Available in PDF, EPUB and Kindle. Book excerpt: The global economy has experienced four waves of rapid debt accumulation over the past 50 years. The first three debt waves ended with financial crises in many emerging market and developing economies. During the current wave, which started in 2010, the increase in debt in these economies has already been larger, faster, and broader-based than in the previous three waves. Current low interest rates mitigate some of the risks associated with high debt. However, emerging market and developing economies are also confronted by weak growth prospects, mounting vulnerabilities, and elevated global risks. A menu of policy options is available to reduce the likelihood that the current debt wave will end in crisis and, if crises do take place, will alleviate their impact.

Book excerpt: The volume Environmental Change and African Societies contributes to current debates on global climate change from the perspectives of the social sciences and the humanities. It charts past and present environmental change in different African settings and also discusses policies and scenarios for the future. The first section, "Ideas", enquires into local perceptions of the environment, followed by contributions on historical cases of environmental change and state regulation. The section "Present" addresses decision-making and agenda-setting processes related to current representations and/or predicted effects of climate change. The section "Prospects" is concerned with contemporary African megatrends. The authors move across different scales of investigation, from locally-grounded ethnographic analyses to discussions on continental trends and international policy. Contributors are: Daniel Callo-Concha, Joy Clancy, Manfred Denich, Sara de Wit, Ton Dietz, Irit Eguavoen, Ben Fanstone, Ingo Haltermann, Laura Jeffrey, Emmanuel Kreike, Vimbai Kwashirai, James C. McCann, Bertrand F. Nero, Jonas Ø. Nielsen, Erick G. Tambo, Julia Tischler.

Available in PDF, EPUB and Kindle. Book excerpt: In 1895 there was not a single case of dementia praecox reported in the United States. By 1912 there were tens of thousands of people with this diagnosis locked up in asylums, hospitals, and jails. By 1927 it was fading away . How could such a terrible disease be discovered, affect so many lives, and then turn out to be something else? In vivid detail, Richard Noll describes how the discovery of this mysterious disorder gave hope to the overworked asylum doctors that they could at last explain—though they could not cure—the miserable patients surrounding them. The story of dementia praecox, and its eventual replacement by the new concept of schizophrenia, also reveals how asylum physicians fought for their own respectability. If what they were observing was a disease, then this biological reality was amenable to scientific research. In the early twentieth century, dementia praecox was psychiatry’s key into an increasingly science-focused medical profession. But for the moment, nothing could be done to help the sufferers. When the concept of schizophrenia offered a fresh understanding of this disorder, and hope for a cure, psychiatry abandoned the old disease for the new. In this dramatic story of a vanished diagnosis, Noll shows the co-dependency between a disease and the scientific status of the profession that treats it. The ghost of dementia praecox haunts today’s debates about the latest generation of psychiatric disorders.

Available in PDF, EPUB and Kindle. Book excerpt: Rising densities of human settlements, migration and transport to reduce distances to market, and specialization and trade facilitated by fewer international divisions are central to economic development. The transformations along these three dimensions density, distance, and division are most noticeable in North America, Western Europe, and Japan, but countries in Asia and Eastern Europe are changing in ways similar in scope and speed. 'World Development Report 2009: Reshaping Economic Geography' concludes that these spatial transformations are essential, and should be encouraged. The conclusion is not without controversy. Slum-dwellers now number a billion, but the rush to cities continues. Globalization is believed to benefit many, but not the billion people living in lagging areas of developing nations. High poverty and mortality persist among the world's 'bottom billion', while others grow wealthier and live longer lives. Concern for these three billion often comes with the prescription that growth must be made spatially balanced. The WDR has a different message: economic growth is seldom balanced, and efforts to spread it out prematurely will jeopardize progress. The Report: documents how production becomes more concentrated spatially as economies grow. proposes economic integration as the principle for promoting successful spatial transformations. revisits the debates on urbanization, territorial development, and regional integration and shows how today's developers can reshape economic geography.

Delays and costs at the border undermine a country’s competitiveness, either by taxing imported inputs with deadweight inefficiencies or by adding costs and reducing the competitiveness of exports. This book provides a practical guide to assist policy makers, administrators, and border management professionals with information and advice on how to improve border management systems, procedures, and institutions.

Book excerpt: The four sovereign Indian Ocean states of Comoros, Madagascar, Mauritius and Seychelles, the two French overseas departments of Mayotte and Reunion, as well as the British colony of BIOT (Chagos), all form part of Africa. As insular nations and territories in an increasingly globalized, militarized and largely unregulated ocean, they face particular challenges. Commonly overlooked in the fields of African and international studies, this text traces the islands’ history and explores their diverse contemporary social, political and economic trajectories. From human settlement and slavery to conflict resolution and piracy, the relations with continental Africa and the African Union feature prominently. Richly sourced, this comprehensive and up-to-date introduction to Africa’s Indian Ocean islands covers a significant lacuna.

Book excerpt: When the British took control of the Indian Ocean island of Mauritius soon after the abolition of the slave trade, they were faced with a labour-hungry and potentially hostile Franco-Mauritian plantocracy. This book explores the context in which Indian convicts were transported to the island and put to work building the infrastructure necessary to fuel the expansion of the sugar industry. Drawing on hitherto unexplored archival material, it is shown how convicts experienced transportation and integrated into the Mauritian social and economic fabric.

Book excerpt: The 'Development Communication Sourcebook' highlights how the scope and application of communication in the development context are broadening to include a more dialogic approach. This approach facilitates assessment of risks and opportunities, prevents problems and conflicts, and enhances the results and sustainability of projects when implemented at the very beginning of an initiative. The book presents basic concepts and explains key challenges faced in daily practice. Each of the four modules is self-contained, with examples, toolboxes, and more.
