Book excerpt: From the late 1800s to the early 1900s, Australian settler colonists mobilised their unique settler experiences to develop their own vision of what ‘empire’ was and could be. Reinterpreting their histories and attempting to divine their futures with a much heavier concentration on racialized visions of humanity, white Australian settlers came to believe that their whiteness as well as their Britishness qualified them for an equal voice in the running of Britain’s imperial project. Through asserting their case, many soon claimed that, as newly minted citizens of a progressive and exemplary Australian Commonwealth, white settlers such as themselves were actually better suited to the modern task of empire. Such a settler political cosmology with empire at its center ultimately led Australians to claim an empire of their own in the Pacific Islands, complete with its own, unique imperial governmentality.

Book excerpt: Beginning in the 1860s, the Russian Empire replaced a poll tax system that originated with Peter the Great with a modern system of income and excise taxes. Russia began a transformation of state fiscal power that was also underway across Western Europe and North America. States of Obligation is the first sustained study of the Russian taxation system, the first to study its European and transatlantic context, and the first to expose the essential continuities between the fiscal practices of the Russian Empire and the Soviet Union. Using a wealth of materials from provincial and local archives across Russia, Yanni Kotsonis examines how taxation was simultaneously a revenue-raising and a state-building tool, a claim on the person and a way to produce a new kind of citizenship. During successive political, wartime, and revolutionary crises between 1855 and 1928, state fiscal power was used to forge social and financial unity and fairness and a direct relationship with individual Russians. State power eventually overwhelmed both the private sector economy and the fragile realm of personal privacy. States of Obligation is at once a study in Russian economic history and a reflection on the modern state and the modern citizen.

To answer this question, this book examines the history of humanitarianism in international relations by tracing the relationship between transnational moral obligation and sovereignty from the 16th century to the present. Whereas existing studies of humanitarianism examine the diffusion of such norms or their transmission by non-state actors, this volume explicitly links humanitarianism to the broader concept of sovereignty. Rather than only focusing on the expansion of humanitarian norms, it examines how sovereignty both challenges and sets limits on them. Humanitarian norms are shown to act just as much to reinforce the logic of sovereignty as they do to challenge it. Contemporary humanitarianism is often described in universalist terms, which suggests that humanitarian activity transcends borders in order to provide assistance to those who suffer. In contrast, this book suggests a more counterintuitive and complex understanding of moral obligation, namely that humanitarian discourse not only provides a framework for legitimate humanitarian action, but it also establishes the limits of moral obligation. It will be of great interest to a wide audience of scholars and students in international relations theory, constructivism and norms, and humanitarianism and politics.

Mark McGowan contrasts Irish Canadian Catholics' beliefs with the neutrality of Pope Benedict XV, the supposed pro-Austrian sympathies of many immigrants from central Europe, Irish republicans inciting rebellion in Ireland, and the perceived indifference to the war by French Canadian Catholics, and argues that, for the most part, Irish Catholics in Canada demonstrated strong support for the imperial war effort by recruiting in large numbers. He further investigates their religious lives within the Canadian Expeditionary Force, the spiritual resources available to them, and church and lay leaders’ negotiation of the sensitive political developments in Ireland that coincided with the war effort. McInnis examines the intersections of class, race, and gender to reveal social spaces where female identity and power were both contested and constructed. Officers’ wives often possessed the authority to direct and maintain the social, cultural, and political ambitions of empire. By transferring and adapting white middle-class cultural values and customs to military installations, they created a new social reality—one that restructured traditional boundaries. In both the British and American territorial holdings, McInnis shows, military wives held pivotal roles, creating and controlling the processes that upheld national aims. In so doing, these women feminized formal and informal military practices in ways that strengthened their own status and identities.
