Book excerpt: Excerpt from The Index Library: An Index to Bills of Privy Signet, Commonly Called Signet Bills, 1584 to 1596 and 1603 to 1624, With a Calendar of Writs of Privy Seal, 1601 to 1603 This, the fourth completed volume of the Index Library, but the first issued since the formation of the British Record Society, is a calendar and index to the Bills of Privy Signet, commonly called Signet Bills, for the period of 1584 to 1624, with the exception of the hiatus 1596-1603, which is, however, partly filled up by writs of Privy Seal. A Signet Bill is one of the steps which occur in passing Letters Patent under the Great Seal of England; and this volume will consequently afford a clue to the Patent Rolls for that period. Indeed, in some instances it gives fuller information, since occasionally the application for letters patent went no further than the preliminary stages, and therefore does not appear upon the Patent Rolls. Many Signet Bills are marked "stayed" in the Docquet Books, and others relate to matters which do not require the issue of Letters Patent. The steps which occur in passing Letters Patent under the Great Seal are usually the following: - 1.Petition to the Crown, upon which is grounded the 2. Reference to the Law Officers, i.e., the Attorney-General and the Solicitor-General, upon which follows the 3. Report of the Law Officer, and, if required, of the Privy Council. 4. Warrant under the Queen's sign manual, which is the authority for the 5. Queen's Bill, which is the authority for the 6. Bill of Privy Signet, which is the authority for the 7. Writ of Privy Seal, which, having the receipt of the Lord Chancellor, is the authority for the 8. Letters Patent under the Great Seal. The Bills of Privy Signet, with which we are now concerned, are preserved in the Public Record Office, and on the shelves of the Round Search Room will be found the corresponding Docquet Books and the indexes thereto, with some chasms, from the year 1584. These Docquet Books contain the memorandum at the foot of the Queen's Bill, and may be described as forming a precis the Signet Bills and the ensuing Letters Patent. They number about fifty volumes.
