufacturing outsourcing. Cloud computing represents a dynamic foundation for the new superstructure that can foster the growth of a socio-capitalistic ecosystem, creating a new class of green exports in the form of highly sophisticated software and services. With Cloud computing, China is seeking to establish a new Silk Road, where its cultural products will once again change the world.

Focusing on the general requirements for high-quality development, it reviews the evolution of the global and Chinese steel industries with regard to reduction, innovation, and transformation. It also summarizes industrial development law from a transfer route perspective, analyzes major challenges and opportunities for the steel industry in the new era, and proposes strategic orientation and implementation measures for the future development of the steel industry. The book contends that high-quality development of the steel industry must be driven by innovation, and it is essential to promote integrated development based on several aspects – greenness, coordination, quality, standardization, differentiation, service, intelligence, diversification, and internationalization – in order to reshape the industrial value chain and continuously improve industrial competitiveness. This concept is essential to help Chinese steel companies prepare development plans for transformation and upgrading. Combining thorough analysis, unique insights, and many practical cases, the book offers a guide to and inspiration for future implementation approaches.

Book excerpt: China’s development momentum will last for 200 more years. This book focused on China’s Economic System Reform and Opening-up to the Outside World, and answered the why, when, who, where, and how? The author used his observation and analysis to break down the Reform step by step. The story started from China’s national situation, followed by the kick-off, the operation, the policy, the little-known side of the senior decision-making process, and the organizational behaviors of the Communist Party of China. The Destiny of Chinese Nation and the development strategy are the unique achievements in China Studies. In 2009, the author presided over the program “The Planning of Economic and Cultural Industries Development of Xuanwu District, Beijing, 2009–2015.” He anticipated that the population of the Beijing metropolitan area shall be 70–100 million, and pointed out the necessity to build one more international airport in South Beijing. He also concluded the program “World Metropolis, Humanistic Beijing, and the Planning of the Cultural Finance during 2010–2015” by the same inferences. In 2014, the construction of Xiong An New District began. The Beijing Economic Circle has brought the prediction of 100-million population close to reality. On September 25, 2019, Beijing Da Xing International Airport was officially opened to traffic.

Book excerpt: This text traces the evolution of sustainable development and climate change from the time it emerged in international consultations and agreements. The three sections of the book, focusing on the framework, climate change and sustainable development, seek to cover the essentials of the politics of natural resource usage at the global level. The book explores the evolution of sustainable development and climate change within the framework of the United Nations, and the way the concept has been defined through intergovernmental meetings, agreements and consensus within the multilateral system. It also explores the best ways of reducing the risk to the planet while enabling societies to pursue sustainable development paths. The challenges call for a transformation of social systems to facilitate a broadly acceptable change. The book also explores the adoption of low-carbon models different from the high-carbon socio-technical systems and related social practices.

Book excerpt: After more than three decades of average annual growth close to 10 percent, China's economy is transitioning to a 'new normal' of slower but more balanced and sustainable growth. Its old drivers of growth -- a growing labor force, the migration from rural areas to cities, high levels of investments, and expanding exports -- are waning or having less impact. China's policymakers are well aware that the country needs new drivers of growth. This report proposes a reform agenda that emphasizes productivity and innovation to help policymakers promote China's future growth and achieve their vision of a modern and innovative China. The reform agenda is based on the three D's: removing Distortions to strengthen market competition and enhance the efficient allocation of resources in the economy; accelerating Diffusion of advanced technologies and management practices in China's economy, taking advantage of the large remaining potential for catch-up growth; and fostering Discovery and nurturing China's competitive and innovative capacity as China approaches OECD incomes in the decades ahead and extends the global innovation and technology frontier.

Book excerpt: In Innovate to Dominate, Tai Ming Cheung offers insight into why, how, and whether China will overtake the United States to become the world's preeminent technological and security power. This examination of the means and ends of China's quest for techno-security supremacy is required reading for anyone looking for clues as to the long-term direction of the global order. The techno-security domain, Cheung argues, is where national security, innovation, and economic development converge, and it has become the center of power and prosperity in the twenty-first century. China's paramount leader Xi Jinping recognizes that effectively harnessing the complex interactions among security, innovation, and development is essential in enabling China to compete for global dominance. Cheung offers a richly detailed account of how China is building a potent techno-security state. In Innovate to Dominate he takes readers from the strategic vision guiding this transformation to the nuts-and-bolts of policy implementation. The state-led top-down mobilizational model that China is pursuing has been a winning formula so far, but the sternest test is ahead as China begins to compete head-to-head with the United States and aims to surpass its archrival by mid-century if not sooner. Innovate to Dominate is a timely and analytically rigorous examination of the key strategies guiding China's transformation of its capabilities in the national, technological, military, and security spheres and how this is taking place. Cheung authoritatively addresses the burning questions being asked in capitals around the world: Can China become the dominant global techno-security power? And if so, when?
